通信线路是国家通信网的重要组成部分，担负着党政军民的国内、国际通信任务，在社会主义现代化建设和巩固国防中起着重要作用，为使通信畅通无阻，必须确保通信线路安全。
Communication lines are an important part of the national communication network, undertaking domestic and international communication tasks for the Party, government, military, and civilians, and play a vital role in socialist modernization and national defense. To ensure smooth communication, the safety of communication lines must be guaranteed.
邮电、铁路、军队等部门的各种通信线路设备，都适用本规定。通信线路设备包括：
These Provisions apply to various communication line equipment of the posts and telecommunications, railways, military, and other departments. Communication line equipment includes:
(1)架空线路——电杆、电线、电缆、线担、隔电子、拉线及其它附属设备。
(1) Overhead lines—poles, wires, cables, crossarms, insulators, guy wires, and other ancillary equipment.
(2)埋设线路——地下、水底、海底、管道电缆，入孔、标石、水线标志牌，无人值守载波增音站，电缆充气站及其它附属设备。
(2) Buried lines—underground, submarine, and pipeline cables, manholes, markers, submarine cable markers, unattended carrier repeater stations, cable pressurization stations, and other ancillary equipment.
(3)无线线路——无人值守微波站，微波无源反射板，无线电收、发信天线，微波和卫星通信地面站的天线，天线馈线的杆塔、导线、波导及其它附属设备。
(3) Wireless lines—unattended microwave stations, microwave passive reflectors, radio transmitting and receiving antennas, antennas for microwave and satellite communication earth stations, antenna feeder towers, conductors, waveguides, and other ancillary equipment.
各级人民政府要加强对保护通信线路工作的领导，经常开展保护通信线路的宣传教育工作。必要时，应组织沿线各单位的治安保卫组织和民兵组织进行护线联防。
People's governments at all levels shall strengthen leadership over the protection of communication lines and regularly carry out publicity and education on the protection of communication lines. When necessary, they shall organize public security and militia organizations of units along the lines to conduct joint line protection patrols.
通信线路遭受自然灾害或战争的破坏时，各级人民政府应立即组织力量协助通信部门进行抢修。
When communication lines are damaged by natural disasters or war, people's governments at all levels shall immediately organize forces to assist communication departments in emergency repairs.
沿线的机关、厂矿、部队、学校、公社、生产队和人民群众都有保护通信线路安全的责任。对破坏通信线路、危害通信安全的行为，各单位和人民群众有权制止并应及时向当地公安或通信部门报告。
Organs, factories, mines, military units, schools, communes, production teams, and the people along the lines have the responsibility to protect the safety of communication lines. Units and individuals have the right to stop acts that damage communication lines or endanger communication safety and shall promptly report to the local public security or communication department.
各级通信部门及工作人员应加强对通信线路的维护管理，严格执行岗位责任制和各项规章制度，加强巡回检查，经常进行护线宣传，与沿线各单位密切联系，搞好护线联防，协助公安机关侦破破坏通信线路的案件。
Communication departments and their staff shall strengthen the maintenance and management of communication lines, strictly implement the post responsibility system and various rules and regulations, strengthen patrol inspections, regularly conduct line protection publicity, maintain close contact with units along the lines, carry out joint line protection, and assist public security organs in investigating and solving cases of damage to communication lines.
通信部门需要改变其他单位原有设备、设施时，除抢修通信线路障碍等紧急情况外，应事先取得有关单位同意，事后按原标准负责恢复，并负担所需费用。通信部门架设通信线路通过林区时，应事先与有关部门协商确定。
When communication departments need to alter existing equipment or facilities of other units, except in emergencies such as repairing communication line obstacles, they shall first obtain the consent of the relevant units and, after the work, restore them to the original standard at their own expense. When communication departments erect communication lines through forest areas, they shall consult with the relevant departments in advance.
偷盗电杆、电线、电缆等通信线路设备或利用技术手段危害通信安全的，都是犯罪行为。公安、司法机关对反革命分子和其他刑事犯罪分子破坏通信线路的案件，应及时组织侦破，依法进行处理。
Stealing poles, wires, cables, or other communication line equipment or using technical means to endanger communication safety are criminal acts. Public security and judicial organs shall promptly organize investigations and handle cases of counter-revolutionaries and other criminal elements damaging communication lines according to law.
废品回收部门应严格执行国务院一九八○年275号文件精神，不得收购盗窃分子出售的通信线路器材。发现盗卖、变卖通信线路器材的非法行为或可疑线索，应及时向公安机关或通信部门报告。
Scrap recycling departments shall strictly implement the spirit of Document No. 275 of the State Council in 1980 and shall not purchase communication line materials sold by thieves. If illegal acts or suspicious clues of stealing or selling communication line materials are discovered, they shall promptly report to the public security or communication department.
各单位和人民群众都不得损坏通信线路设备或有危害通信安全的行为。
All units and individuals shall not damage communication line equipment or engage in acts that endanger communication safety.
(1)不准在危及通信线路安全的范围内进行爆破、堆放易爆易燃品或设置易爆易燃品仓库。
(1) Blasting, stacking flammable or explosive materials, or setting up flammable or explosive warehouses within the range that endangers the safety of communication lines is prohibited.
(2)不准在埋有地下电缆的地面上进行钻探、堆放笨重物品、垃圾、矿渣或倾倒含有酸、碱、盐的液体。在埋有地下电缆的地面上开沟、挖渠，应与通信部门协商解决。
(2) Drilling, stacking heavy objects, garbage, slag, or dumping liquids containing acid, alkali, or salt on the ground where underground cables are buried is prohibited. Digging ditches or canals on the ground where underground cables are buried shall be negotiated with the communication department.
(3)不准在设有过江河电缆标志的水域内抛锚、拖锚、挖沙、炸鱼及进行其他危及电缆安全的作业。
(3) Anchoring, dragging anchors, dredging sand, blasting fish, or other operations that endanger cable safety in waters where river-crossing cable markers are placed is prohibited.
(4)不准在海图上标明的海底电缆位置两侧各二海里(港内为两侧各一百米)水域内抛锚、拖锚、拖网捕鱼或进行其他危及海底电缆安全的作业。
(4) Anchoring, dragging anchors, trawling, or other operations that endanger submarine cable safety within two nautical miles on each side of the submarine cable position marked on nautical charts (100 meters on each side within harbors) is prohibited.
(5)不准在地下电缆两侧各一米范围内建屋搭棚，不准在各三米的范围内挖沙取土和设置厕所、粪池、牲畜圈、沼气池等能引起电缆腐蚀的建筑。在市区外电缆两侧各二米、在市区内电缆两侧各零点七五米的范围内，不准植树、种竹。
(5) Building houses or sheds within one meter on each side of underground cables, and digging sand or soil or constructing toilets, cesspits, livestock pens, biogas digesters, or other structures that may cause cable corrosion within three meters on each side is prohibited. Planting trees or bamboo within two meters on each side of cables outside urban areas and within 0.75 meters on each side inside urban areas is prohibited.
(6)不准移动或损坏电杆、拉线、天线、天线馈线杆塔及无人值守载波增音站、微波站。
(6) Moving or damaging poles, guy wires, antennas, antenna feeder towers, and unattended carrier repeater stations or microwave stations is prohibited.
(7)不准在危及电杆、拉线安全的范围内取土和架空线路两侧或天线区域内建屋搭棚。
(7) Digging soil within the range that endangers the safety of poles or guy wires, or building houses or sheds on both sides of overhead lines or within antenna areas is prohibited.
(8)不准攀登电杆、天线杆塔、拉线及其他附属设备。
(8) Climbing poles, antenna towers, guy wires, or other ancillary equipment is prohibited.
(9)不准在电杆、拉线、天线、天线馈线杆塔、支架及其他附属设备上拴牲口和搭挂电灯线、电力线、广播线；不准在通信电线上搭挂广播喇叭和收音机、电视机的天线。
(9) Tying livestock or hanging electric light wires, power lines, or broadcast lines on poles, guy wires, antennas, antenna feeder towers, brackets, or other ancillary equipment is prohibited; hanging broadcast speakers or antennas for radios or televisions on communication wires is prohibited.
(10)不准向电杆、电线、隔电子、电缆、天线、天线馈线及线路附属设备射击、抛掷杂物或进行其他危害线路安全的活动。
(10) Shooting at, throwing objects at, or engaging in other activities that endanger the safety of poles, wires, insulators, cables, antennas, antenna feeders, or line ancillary equipment is prohibited.
在通信线路沿线附近建筑施工、筑路、兴修水利、农田建设、植树造林、砍伐树竹、运输超高超大物件、架设线路、敷设管道和进行水下作业等，如有可能危及通信线路安全，应事先取得通信部门同意，并采取技术防范措施以后方可动工。
When constructing buildings, roads, water conservancy projects, farmland construction, planting trees, cutting trees or bamboo, transporting oversized objects, erecting lines, laying pipelines, or conducting underwater operations near communication lines, if such activities may endanger the safety of communication lines, the communication department shall be consulted in advance, and technical preventive measures shall be taken before construction begins.
对危及通信线路安全的树枝，通信部门应会商有关部门无偿剪除。对已影响通信线路而未修剪的树竹，通信部门可以修剪。
For branches that endanger the safety of communication lines, the communication department shall consult with relevant departments to trim them free of charge. For trees and bamboos that have already affected communication lines but have not been pruned, the communication department may prune them.
通信线路的建设，应考虑线路的安全可靠、经济合理，尽量避免对现有建筑设施构成影响。凡在市、镇、县城和工矿区内新建通信线路，应纳入市镇管线综合规划，尽量和道路及其他管网同步建设。
The construction of communication lines shall consider the safety, reliability, and economic rationality of the lines, and try to avoid affecting existing buildings and facilities. Where new communication lines are to be constructed in cities, towns, county towns, and industrial and mining areas, they shall be incorporated into the comprehensive planning of urban pipelines, and shall be constructed simultaneously with roads and other pipeline networks as much as possible.
设置电杆和埋设电缆应尽量节约用地，少占或不占农田，所需要的土地无偿使用。
The installation of poles and the burying of cables shall save land as much as possible, occupy less or no farmland, and the required land shall be used free of charge.
在通信线路施工和检修时应爱护农作物和林木；在施工中损坏青苗、林木，应按规定赔偿。
During the construction and maintenance of communication lines, crops and trees shall be protected; if seedlings or trees are damaged during construction, compensation shall be paid in accordance with regulations.
通信线路一般不得迁改。其他单位遇有特殊情况必须迁改通信线路时，应先经通信部门同意，迁改工程所需费用和材料由提出迁改的单位负责。
Communication lines shall generally not be relocated or altered. If other units have special circumstances that require the relocation or alteration of communication lines, they shall first obtain the consent of the communication department, and the costs and materials required for the relocation or alteration project shall be borne by the unit proposing the relocation or alteration.
任何单位和个人，违反本规定，造成损坏线路、阻断通信的，应责令其承担修复线路的费用并赔偿阻断通信所造成的经济损失，直至依法追究刑事责任。
Any unit or individual that violates these regulations, causing damage to lines or interruption of communication, shall be ordered to bear the cost of repairing the lines and compensate for the economic losses caused by the interruption of communication, and may even be investigated for criminal liability according to law.
违反本规定，虽未损坏通信线路，但已危及通信线路安全的，通信部门应进行劝阻或制止；必要时，公安机关应配合通信部门进行劝阻或制止。
If a violation of these regulations does not damage communication lines but endangers the safety of communication lines, the communication department shall dissuade or stop the violation; if necessary, the public security organ shall cooperate with the communication department to dissuade or stop the violation.
通信工作人员玩忽职守，使设备造成损坏、阻断通信的，应视情节轻重严肃处理。
If communication staff neglect their duties, causing damage to equipment or interruption of communication, they shall be dealt with seriously according to the severity of the circumstances.
对保护通信线路、阻止损坏事故、协助侦破案件、抓获犯罪分子、追回被盗通信器材和协助抢修通信线路成绩显著的单位、集体和个人，由通信部门给予表彰或奖励。
Units, collectives, and individuals that have made outstanding achievements in protecting communication lines, preventing damage accidents, assisting in solving cases, capturing criminals, recovering stolen communication equipment, and assisting in emergency repair of communication lines shall be commended or rewarded by the communication department.
本规定自发布之日起施行。以前有关规定如与本规定有抵触，以本规定为准。
These regulations shall come into force on the date of promulgation. If any previous regulations conflict with these regulations, these regulations shall prevail.
