一、为了使统计报表制度适应社会主义现代化建设的需要，而又不致过多地加重基层单位的负担，防止滥发统计报表，根据国务院关于统计报表要由各级统计部门统一管理的指示，特制订本暂行规定。
I. In order to adapt the statistical report system to the needs of socialist modernization without excessively increasing the burden on grassroots units and to prevent the indiscriminate issuance of statistical report forms, these Interim Provisions are formulated in accordance with the State Council's directive that statistical report forms shall be uniformly managed by statistical departments at all levels.
二、统计报表，不论是定期性的(包括进度统计)或一次性的(包括类似统计报表的调查提纲)，都必须由各级统计部门统一管理，分级负责，严格控制。
II. Statistical report forms, whether periodic (including progress statistics) or one-time (including survey outlines similar to statistical report forms), must be uniformly managed by statistical departments at all levels, with graded responsibility and strict control.
三、制发统计报表必须兼顾需要与可能。调查方案的选择，要注意以尽可能少的人力、物力、财力，取得尽可能好的调查效果。凡为社会主义现代化建设所必需，而基层单位和统计部门又确能执行的，方可制发。所制发的报表必须作到：
III. The formulation and issuance of statistical report forms must balance necessity and feasibility. In selecting survey methods, attention shall be paid to achieving the best possible survey results with the least possible manpower, material resources, and financial resources. Only those forms that are essential for socialist modernization and that grassroots units and statistical departments can actually implement may be formulated and issued. The forms issued must meet the following requirements:
(1)简明扼要，不烦琐，防止重复、矛盾。
(1) Be concise and not cumbersome, avoiding duplication and contradiction.
(2)采取多种调查方法反映情况。凡一次性调查能够解决问题的，就不要搞定期报表；凡抽样调查、重点调查、典型调查能够解决问题的，就不要搞全面统计报表。
(2) Adopt multiple survey methods to reflect the situation. If a one-time survey can solve the problem, do not conduct periodic reporting; if sampling surveys, key-point surveys, or typical surveys can solve the problem, do not conduct comprehensive statistical reporting.
(3)精简报告次数。凡月报可以满足需要的，就不要搞旬、日报表；凡年报可以满足需要的，就不要搞月、季报表；凡可三、五年统计一次的，就不要搞年报。
(3) Reduce the frequency of reporting. If monthly reports can meet the needs, do not conduct ten-day or daily reports; if annual reports can meet the needs, do not conduct monthly or quarterly reports; if statistics can be compiled every three to five years, do not conduct annual reports.
(4)充分发挥现有统计资料的作用。凡可以从有关部门搜集到资料的，或者可用现有资料加工整理的，就不要再向基层单位制发统计报表。
(4) Fully utilize existing statistical data. If data can be collected from relevant departments or processed from existing data, do not issue statistical report forms to grassroots units.
(5)要有详细的调查方案，明确规定调查目的、调查方法、统计范围、分类目录、指标解释、计算方法、编报单位、完成期限、受表机关等，以利填报。
(5) Have a detailed survey plan that clearly defines the survey purpose, survey method, statistical scope, classification catalog, indicator explanations, calculation methods, reporting units, completion deadlines, and receiving authorities to facilitate filling.
(6)要事先经过调查和必要的试点，防止脱离实际，并在实践中不断改进。
(6) Conduct preliminary investigation and necessary pilot tests in advance to avoid being divorced from reality, and continuously improve in practice.
四、统计报表的制发权限及审批程序：
IV. Authority to formulate and issue statistical report forms and approval procedures:
(1)全国性的社会经济情况基本统计报表(包括基层表和综合表)，由国家统计局制订，并统一下达，或者由国家统计局与有关业务部门联合制订下达。重要的统计报表，应报请国务院批准下达。发往农村人民公社、生产大队和生产队的报表，尤应严格控制。凡国家统计局已经统一下达或与有关业务部门联合下达的报表和指标，各级业务部门都不得重复制发；因特殊需要必须补充某些报表或指标时，须经同级政府统计部门核准。
(1) National basic statistical report forms on social and economic conditions (including grassroots tables and comprehensive tables) shall be formulated by the National Bureau of Statistics and uniformly issued, or jointly formulated and issued by the National Bureau of Statistics and relevant business departments. Important statistical report forms shall be submitted to the State Council for approval before issuance. Report forms sent to rural people's communes, production brigades, and production teams shall be strictly controlled. Where the National Bureau of Statistics has already uniformly issued or jointly issued report forms and indicators with relevant business departments, business departments at all levels shall not duplicate them; if special needs require supplementary report forms or indicators, approval from the government statistical department at the same level is required.
(2)国务院各业务部门制订的专业统计报表，是对国家统计局制订的社会经济情况基本统计报表的必要补充，必须由各该部门的综合统计机构统一组织、统一审查、统一管理，坚决改变一个部门内各职能机构自行制发统计报表的现象。发到本部门直属和本系统管辖的企业、事业单位的统计报表，由本部门负责人批准下达，并送国家统计局备案；发到非本系统所管辖的企业、事业单位的统计报表，由主办部门负责人签署，送国家统计局核批。
(2) Specialized statistical report forms formulated by business departments under the State Council are necessary supplements to the national basic statistical report forms on social and economic conditions formulated by the National Bureau of Statistics. They must be uniformly organized, reviewed, and managed by the comprehensive statistical unit of each department, and the phenomenon of individual functional units within a department issuing statistical report forms on their own must be resolutely changed. Statistical report forms sent to enterprises and institutions directly under the department or under the department's system shall be approved by the department head and issued, with a copy sent to the National Bureau of Statistics for record; statistical report forms sent to enterprises and institutions not under the department's system shall be signed by the head of the sponsoring department and submitted to the National Bureau of Statistics for approval.
(3)省、市、自治区统计局制订的地区性的统计报表，应报国家统计局备案。重要的统计报表，应报请省、市、自治区人民政府批准下达。
(3) Regional statistical report forms formulated by the statistical bureaus of provinces, autonomous regions, and municipalities directly under the central government shall be submitted to the National Bureau of Statistics for record. Important statistical report forms shall be submitted to the people's government of the province, autonomous region, or municipality directly under the central government for approval before issuance.
(4)省、市、自治区各业务部门制订的专业统计报表，必须由各该部门的综合统计机构统一组织、统一审查、统一管理。发到本部门直属和本系统管辖的企业、事业单位的统计报表，由本部门负责人批准下达，并送省、市、自治区统计局备案；发到非本系统所管辖的企业、事业单位的统计报表，由主办部门负责人签署，送省、市、自治区统计局核批。
(4) Specialized statistical report forms formulated by business departments of provinces, autonomous regions, and municipalities directly under the central government must be uniformly organized, reviewed, and managed by the comprehensive statistical unit of each department. Statistical report forms sent to enterprises and institutions directly under the department or under the department's system shall be approved by the department head and issued, with a copy sent to the statistical bureau of the province, autonomous region, or municipality directly under the central government for record; statistical report forms sent to enterprises and institutions not under the department's system shall be signed by the head of the sponsoring department and submitted to the statistical bureau of the province, autonomous region, or municipality directly under the central government for approval.
(5)专、市、县统计部门与业务部门制订和审批统计报表的程序，由省、市、自治区统计局根据各该地区的具体情况拟订，报省、市、自治区人民政府批准下达，并送国家统计局备案。
(5) The procedures for formulating and approving statistical report forms by statistical departments and business departments at the prefecture, city, and county levels shall be formulated by the statistical bureau of the province, autonomous region, or municipality directly under the central government based on the specific circumstances of the region, submitted to the people's government of the province, autonomous region, or municipality directly under the central government for approval and issuance, and sent to the National Bureau of Statistics for record.
(6)国务院各部门和省、市、自治区领导机关设立的中心工作办公室、各种临时办公室，一般不要直接发统计报表，工作上必需的统计资料，可向有关部门搜集整理。如果确实需要制发少数统计报表，应按上述规定报经同级政府统计部门进行审批。
(6) Central work offices and various temporary offices established by departments of the State Council and leading organs of provinces, autonomous regions, and municipalities directly under the central government shall generally not directly issue statistical report forms. Statistical data necessary for work may be collected and compiled from relevant departments. If it is truly necessary to issue a small number of statistical report forms, approval shall be obtained from the government statistical department at the same level in accordance with the above provisions.
(7)人民团体、科研机关制发统计报表的审批程序，亦按上述规定办理。
(7) The approval procedures for statistical report forms issued by people's organizations and scientific research institutions shall also be handled in accordance with the above provisions.
五、各级业务部门制发的专业统计报表，其报表内容、指标解释、计算方法、完成期限等，不得与各级政府统计部门制发的有关统计报表相矛盾，并应避免重复。
V. The content, indicator explanations, calculation methods, and completion deadlines of specialized statistical report forms issued by business departments at all levels shall not contradict the relevant statistical report forms issued by government statistical departments at all levels, and duplication shall be avoided.
国家统计局制订的或者与有关业务部门联合制订的全国性的社会经济情况基本统计报表所规定的统计概念、范围、方法、分类、表式、编号等，各地政府统计部门和各业务部门不得擅自修改变动，以利于全国统一实施。如确需作某些增减变动时，应经国家统计局核准。
The statistical concepts, scope, methods, classifications, table formats, and numbering prescribed by the national basic statistical report forms on social and economic conditions formulated by the National Bureau of Statistics or jointly formulated with relevant business departments shall not be modified or altered without authorization by local government statistical departments and business departments, in order to facilitate unified implementation nationwide. If certain additions, deletions, or changes are truly necessary, approval from the National Bureau of Statistics shall be obtained.
六、经批准或备案的统计报表，必须在报表的右上角标明制表机关、批准机关或者备案机关以及批准文号，以便进行管理和监督。
VI. For approved or filed statistical report forms, the form-filing authority, approving authority or filing authority, and approval document number must be clearly indicated in the upper right corner of the form to facilitate management and supervision.
七、各级政府统计部门审批报表，必须认真负责，严格掌握。对送批和报请备案的统计报表，如有不符合本规定第三条至第六条的，各级政府统计部门有权通知制表机关修改或者废止。
VII. Government statistical departments at all levels shall be conscientious and strict in approving report forms. If any statistical report form submitted for approval or filing does not comply with Articles III to VI of these Provisions, the government statistical department has the right to notify the form-filing authority to modify or abolish it.
八、凡经批准下达的统计报表，有关单位都应认真按照各项规定填报。如有意见，可向制表机关反映，但在未修改变动前，仍应按原规定执行。
VIII. For statistical report forms that have been approved and issued, the relevant units shall fill them out conscientiously in accordance with the provisions. If there are opinions, they may be reported to the form-filing authority, but until modifications are made, the original provisions shall still be followed.
凡未按本规定审批和备案，未在报表右上角标明制表机关、批准机关或者备案机关以及批准文号的统计报表，填报单位可拒绝填报，并予揭发检举。
For statistical report forms that have not been approved or filed in accordance with these Provisions, and that do not indicate the form-filing authority, approving authority or filing authority, and approval document number in the upper right corner, the reporting unit may refuse to fill them out and may expose and report them.
各级领导机关和政府统计部门，对于违反本规定滥发报表的单位，必须认真检查，严肃处理，并制止未经批准的报表的继续执行。
Leading organs at all levels and government statistical departments must seriously investigate and strictly handle units that violate these Provisions by indiscriminately issuing report forms, and must stop the continued implementation of unapproved report forms.
凡滥发统计报表给基层造成损失的，各级政府统计部门应根据情节轻重，给予通报批评，追究责任。
Where any indiscriminate issuance of statistical report forms causes losses to grassroots units, the government statistical departments at all levels shall, depending on the severity of the circumstances, give a notice of criticism and investigate responsibility.
九、各级政府统计部门和业务部门应定期检查和清理统计报表，凡是已经过时的和不适用的统计报表、指标等，都应该及时废止或者修订。每年检查和清理完毕，应将清理结果报告上一级政府统计部门和同级人民政府。
9. Government statistical departments and business departments at all levels shall regularly inspect and clean up statistical report forms. Any report forms or indicators that are outdated or unsuitable shall be promptly abolished or revised. After the annual inspection and cleanup, the results shall be reported to the government statistical department at the next higher level and the people's government at the same level.
十、国务院各业务部门和各省、市、自治区统计局应根据本规定的原则，拟订实施细则，报国家统计局备案。
10. The business departments of the State Council and the statistical bureaus of provinces, municipalities, and autonomous regions shall, in accordance with the principles of these Provisions, formulate implementation rules and report them to the National Bureau of Statistics for record.

统计报表是了解国民经济情况的一个重要手段。但是，现在统计报表多、乱的情况是比较严重的，如不及时加以制止，势必泛滥成灾，这一点必须引起各级领导机关的密切注意。报表繁多，不仅使基层单位负担过重，造成人力、物力、财力的浪费，而且容易助长官僚主义作风。
Statistical report forms are an important means of understanding the national economic situation. However, the current situation of excessive and chaotic statistical report forms is quite serious. If not promptly stopped, it will inevitably become a disaster. This must draw close attention from leading organs at all levels. Excessive report forms not only overburden grassroots units, causing waste of human, material, and financial resources, but also easily foster bureaucracy.
为了克服报表多、乱，减轻基层负担，保证党和国家必需的统计资料准确及时地上报，对于那些重复、烦琐、互相矛盾，或者不符合新的情况和新的经济管理体制需要的报表和指标，必须认真加以精简。任何统计调查都要注意用尽可能少的人力、物力、财力，取得尽可能好的调查效果。为此，国务院重申：统计报表要由各级统计部门统一管理，严禁滥发报表，并责成国家统计局负责全国统计报表的管理工作，各地统计部门和各级业务主管部门的统计机构也要把本地区、本部门的统计报表切实管起来。
In order to overcome the excess and chaos of report forms, reduce the burden on grassroots units, and ensure the accurate and timely reporting of statistical data necessary for the Party and the state, those report forms and indicators that are repetitive, cumbersome, contradictory, or no longer suitable for the new situation and new economic management system must be seriously streamlined. Any statistical survey should aim to achieve the best possible survey results with as little human, material, and financial resources as possible. To this end, the State Council reiterates: statistical report forms shall be uniformly managed by statistical departments at all levels; indiscriminate issuance of report forms is strictly prohibited; and the National Bureau of Statistics is charged with the management of national statistical report forms. At present, the statistical departments are weak in strength, which is not commensurate with the tasks they undertake. 多年来，由于林彪、“四人帮”的干扰，统计工作受到严重削弱，一些合理的规章制度遭到破坏，因而统计报表多、乱的情况，至今在不少地区和部门仍然存在，最近又有发展之势，主要表现在：
Over the years, due to the interference of Lin Biao and the 'Gang of Four', statistical work has been severely weakened, and some reasonable rules and regulations have been destroyed. As a result, the situation of excessive and chaotic statistical report forms still exists in many regions and departments, and has recently shown a tendency to develop further. This is mainly manifested in:
（一）发往基层的统计表格越来越多，指标越来越细，加重了基层负担。一九七九年统计报表，除了国家统计局制发的一百六十七种以外，国务院六十四个部门下达的统计报表达二千六百三十三种。这些表格发到各地后，层层加码，因此发到基层特别是农村人民公社的报表更多更繁。据河北省调查，有的县向农村发的报表多达一百三十余种，五千多个项目。辽宁省有的地方发往人民公社的各种报表二百零四种，四千九百多个项目，其中经国家统计局和各级政府统计部门批准的只占百分之十五，其余百分之八十五都是各部门自行制发的。
(1) The number of statistical forms sent to grassroots units is increasing, with more detailed indicators, adding to the burden on grassroots units. In 1979, in addition to the 167 types of statistical report forms issued by the National Bureau of Statistics, 64 departments under the State Council issued 2,633 types of statistical report forms. After these forms were distributed to various localities, additional requirements were added at each level, resulting in even more and more complicated forms reaching grassroots units, especially rural people's communes. According to a survey in Hebei Province, some counties issued over 130 types of report forms to villages, with more than 5,000 items. In some places in Liaoning Province, 204 types of report forms with 4,900 items were issued to people's communes, of which only 15% were approved by the National Bureau of Statistics or government statistical departments at various levels, while the remaining 85% were formulated and issued by various departments themselves.
（二）各部门制发报表，自成体系，各搞一套，致使统计报表指标相互重复矛盾。例如许多工业企业要同时填报两、三套大同小异的经济技术指标月报，一套是政府统计部门发的，另一套是国务院有关工业部门发的，还有一套是根据本地要求另搞的。同样，农村人民公社也要填两套大同小异的农业统计年报，一套是政府统计部门发的，另一套是农、林、水有关业务主管部门发的。这些大同小异的报表，指标重复，计算方法和口径不尽统一，报送期限前后不一，严重增加了基层工作量。
(2) Various departments formulate report forms independently, each with its own system, leading to duplication and contradiction among statistical report form indicators. For example, many industrial enterprises have to fill in two or three sets of monthly economic and technical indicator reports that are largely similar: one set issued by government statistical departments, another set issued by relevant industrial departments under the State Council, and yet another set based on local requirements. Similarly, rural people's communes have to fill in two sets of largely similar annual agricultural statistical reports: one set issued by government statistical departments, and another set issued by relevant agricultural, forestry, and water conservancy authorities. These largely similar report forms have duplicate indicators, inconsistent calculation methods and scopes, and varying submission deadlines, seriously increasing the workload at the grassroots level.
（三）有些单位用电话向下边要数字很多，不仅次数频繁，而且急如星火。如有的县用电话向社、队要早稻的生产进度数字，从备耕、栽插到收获，就达九十多次，平均一、两天就要报一次。有的县在大部分农作物尚未抽穗的情况下，就要求下边预计产量。群众很有意见，批评这种做法是：“禾未插到田，进度报在前，禾穗未长成，估产就先行！”
(3) Some units frequently request figures by telephone, not only with high frequency but also with great urgency. For example, some counties used telephone calls to request progress figures on early rice from communes and production teams, reaching over 90 times from land preparation, transplanting to harvest, averaging one or two reports per day. Some counties required production estimates before most crops had even headed. The masses expressed strong dissatisfaction, criticizing this practice as: 'Before the rice seedlings are planted, progress reports are already submitted; before the ears of grain have grown, yield estimates are already made!'
（四）有些报表的指标十分烦琐，脱离实际。有的公社向生产大队布置了“灭鼠情况调查表”，要求上报：发给耗子药多少，有耗子洞多少，药死耗子多少等等，根本无法填报。
(4) Some report form indicators are extremely cumbersome and divorced from reality. Some communes issued a 'Rodent Control Survey Form' to production brigades, requiring reporting on: how much rodenticide was distributed, how many rodent holes existed, how many rodents were killed, etc., which were impossible to fill out.
统计报表多、乱，造成了大量人力、物力、财力的浪费，妨碍正常的统计工作开展，影响党和国家必需的统计资料的准确和及时提供，并带来数出多门的恶果。
The excessive and chaotic statistical report forms have caused a great waste of human, material, and financial resources, hindered the normal development of statistical work, affected the accuracy and timely provision of statistical data needed by the Party and the state, and led to the undesirable consequence of multiple sources of data.
造成统计报表多、乱的原因，主要是林彪、“四人帮”的严重干扰，统一管理和统计报表的规章制度受到破坏，统计机构大大削弱，管理报表人员被撤减。同时，有些机关习惯于靠发报表来了解情况，不认真研究所发的报表是否切合实际，也是造成报表多、乱的一个重要原因。
The main reasons for the excessive and chaotic statistical report forms are the serious interference of Lin Biao and the 'Gang of Four', the destruction of unified management and the rules and regulations for statistical report forms, the significant weakening of statistical institutions, and the reduction of personnel managing report forms. At the same time, some organs are accustomed to understanding situations by issuing report forms without carefully studying whether the forms they issue are practical, which is also an important reason for the excessive and chaotic report forms.
为了加强统计报表的管理，有效地克服报表多、乱，减轻基层负担，经我局与各省、市、自治区统计局和国务院各部门协商，拟订了《关于统计报表管理的暂行规定》，拟请各省、市、自治区和国务院各部门，在今冬和明年内，根据“暂行规定”的要求，对现行的统计报表制度进行清理整顿，坚决废除一切不必要的重复、烦琐的，或者与新的情况和新的经济管理体制不适应的统计报表和指标。国家统计局对下达的报表，也要听取各方意见，总结实践的经验，进行清理和整顿。各地区、各部门清理的结果，请函告国家统计局，以便汇总上报国务院。今后每年都要对统计报表进行一次检查和清理。各地区、各部门要继续贯彻执行国务院《关于加强统计工作充实统计机构的决定》，充实统计人员，包括配备统计报表管理人员，改变目前许多地区统计部门力量薄弱、无人管理报表的不正常状态。
In order to strengthen the management of statistical report forms, effectively overcome the excessive and chaotic situation, and reduce the burden on grassroots units, our Bureau, after consultation with the statistical bureaus of provinces, autonomous regions, and municipalities directly under the central government and various departments under the State Council, has formulated the 'Interim Provisions on the Management of Statistical Report Forms'. It is proposed that provinces, autonomous regions, municipalities directly under the central government, and departments under the State Council, during this winter and next year, in accordance with the requirements of the 'Interim Provisions', conduct a cleanup and rectification of the current statistical report form system, and resolutely abolish all unnecessary, repetitive, cumbersome, or statistical report forms and indicators that are incompatible with new situations and the new economic management system. The National Bureau of Statistics should also listen to opinions from all sides, summarize practical experience, and conduct cleanup and rectification of the report forms it issues. The results of the cleanup by various regions and departments should be reported to the National Bureau of Statistics for summary and submission to the State Council. In the future, an inspection and cleanup of statistical report forms should be conducted annually. All regions and departments should continue to implement the State Council's 'Decision on Strengthening Statistical Work and Enriching Statistical Institutions', strengthen statistical personnel, including the allocation of personnel for managing statistical report forms, and change the current abnormal situation in many areas where statistical departments are weak and lack personnel to manage report forms.
