Interim Provisions on the Management and Use of Welfare Funds for State Organ Staff

为了适当地解决国家机关工作人员(以下简称工作人员)的生活困难，特作以下的规定：
In order to appropriately address the living difficulties of state organ staff (hereinafter referred to as staff), the following provisions are hereby made:
一、工作人员的福利费标准，根据各级机关工作人员工资水平和城乡生活水平的不同情况，另作具体规定。
1. The standard of welfare funds for staff shall be separately specified based on the different wage levels of staff at various levels of organs and the different urban and rural living standards.
二、中央机关工作人员的福利费，经过国务院人事局作必要的调剂以后，由各机关的人事工作部门掌管使用；地方机关工作人员的福利费，经过各省、自治区、直辖市人民委员会的人事局(处)在本省、区、市辖区内作必要的调剂以后，由县级以上各级的人事工作部门统一掌管使用。
2. The welfare funds for staff of central organs shall be managed and used by the personnel departments of each organ after necessary adjustments by the Personnel Bureau of the State Council; the welfare funds for staff of local organs shall be managed and used uniformly by the personnel departments at or above the county level after necessary adjustments by the Personnel Bureau (Department) of the people's committee of each province, autonomous region, or municipality directly under the central government within its jurisdiction.
工作人员福利费年终结余，一律不再上缴，但不能挪作别用。
The year-end balance of staff welfare funds shall not be remitted to higher authorities, but shall not be diverted to other uses.
三、福利费的使用范围，包括：
3. The scope of use of welfare funds includes:
(一)解决工作人员的家属生活费困难；
(1) Solving difficulties in the living expenses of staff members' family members;
(二)解决工作人员的家属患病医药费困难；
(2) Solve difficulties in medical expenses for the staff member's family members;
(三)解决工作人员的家属死亡埋葬费困难；
(3) Solve difficulties in burial expenses for the staff member's family members;
(四)解决工作人员的其他特殊困难；
(4) Solve other special difficulties of the staff member;
(五)补助集体福利事业费用。
(5) Subsidize collective welfare undertakings.
四、工作人员的工资收入和其他经济收入，负担本人生活费(职务不同，生活费用应有所区别)和他(她)们家属生活费(一般根据家属居住地的人民生活水平确定)有困难的，或者因家属治病医药费、家属死亡埋葬费有困难的，以及有其他特殊困难的，都应该根据“困难大的多补助，困难小的少补助”的原则，酌予定期或者临时补助。
4. If a staff member's salary and other economic income are insufficient to cover their own living expenses (which should vary according to position) and the living expenses of their family members (generally determined based on the living standards of the family's place of residence), or if there are difficulties in paying for family medical expenses or burial expenses, or other special difficulties, periodic or temporary subsidies shall be granted in accordance with the principle of 'more subsidy for greater difficulty, less subsidy for lesser difficulty.'
福利费解决了工作人员各项困难，还有结余的时候，对集体福利所需费用，可以适当地给予补助。
When welfare funds have resolved various difficulties of the staff and there is a surplus, appropriate subsidies may be given to cover the costs of collective welfare undertakings.
五、工作人员的各项困难补助，由本人申请，经过本机关福利组织评议以后，商请本机关人事工作部门确定。
5. Applications for various hardship subsidies for staff members shall be submitted by the individual, evaluated by the welfare organization of the organ, and then determined in consultation with the personnel department of the organ.
六、各省、自治区、直辖市人民委员会可以根据本规定的精神，结合当地具体情况作具体的规定。
6. The people's committees of provinces, autonomous regions, and municipalities directly under the central government may formulate specific provisions based on the spirit of these Provisions and in light of local conditions.
七、本规定自一九五七年六月一日起实行。原中央人民政府政务院于一九五四年三月所发《关于各级人民政府工作人员福利费掌管使用办法的通知》和本院一九五四年十二月所发《关于各级人民政府工作人员福利费掌管使用问题的补充通知》都同时废止。
7. These Provisions shall come into effect on June 1, 1957. The 'Notice on Measures for the Management and Use of Welfare Funds for Staff of People's Governments at All Levels' issued by the Government Administration Council of the Central People's Government in March 1954 and the 'Supplementary Notice on Issues Concerning the Management and Use of Welfare Funds for Staff of People's Governments at All Levels' issued by this Council in December 1954 shall be simultaneously abolished.
