根据《中华人民共和国国旗法》的有关规定，自1997年7月1日起，在香港特别行政区同时升挂、使用国旗和区旗时，按照下列规定执行：
In accordance with the relevant provisions of the Law of the People's Republic of China on the National Flag, from July 1, 1997, when the national flag and the regional flag are simultaneously hoisted and used in the Hong Kong Special Administrative Region, the following provisions shall be implemented:
一、凡国旗和区旗同时升挂、使用时，应当将国旗置于中心、较高或者突出的位置。
1. When the national flag and the regional flag are simultaneously hoisted and used, the national flag shall be placed in the center, at a higher position, or in a prominent position.
二、凡国旗和区旗同时或者并列升挂、使用时，国旗应当大于区旗，国旗在右，区旗在左。
2. When the national flag and the regional flag are simultaneously hoisted and used side by side, the national flag shall be larger than the regional flag, with the national flag on the right and the regional flag on the left.
三、列队举持国旗和区旗行进时，国旗应当在区旗之前。
3. When marching in formation carrying the national flag and the regional flag, the national flag shall be in front of the regional flag.
