凡使用人力、风力、拖力的非机动船,在海上从事运输、捕鱼或者其他工作,都应当遵守本规则。

All non-motorized vessels using manpower, wind power, or towing power, engaged in transport, fishing, or other work at sea, shall comply with these Rules.

非机动船在夜间航行、锚泊的时候,应当在容易被看见的地方,悬挂明亮的白光环照灯一盏。如果因为天气恶劣或者受设备的限制,不能固定悬挂白光环照灯,必须将灯点好放在手边,以备应用;在与他船接近的时候,应当及早显示灯光或者手电筒的白色闪光或者火光,以防碰撞。

TranslationArticle 2

When a non-motorized vessel is navigating or at anchor at night, it shall display a bright white all-round light in a conspicuous place. If due to bad weather or equipment limitations it cannot be fixed, the light must be lit and kept at hand for use; when approaching another vessel, it shall show a white flash from a light or flashlight, or a fire light, as early as possible to prevent collision.

非机动船已经设置红绿舷灯、尾灯或者使用合色灯的,仍应继续使用。

Translation

Non-motorized vessels that have already installed red and green sidelights, a stern light, or use a combined lantern shall continue to use them.

非机动渔船,在白昼捕鱼的时候,应当在容易被看见的地方,悬挂竹篮一只,当发现他船驶近的时候,应当用适当信号指示渔具延伸方向;使用流网的渔船,还要在流网延伸末端的浮子上,系小红旗一面;在夜间捕鱼的时候,应当在容易被看见的地方,悬挂明亮的白光环照灯一盏,当发现他船驶近的时候,向渔具延伸方向,显示另一白光。

TranslationArticle 3

When a non-motorized fishing vessel is fishing during the day, it shall display a bamboo basket in a conspicuous place; when it detects another vessel approaching, it shall give an appropriate signal to indicate the direction of the fishing gear extension; a vessel using drift nets shall also tie a small red flag to the float at the end of the drift net extension. When fishing at night, it shall display a bright white all-round light in a conspicuous place; when it detects another vessel approaching, it shall show another white light in the direction of the fishing gear extension.

非机动船在有雾、下雪、暴风雨或者其他任何视线不清楚的情况下,不论白昼或者夜间,都应当执行下列规定:

When there is fog, snow, rainstorm, or any other condition of poor visibility, whether by day or night, a non-motorized vessel shall comply with the following provisions:

(1)在航行的时候,应当每隔约1分钟,连续发放雾号响声(如敲锣、敲梆、敲煤油桶、吹螺、吹雾角、吹喇叭等)约五秒钟;

(1) When underway, it shall sound a fog signal (such as beating a gong, beating a wooden fish, beating a kerosene drum, blowing a conch, blowing a fog horn, blowing a trumpet, etc.) continuously for about five seconds at intervals of about one minute;

两艘帆船相互驶近,如有碰撞的危险,应当依照下列规定避让:

(1)顺风船应当避让逆风打抢、掉抢的船;
