为了加强对法规汇编编辑出版工作的管理，提高法规汇编编辑出版质量，维护社会主义法制的统一和尊严，制定本规定。
These Regulations are formulated to strengthen the administration of the editing and publishing of compilations of laws and regulations, improve the quality of such compilations, and safeguard the unity and dignity of the socialist legal system.
本规定所称法规汇编，是指将依照法定程序发布的法律、行政法规、国务院部门规章(下称部门规章)、地方性法规和地方政府规章，按照一定的顺序或者分类汇编成册的公开出版物。
For the purposes of these Regulations, 'compilation of laws and regulations' refers to a public publication that compiles laws, administrative regulations, departmental rules of the State Council (hereinafter referred to as departmental rules), local regulations, and local government rules, which have been promulgated in accordance with statutory procedures, into a volume in a certain order or classification.
除法律、行政法规另有规定外，编辑出版法规汇编(包括法规选编、类编、大全等)应当遵守本规定。
Unless otherwise provided by laws or administrative regulations, the editing and publishing of compilations of laws and regulations (including selected compilations, classified compilations, complete collections, etc.) shall comply with these Regulations.
依照本规定第四条编辑出版的法规汇编，是国家出版的法规汇编正式版本。
Compilations of laws and regulations edited and published in accordance with Article 4 of these Regulations are the official versions of state-published compilations of laws and regulations.
编辑法规汇编，遵守下列分工：
The editing of compilations of laws and regulations shall follow the following division of responsibilities:
(一)法律汇编由全国人民代表大会常务委员会法制工作委员会编辑；
(1) Compilations of laws shall be edited by the Legislative Affairs Commission of the Standing Committee of the National People's Congress;
(二)行政法规汇编由司法部编辑；
(2) Compilations of administrative regulations shall be edited by the Ministry of Justice;
(三)军事法规汇编由中央军事委员会法制局编辑；
(3) Compilations of military regulations shall be edited by the Legal Affairs Bureau of the Central Military Commission;
(四)部门规章汇编由国务院各部门依照该部门职责范围编辑；
(4) Compilations of departmental rules shall be edited by the respective departments of the State Council within their scope of functions;
(五)地方性法规和地方政府规章汇编，由具有地方性法规和地方政府规章制定权的地方各级人民代表大会常务委员会和地方各级人民政府指定的机构编辑。
(5) Compilations of local regulations and local government rules shall be edited by the local people's congresses and their standing committees and the local people's governments at various levels that have the power to formulate local regulations and local government rules, as designated by them.
全国人民代表大会常务委员会法制工作委员会和司法部可以编辑法律、行政法规、部门规章、地方性法规和地方政府规章的综合性法规汇编；中央军事委员会法制局可以编辑有关军事方面的法律、法规、条令汇编；国务院各部门可以依照本部门职责范围编辑专业性的法律、行政法规和部门规章汇编；具有地方性法规和地方政府规章制定权的地方各级人民代表大会常务委员会和地方各级人民政府可以编辑本地区制定的地方性法规和地方政府规章汇编。
The Legislative Affairs Commission of the Standing Committee of the National People's Congress and the Ministry of Justice may edit comprehensive compilations of laws, administrative regulations, departmental rules, local regulations, and local government rules; the Legal Affairs Bureau of the Central Military Commission may edit compilations of military-related laws, regulations, and ordinances; the departments of the State Council may, within their scope of functions, edit specialized compilations of laws, administrative regulations, and departmental rules; the local people's congresses and their standing committees and the local people's governments at various levels that have the power to formulate local regulations and local government rules may edit compilations of local regulations and local government rules formulated by their respective regions.
根据工作、学习、教学、研究需要，有关机关、团体、企业事业组织可以自行或者委托精通法律的专业人员编印供内部使用的法规汇集；需要正式出版的，应当经出版行政管理部门核准。
For the purposes of work, study, teaching, or research, relevant organs, organizations, enterprises, and institutions may, on their own or by commissioning professionals proficient in law, compile and print compilations of laws and regulations for internal use; if they need to be officially published, approval from the administrative department of publishing shall be obtained.
除前款规定外，个人不得编辑法规汇编。
Except as provided in the preceding paragraph, individuals shall not edit compilations of laws and regulations.
编辑法规汇编，应当做到：
When editing compilations of laws and regulations, the following requirements shall be met:
(一)选材准确。收入法规汇编的法规必须准确无误，如果收入废止或者失效的法规，必须注明；现行法规汇编不得收入废止或者失效的法规。
(1) Accurate selection. The laws and regulations included in the compilation must be accurate and error-free; if repealed or invalid laws and regulations are included, they must be indicated; current compilations of laws and regulations shall not include repealed or invalid laws and regulations.
(二)内容完整。收入法规汇编的法规名称、批准或者发布机关、批准或者发布日期、施行日期、章节条款等内容应当全部编入，不得随意删减或者改动。
(2) Complete content. The names, approving or promulgating authorities, dates of approval or promulgation, effective dates, chapters, sections, articles, and other contents of the laws and regulations included in the compilation shall be fully incorporated and shall not be arbitrarily deleted or altered.
(三)编排科学。法规汇编应当按照一定的分类或者顺序排列，有利于各项工作的开展。
(3) Scientific arrangement. The compilation of laws and regulations shall be arranged according to a certain classification or order to facilitate the development of various work.
出版法规汇编，国家出版行政管理部门根据出版专业分工规定的原则，依照下列分工予以审核批准：
For the publication of compilations of laws and regulations, the state administrative department of publishing shall, in accordance with the principle of professional division of labor in publishing, examine and approve the following division of responsibilities:
(一)法律汇编由全国人民代表大会常务委员会法制工作委员会选择的中央一级出版社出版；
(1) Compilations of laws shall be published by a central-level publishing house selected by the Legislative Affairs Commission of the Standing Committee of the National People's Congress;
(二)行政法规汇编由司法部选择的中央一级出版社出版；
(2) Compilations of administrative regulations shall be published by a central-level publishing house selected by the Ministry of Justice;
(三)军事法规汇编由中央军事委员会法制局选择的中央一级出版社出版；
(3) Compilations of military regulations shall be published by a central-level publishing house selected by the Legal Affairs Bureau of the Central Military Commission;
(四)部门规章汇编由国务院各部门选择的中央一级出版社出版；
(4) Compilations of departmental rules shall be published by a central-level publishing house selected by the respective departments of the State Council;
(五)地方性法规和地方政府规章汇编由具有地方性法规和地方政府规章制定权的地方各级人民代表大会常务委员会和地方各级人民政府选择的中央一级出版社或者地方出版社出版。
(5) Compilations of local regulations and local government rules shall be published by a central-level or local publishing house selected by the local people's congresses and their standing committees and the local people's governments at various levels that have the power to formulate local regulations and local government rules.
国家出版的民族文版和外文版的法律汇编，由全国人民代表大会常务委员会法制工作委员会组织或者协助审定。
The state-published compilations of laws in ethnic minority languages and foreign languages shall be organized or assisted in verification by the Legislative Affairs Commission of the Standing Committee of the National People's Congress.
国家出版的民族文版和外文版的行政法规汇编，由司法部组织或者协助审定。
The national edition of compilations of administrative regulations in ethnic minority languages and foreign languages shall be organized or assisted in review by the Ministry of Justice.
符合第七条规定的出版社应当制定法规汇编的出版选题计划，分别报有权编辑法规汇编的机关和出版行政管理部门备案。
Publishing houses that meet the requirements of Article 7 shall formulate a publication plan for the compilation of laws and regulations, and submit it to the authorities authorized to edit the compilation and the administrative department of publishing for record.
按照本规定第四条编辑的法规汇编，可以在汇编封面上加印国徽；按照本规定第五条第一款编印的法规汇集，不得在汇集封面上加印国徽。
Compilations of laws and regulations edited in accordance with Article 4 of these Regulations may bear the national emblem on the cover; compilations printed in accordance with Article 5, paragraph 1 of these Regulations shall not bear the national emblem on the cover.
出版法规汇编，必须保证印制质量。质量标准要符合国家有关规定。
The publication of compilations of laws and regulations must ensure printing quality. Quality standards shall comply with relevant national regulations.
法规汇编的发行，由新华书店负责，各地新华书店应当认真做好征订工作。
The distribution of compilations of laws and regulations shall be handled by Xinhua Bookstores, and local Xinhua Bookstores shall conscientiously carry out subscription work.
有条件的出版社也可以代办部分征订工作。
Qualified publishing houses may also handle part of the subscription work.
违反本规定，擅自出版法规汇编的，根据不同情况出版行政管理部门或者工商行政管理部门依照职权划分可以给予当事人下列行政处罚：
In violation of these Regulations, if a compilation of laws and regulations is published without authorization, the administrative department of publishing or the administrative department for industry and commerce may, according to their respective functions and powers, impose the following administrative penalties on the party concerned:
(一)警告；
(1) Warning;
(二)停止出售；
(2) Cessation of sales;
(三)没收或者销毁；
(3) Confiscation or destruction;
(四)没收非法收入；
(4) Confiscation of illegal income;
(五)罚款；
(5) Fine;
(六)停业整顿；
(6) Suspension of business for rectification;
(七)撤销出版社登记；
(7) Revocation of publishing house registration;
(八)吊销营业执照。
(8) Revocation of business license.
当事人对出版行政管理部门或者工商行政管理部门的处罚决定不服的，可以在收到处罚通知书之日起十五日内，向上一级出版行政管理部门或者工商行政管理部门申请复议。对复议决定仍然不服的，可以自收到复议决定通知书之日起十五日内向人民法院提起诉讼。当事人也可以自收到处罚通知书之日起十五日内，直接向人民法院提起诉讼。逾期不申请复议也不提起诉讼又不履行处罚决定的，作出处罚决定的机关可以申请人民法院强制执行。
If a party disagrees with the penalty decision of the administrative department of publishing or the administrative department for industry and commerce, it may, within 15 days from the date of receipt of the penalty notice, apply for reconsideration to the higher-level administrative department of publishing or the administrative department for industry and commerce. If still dissatisfied with the reconsideration decision, it may file a lawsuit with the people's court within 15 days from the date of receipt of the reconsideration decision notice. The party may also directly file a lawsuit with the people's court within 15 days from the date of receipt of the penalty notice. If the party neither applies for reconsideration nor files a lawsuit nor complies with the penalty decision within the time limit, the authority that made the penalty decision may apply to the people's court for compulsory enforcement.
与境外出版机构合作出版法规汇编事宜，参照本规定办理。
Matters concerning cooperative publication of compilations of laws and regulations with overseas publishing institutions shall be handled by reference to these Regulations.
法规文件信息化处理的开发、应用，参照本规定管理。
The development and application of digital processing of legal documents shall be managed by reference to these Regulations.
本规定自发布之日起施行。
These Regulations shall come into force as of the date of promulgation.
