非机动船舶海上安全航行暂行规则
Interim Rules for Safe Navigation of Non-Motorized Vessels at Sea

凡使用人力、风力、拖力的非机动船，在海上从事运输、捕鱼或者其他工作，都应当遵守本规则。
All non-motorized vessels using manpower, wind power, or towing power, engaged in transport, fishing, or other work at sea, shall comply with these Rules.
在港区内航行的时候，应当遵守各该港港章的规定。
When navigating within a harbor area, they shall comply with the regulations of that harbor.
非机动船在夜间航行、锚泊的时候，应当在容易被看见的地方，悬挂明亮的白光环照灯一盏。如果因为天气恶劣或者受设备的限制，不能固定悬挂白光环照灯，必须将灯点好放在手边，以备应用；在与他船接近的时候，应当及早显示灯光或者手电筒的白色闪光或者火光，以防碰撞。
When a non-motorized vessel is navigating or at anchor at night, it shall display a bright white all-round light in a conspicuous place. If due to bad weather or equipment limitations it cannot be fixed, the light must be lit and kept at hand for use; when approaching another vessel, it shall show a white flash from a light or flashlight, or a fire light, as early as possible to prevent collision.
非机动船已经设置红绿舷灯、尾灯或者使用合色灯的，仍应继续使用。
Non-motorized vessels that have already installed red and green sidelights, a stern light, or use a combined lantern shall continue to use them.
非机动渔船，在白昼捕鱼的时候，应当在容易被看见的地方，悬挂竹篮一只，当发现他船驶近的时候，应当用适当信号指示渔具延伸方向；使用流网的渔船，还要在流网延伸末端的浮子上，系小红旗一面；在夜间捕鱼的时候，应当在容易被看见的地方，悬挂明亮的白光环照灯一盏，当发现他船驶近的时候，向渔具延伸方向，显示另一白光。
When a non-motorized fishing vessel is fishing during the day, it shall display a bamboo basket in a conspicuous place; when it detects another vessel approaching, it shall give an appropriate signal to indicate the direction of the fishing gear extension; a vessel using drift nets shall also tie a small red flag to the float at the end of the drift net extension. When fishing at night, it shall display a bright white all-round light in a conspicuous place; when it detects another vessel approaching, it shall show another white light in the direction of the fishing gear extension.
非机动船在有雾、下雪、暴风雨或者其他任何视线不清楚的情况下，不论白昼或者夜间，都应当执行下列规定：
When there is fog, snow, rainstorm, or any other condition of poor visibility, whether by day or night, a non-motorized vessel shall comply with the following provisions:
(1)在航行的时候，应当每隔约1分钟，连续发放雾号响声(如敲锣、敲梆、敲煤油桶、吹螺、吹雾角、吹喇叭等)约五秒钟；
(1) When underway, it shall sound a fog signal (such as beating a gong, beating a wooden fish, beating a kerosene drum, blowing a conch, blowing a fog horn, blowing a trumpet, etc.) continuously for about five seconds at intervals of about one minute;
(2)在锚泊的时候，如果听到来船雾号响声，应当有间隔地、急促地发放响声，以引起来船注意，直到驶过为止；
(2) When at anchor, if it hears the fog signal of an approaching vessel, it shall sound intermittent, urgent signals to attract the attention of the approaching vessel until it has passed;
(3)在捕鱼的时候，也应当依照前两项的规定执行。
(3) When fishing, it shall also comply with the provisions of the preceding two paragraphs.
两艘帆船相互驶近，如有碰撞的危险，应当依照下列规定避让：
When two sailing vessels are approaching each other and there is risk of collision, they shall give way in accordance with the following provisions:
(1)顺风船应当避让逆风打抢、掉抢的船；
(1) A vessel running free shall give way to a vessel beating to windward or tacking;
(2)左舷受风打抢的船应当避让右舷受风打抢的船；
(2) A vessel on the port tack shall give way to a vessel on the starboard tack;
(3)两船都是顺风，而在不同的船舷受风的时候左舷受风的船应当避让右舷受风的船；
(3) When both vessels are running free and have the wind on different sides, the vessel which has the wind on the port side shall give way to the vessel which has the wind on the starboard side;
(4)两船都是顺风，而在同一船舷受风的时候，上风船应当避让下风船；
(4) When both vessels are running free and have the wind on the same side, the windward vessel shall give way to the leeward vessel;
(5)船尾受风的船应当避让其它船舷受风的船。
(5) A vessel with the wind aft shall give way to a vessel with the wind on any other side.
在航行中的非机动船，应当避让用网、曳绳钓或者拖网进行捕鱼作业的非机动渔船。
A non-motorized vessel underway shall give way to a non-motorized fishing vessel engaged in fishing with nets, trolling lines, or trawls.
非机动船应当避让下列的机动船：
A non-motorized vessel shall give way to the following motorized vessels:
(1)从事起捞、安放海底电线或者航行标志的机动船；
(1) A motorized vessel engaged in laying or recovering submarine cables or navigation marks;
(2)从事测量或者水下工作的机动船；
(2) A motorized vessel engaged in surveying or underwater operations;
(3)操纵失灵的机动船；
(3) A motorized vessel not under command;
(4)用拖网捕鱼的机动船；
(4) A motorized vessel fishing with trawls;
(5)被追越的机动船。
(5) A motorized vessel being overtaken.
非机动船与机动船相互驶近，如有碰撞危险，机动船应当避让非机动船。
When a non-motorized vessel and a motorized vessel approach each other and there is a risk of collision, the motorized vessel shall give way to the non-motorized vessel.
非机动船在海上遇难，需要他船或者岸上援救的时候，应当显示下列信号：
When a non-motorized vessel is in distress at sea and requires assistance from other vessels or from shore, it shall display the following signals:
(1)用任何雾号器具连续不断发放响声；
(1) Continuously emit sound by any fog-signaling apparatus;
(2)连续不断燃放火光；
(2) Continuously burn and display a flame;
(3)将衣服张开，挂上桅顶。
(3) Spread a garment and hang it on the masthead.
本规则经国务院批准后，由交通部、水产部联合发布施行。
These Rules, upon approval by the State Council, shall be jointly issued and implemented by the Ministry of Communications and the Ministry of Fisheries.
