"Medical examination on the spot" means that a person, within a period specified by the health and quarantine authorities, goes to the nearest health and quarantine authority or other medical and health institution to receive medical examination and testing; or the health and quarantine authority or other medical and health institution goes to the person's place of residence to conduct medical examination and testing.

The scope of work of health quarantine authorities at border ports includes foreign-related hotels, restaurants, and clubs serving border ports, units providing food and services to inbound and outbound means of transport, and places where quarantine, monitoring, and health supervision are carried out for inbound and outbound persons, means of transport, containers, and goods.

入境、出境的人员、交通工具和集装箱,以及可能传播检疫传染病的行李、货物、邮包等,均应当按照本细则的规定接受检疫,经卫生检疫机关许可,方准入境或者出境。

TranslationArticle 4

Inbound and outbound persons, means of transport, and containers, as well as luggage, goods, postal parcels, etc., that may spread quarantine infectious diseases, shall undergo quarantine in accordance with the provisions of these Rules, and may only enter or leave the country with the permission of the health quarantine authority.

卫生检疫机关发现染疫人时,应当立即将其隔离,防止任何人遭受感染,并按照本细则第八章的规定处理。

TranslationArticle 5

When a health quarantine authority discovers a person with a quarantinable infectious disease, it shall immediately isolate that person to prevent anyone from being infected, and handle the matter in accordance with the provisions of Chapter VIII of these Rules.

卫生检疫机关发现染疫嫌疑人时,应当按照本细则第八章的规定处理。但对第八章规定以外的其他病种染疫嫌疑人,可以从该人员离开感染环境的时候算起,实施不超过该传染病最长潜伏期的就地诊验或者留验以及其他的卫生处理。

Translation

When a health quarantine authority discovers a person suspected of having a quarantinable infectious disease, it shall handle the matter in accordance with the provisions of Chapter VIII of these Rules. However, for persons suspected of having infectious diseases other than those specified in Chapter VIII, the authority may, from the time the person leaves the infected environment, implement on-site medical examination or observation for further symptoms for a period not exceeding the longest incubation period of the infectious disease, as well as other sanitary treatments.

卫生检疫机关应当阻止染疫人、染疫嫌疑人出境,但是对来自国外并且在到达时受就地诊验的人,本人要求出境的,可以准许出境;如果乘交通工具出境,检疫医师应当将这种情况在出境检疫证上签注,同时通知交通工具负责人采取必要的预防措施。

TranslationArticle 6

Health and quarantine authorities shall prevent infected persons and suspected infected persons from leaving the country. However, for persons arriving from abroad who are subject to medical inspection at the place of arrival and who request to leave the country, departure may be permitted. If they depart by means of transport, the quarantine physician shall endorse this on the departure quarantine certificate and simultaneously notify the person in charge of the means of transport to take necessary preventive measures.

For means of transport from domestic epidemic areas, or those that during domestic navigation discover a quarantinable infectious disease, suspected quarantinable infectious disease, or a person who died from causes other than accidental injury with unknown cause of death, the person in charge of the means of transport shall report to the health and quarantine authority at the arriving border port and undergo temporary quarantine.

When a quarantinable infectious disease is prevalent domestically or abroad, the health administrative department of the State Council shall immediately report to the State Council for a decision to adopt some or all of the following quarantine measures:

入境、出境的集装箱、货物、废旧物等物品在到达口岸的时候,承运人、代理人或者货主,必须向卫生检疫机关申报并接受卫生检疫。对来自疫区的、被传染病污染的以及可能传播检疫传染病或者发现与人类健康有关的啮齿动物和病媒昆虫的集装箱、货物、废旧物等物品,应当实施消毒、除鼠、除虫或者其他必要的卫生处理。

TranslationArticle 10

When inbound or outbound containers, goods, waste materials, and other articles arrive at the port, the carrier, agent, or owner must declare to the health and quarantine authority and undergo health quarantine. For containers, goods, waste materials, and other articles from epidemic areas, contaminated by infectious diseases, capable of spreading quarantinable infectious diseases, or found to contain rodents or disease vectors related to human health, disinfection, deratting, disinsection, or other necessary sanitary treatment shall be carried out.

If the owner of containers, goods, waste materials, or other articles requests that health quarantine or sanitary treatment be carried out elsewhere, the health and quarantine authority may provide convenience and handle the matter in accordance with regulations.

入境、出境的微生物、人体组织、生物制品、血液及其制品等特殊物品的携带人、托运人或者邮递人,必须向卫生检疫机关申报并接受卫生检疫,凭卫生检疫机关签发的特殊物品审批单办理通关手续。未经卫生检疫机关许可,不准入境、出境。

TranslationArticle 11

Carriers, consignors, or senders of special items such as microorganisms, human tissues, biological products, blood and its products entering or leaving the country must declare to the health quarantine authority and undergo health quarantine. Customs clearance procedures shall be handled with the special item approval certificate issued by the health quarantine authority. Without permission from the health quarantine authority, entry or exit is prohibited.

TranslationArticle 12

Passengers and employees entering or leaving the country who carry or consign luggage and articles that may spread infectious diseases shall undergo health inspection. The health quarantine authority shall implement health treatment or destruction of various foods, beverages, aquatic products, etc., from epidemic areas or contaminated by infectious diseases, and issue a health treatment certificate.

When the health quarantine authority conducts health inspection and necessary health treatment on postal parcels subject to health quarantine, the postal department shall cooperate. Without permission from the health quarantine authority, the postal department shall not transport or deliver such parcels.

在国境口岸以及停留在国境口岸的交通工具上,发现检疫传染病、疑似检疫传染病,或者有人非因意外伤害而死亡并死因不明时,国境口岸有关单位以及交通工具的负责人,应当立即向卫生检疫机关报告。

When the health quarantine authority discovers a quarantinable infectious disease, a monitored infectious disease, or a suspected quarantinable infectious disease, it shall notify the local health administrative department and health epidemic prevention institution; when a quarantinable infectious disease is discovered, it shall also report to the health administrative department of the State Council by the fastest means.

Entry quarantine of ships must be carried out at the quarantine anchorage of the port or at a designated location approved by the health quarantine agency.

For a vessel subject to entry quarantine, if during navigation a quarantine infectious disease or suspected quarantine infectious disease is discovered, or a person dies from non-accidental causes with unknown cause of death, the captain must immediately report the following matters to the health and quarantine organ at the port of quarantine:

On a ship displaying quarantine signals, no person other than the pilot and persons authorized by the health and quarantine authority may board the ship; no loading or unloading of luggage, cargo, postal parcels, or other articles is permitted; other ships may not approach; persons on board may not leave the ship without permission from the health and quarantine authority, except in case of ship distress; the pilot may not pilot the ship away from the quarantine anchorage.
