(一)在进入管理区四十八小时以前或在开出港启航以前,将船名、国籍、总吨、航速、船身颜色、烟囱标志以及何日、何时由何地开往何处等情况,详细电报琼州海峡管理处,请求过峡。

(1) At least 48 hours before entering the Management Area, or before departure from the port of departure, the vessel shall report in detail by telegram to the Qiongzhou Strait Management Office its name, nationality, gross tonnage, speed, hull color, funnel markings, and the date, time, place of departure, and destination, requesting passage through the strait.

(2) After receiving the notice of approval for passage, the vessel shall confirm the time of entry into the Management Area to the Qiongzhou Strait Management Office at least 24 hours before entering the Management Area, or within two hours after departure from the port of departure.

Foreign non-military vessels shall pass through the Management Area only during daylight hours. They must enter the Management Area after sunrise and completely pass through the Management Area before sunset. Foreign non-military vessels passing through the Qiongzhou Strait shall not use radar. If, during navigation, encountering heavy fog, rainstorms, or other conditions of poor visibility that necessitate the use of radar, the vessel shall report to the Qiongzhou Strait Management Office, stating the reasons, the vessel's position, speed, etc., and may use radar only after obtaining approval. If the situation is urgent and endangers the safety of navigation, the vessel may use radar while simultaneously reporting, and shall subsequently report in detail the start and end times and the circumstances of radar use to the Qiongzhou Strait Management Office for the record.

(一)在未进入管理区之前,可以命令其停止进入管理区,由原路返航绕海南岛航行,或者俟其办妥过峡手续并经批准后,再行过峡。

(1) Before entering the Management Area, the vessel may be ordered to stop entering the Management Area, return via the original route and sail around Hainan Island, or wait until it completes the passage procedures and obtains approval before passing through.

(2) If the vessel has already entered the Management Area, it may be ordered to stop and be escorted to Haikou Port for inspection. Sanctions shall be imposed based on the inspection results. After handling, depending on the circumstances, the vessel may be permitted to pass through the Management Area, ordered to exit the Management Area, or even escorted out of the strait.
