为了合理安排职工的工作和休息时间,维护职工的休息权利,调动职工的积极性,促进社会主义现代化建设事业的发展,根据宪法有关规定,制定本规定。

These Provisions are formulated in accordance with the relevant provisions of the Constitution, with a view to rationally arranging the working and rest time of employees, safeguarding their right to rest, mobilizing their enthusiasm, and promoting the development of socialist modernization.

因工作性质或者生产特点的限制,不能实行每日工作8小时、每周工作40小时标准工时制度的,按照国家有关规定,可以实行其他工作和休息办法。

Where, due to the nature of work or production characteristics, it is not possible to implement the standard working hour system of 8 hours per day and 40 hours per week, other working and rest methods may be implemented in accordance with the relevant provisions of the state.

任何单位和个人不得擅自延长职工工作时间。因特殊情况和紧急任务确需延长工作时间的,按照国家有关规定执行。

No unit or individual may extend employees' working hours without authorization. Where extension of working hours is truly necessary due to special circumstances or urgent tasks, the relevant provisions of the state shall be followed.

本规定自1995年5月1日起施行。1995年5月1日施行有困难的企业、事业单位,可以适当延期;但是,事业单位最迟应当自1996年1月1日起施行,企业最迟应当自1997年5月1日起施行。

These Provisions shall come into effect as of May 1, 1995. Enterprises and institutions that have difficulty implementing them on May 1, 1995 may appropriately postpone implementation; however, institutions shall implement them no later than January 1, 1996, and enterprises shall implement them no later than May 1, 1997.
