为了有利于在全国实行专业技术职务聘任制度，现对国务院一九八三年九月十二日发布的《国务院关于高级专家离休退休若干问题的暂行规定》作如下补充规定：
In order to facilitate the nationwide implementation of the professional technical position appointment system, the following supplementary provisions are hereby made to the "Interim Provisions of the State Council on Several Issues Concerning the Retirement of Senior Experts" issued by the State Council on September 12, 1983:
凡建国前从事专业技术工作，一九八六年已满六十周岁，并于一九八三年九月一日前已获得相当于副教授以上职称的老科学家、老教授、老专家(含建国前在国外工作，建国后回国的)，在他们退休后，仍可保留原已获得的称号，他们的退休费按其原工资额的百分之百发给。对于过去已经办了退休手续、符合上述条件的，也同样对待；领取原工资额的百分之百退休费的时间，自一九八六年二月起计算。
For senior scientists, senior professors, and senior experts (including those who worked abroad before the founding of the People's Republic of China and returned after the founding) who engaged in professional technical work before the founding of the People's Republic of China, reached the age of 60 in 1986, and had obtained a title equivalent to associate professor or above before September 1, 1983, upon their retirement, they may retain their original titles, and their retirement pension shall be paid at 100% of their original salary. For those who have already gone through retirement procedures and meet the above conditions, the same treatment shall apply; the time for receiving 100% of the original salary as retirement pension shall be calculated from February 1986.
这里所说“一九八三年九月一日前已获得相当于副教授以上职称的”，系指《国务院关于高级专家离休退休若干问题的暂行规定》第一条规定的范围，并包括一九八三年九月一日前经过职称评定组织评定了副教授以上职称并已上报到有关部门“待批”或“待授”的人员。
The phrase "had obtained a title equivalent to associate professor or above before September 1, 1983" refers to the scope specified in Article 1 of the "Interim Provisions of the State Council on Several Issues Concerning the Retirement of Senior Experts," and includes those who, before September 1, 1983, had been assessed by a title evaluation organization as having an associate professor or above title and had been reported to the relevant authorities for "pending approval" or "pending conferral."
