为加强城市节约用水管理，保护和合理利用水资源，促进国民经济和社会发展，制定本规定。
These Provisions are formulated to strengthen the management of urban water conservation, protect and rationally utilize water resources, and promote national economic and social development.
本规定适用于城市规划区内节约用水的管理工作。
These Provisions apply to the management of water conservation within urban planning areas.
在城市规划区内使用公共供水和自建设施供水的单位和个人，必须遵守本规定。
Units and individuals using public water supply or self-built water supply facilities within urban planning areas must comply with these Provisions.
城市实行计划用水和节约用水。
Cities shall implement planned water use and water conservation.
国家鼓励城市节约用水科学技术研究，推广先进技术，提高城市节约用水科学技术水平。
The State encourages scientific and technological research on urban water conservation, promotes advanced technologies, and improves the scientific and technological level of urban water conservation.
在城市节约用水工作中作出显著成绩的单位和个人，由人民政府给予奖励。
Units and individuals that achieve remarkable results in urban water conservation work shall be rewarded by the people's government.
国务院城市建设行政主管部门主管全国的城市节约用水工作，业务上受国务院水行政主管部门指导。
The administrative department of urban construction under the State Council shall be in charge of national urban water conservation work, subject to the guidance of the administrative department of water resources under the State Council in terms of professional work.
国务院其他有关部门按照国务院规定的职责分工，负责本行业的节约用水管理工作。
Other relevant departments under the State Council shall, in accordance with the division of responsibilities prescribed by the State Council, be responsible for water conservation management in their respective industries.
省、自治区人民政府和县级以上城市人民政府城市建设行政主管部门和其他有关行业行政主管部门，按照同级人民政府规定的职责分工，负责城市节约用水管理工作。
The administrative departments of urban construction and other relevant industry administrative departments of provinces, autonomous regions, and people's governments at or above the county level shall, in accordance with the division of responsibilities prescribed by the people's government at the same level, be responsible for urban water conservation management.
城市人民政府应当在制定城市供水发展规划的同时，制定节约用水发展规划，并根据节约用水发展规划制定节约用水年度计划。
The people's government of a city shall, while formulating the urban water supply development plan, formulate a water conservation development plan, and formulate an annual water conservation plan based on the water conservation development plan.
各有关行业行政主管部门应当制定本行业的节约用水发展规划和节约用水年度计划。
Relevant industry administrative departments shall formulate water conservation development plans and annual water conservation plans for their respective industries.
工业用水重复利用率低于40%(不包括热电厂用水)的城市，新建供水工程时，未经上一级城市建设行政主管部门的同意，不得新增工业用水量。
For cities where the industrial water reuse rate is lower than 40% (excluding water used by thermal power plants), when constructing new water supply projects, no new industrial water volume may be added without the consent of the administrative department of urban construction at the next higher level.
单位自建供水设施取用地下水，必须经城市建设行政主管部门核准后，依照国家规定申请取水许可。
Units that build their own water supply facilities to extract groundwater must obtain approval from the administrative department of urban construction and then apply for a water extraction permit in accordance with national regulations.
城市的新建、扩建和改建工程项目，应当配套建设节约用水设施。城市建设行政主管部门应当参加节约用水设施的竣工验收。
New, expanded, or renovated urban construction projects shall be equipped with water-saving facilities. The administrative department of urban construction shall participate in the completion acceptance of water-saving facilities.
城市建设行政主管部门应当会同有关行业行政主管部门制定行业综合用水定额和单项用水定额。
The administrative department of urban construction shall, in conjunction with relevant industry administrative departments, formulate comprehensive water consumption quotas and individual water consumption quotas for industries.
城市用水计划由城市建设行政主管部门根据水资源统筹规划和水长期供求计划制定，并下达执行。
Urban water use plans shall be formulated by the administrative department of urban construction based on the overall planning of water resources and long-term water supply plans, and shall be issued for implementation.
超计划用水必须缴纳超计划用水加价水费。超计划用水加价水费，应当从税后留利或者预算包干经费中支出，不得纳入成本或者从当年预算中支出。
Water use exceeding the plan must pay a surcharge for excess water use. The surcharge for excess water use shall be paid from after-tax retained profits or budget lump-sum funds, and shall not be included in costs or paid from the current year's budget.
超计划用水加价水费的具体征收办法由省、自治区、直辖市人民政府制定。
The specific collection method for the surcharge for excess water use shall be formulated by the people's government of the province, autonomous region, or municipality directly under the Central Government.
生活用水按户计量收费。新建住宅应当安装分户计量水表；现有住户未装分户计量水表的，应当限期安装。
Domestic water use shall be metered and charged per household. New residential buildings shall be installed with household water meters; existing households without household water meters shall install them within a specified period.
各用水单位应当在用水设备上安装计量水表，进行用水单耗考核，降低单位产品用水量；应当采取循环用水、一水多用等措施，在保证用水质量标准的前提下，提高水的重复利用率。
Each water-using unit shall install water meters on water-using equipment, conduct assessment of water consumption per unit product, and reduce water consumption per unit product; they shall adopt measures such as circulating water use and multiple uses of one water source to increase the water reuse rate while ensuring water quality standards.
水资源紧缺城市，应当在保证用水质量标准的前提下，采取措施提高城市污水利用率。
Cities with water resource shortages shall, while ensuring water quality standards, take measures to increase the utilization rate of urban sewage.
沿海城市应当积极开发利用海水资源。
Coastal cities shall actively develop and utilize seawater resources.
有咸水资源的城市，应当合理开发利用咸水资源。
Cities with brackish water resources shall rationally develop and utilize brackish water resources.
城市供水企业、自建供水设施的单位应当加强供水设施的维修管理，减少水的漏损量。
Urban water supply enterprises and units with self-built water supply facilities shall strengthen the maintenance and management of water supply facilities to reduce water leakage losses.
各级统计部门、城市建设行政主管部门应当做好城市节约用水统计工作。
Statistical departments at all levels and the competent administrative departments of urban construction shall properly carry out the statistical work on urban water conservation.
城市的新建、扩建和改建工程项目未按规定配套建设节约用水设施或者节约用水设施经验收不合格的，由城市建设行政主管部门限制其用水量，并责令其限期完善节约用水设施，可以并处罚款。
For new, expanded, or renovated urban construction projects that fail to install water-saving facilities as required or whose water-saving facilities fail to pass inspection, the competent administrative department of urban construction shall restrict their water usage, order them to improve the water-saving facilities within a specified period, and may also impose a fine.
超计划用水加价水费必须按规定的期限缴纳。逾期不缴纳的，城市建设行政主管部门除限期缴纳外，并按日加收超计划用水加价水费50‰的滞纳金。
The surcharge for water usage exceeding the plan must be paid within the prescribed period. If payment is overdue, the competent administrative department of urban construction shall, in addition to ordering payment within a specified period, impose a late fee of 50‰ of the overdue surcharge per day.
拒不安装生活用水分户计量水表的，城市建设行政主管部门应当责令其限期安装；逾期仍不安装的，由城市建设行政主管部门限制其用水量，可以并处罚款。
If a party refuses to install individual household water meters for domestic use, the competent administrative department of urban construction shall order installation within a specified period; if installation is still not completed by the deadline, the department shall restrict water usage and may impose a fine.
当事人对行政处罚决定不服的，可以在接到处罚通知次日起十五日内，向作出处罚决定机关的上一级机关申请复议；对复议决定不服的，可以在接到复议通知次日起十五日内向人民法院起诉。逾期不申请复议或者不向人民法院起诉又不履行处罚决定的，由作出处罚决定的机关申请人民法院强制执行。
If a party disagrees with an administrative penalty decision, it may apply for reconsideration to the authority at the next higher level within 15 days from the day after receiving the penalty notice; if dissatisfied with the reconsideration decision, it may file a lawsuit with the People's Court within 15 days from the day after receiving the reconsideration notice. If the party neither applies for reconsideration nor files a lawsuit within the time limit and fails to comply with the penalty decision, the authority that made the decision shall apply to the People's Court for compulsory enforcement.
城市建设行政主管部门的工作人员玩忽职守、滥用职权、徇私舞弊的，由其所在单位或者上级主管部门给予行政处分；构成犯罪的，由司法机关依法追究刑事责任。
Staff members of the competent administrative department of urban construction who neglect their duties, abuse their power, or engage in malpractice for personal gain shall be subject to administrative sanctions by their unit or the superior competent department; if the conduct constitutes a crime, criminal liability shall be pursued by the judicial authorities in accordance with the law.
各省、自治区、直辖市人民政府可以根据本规定制定实施办法。
The people's governments of provinces, autonomous regions, and municipalities directly under the Central Government may formulate implementation measures based on these Provisions.
本规定由国务院城市建设行政主管部门负责解释。
These Provisions shall be interpreted by the competent administrative department of urban construction under the State Council.
本规定自1989年1月1日起施行。
These Provisions shall come into force on January 1, 1989.
