Specific Measures for the Implementation of the Police Rank System for Officers

中国人民武装警察部队是国家武装力量的组成部分，执行公安保卫任务，实行义务兵与志愿兵相结合的兵役制度，执行人民解放军的条令、条例。为加强中国人民武装警察部队的革命化、现代化、正规化建设，有利于部队的指挥和管理，增强团结，提高战斗力，根据《中国人民解放军军官军衔条例》，结合武警部队的特点，制定本办法。
The Chinese People's Armed Police Force is an integral part of the national armed forces, performing public security and defense tasks, implementing a military service system combining conscription and volunteer service, and executing the regulations and ordinances of the People's Liberation Army. To strengthen the revolutionization, modernization, and regularization of the Chinese People's Armed Police Force, facilitate command and management, enhance unity, and improve combat effectiveness, these Measures are formulated in accordance with the Regulations on the Military Rank System for Officers of the People's Liberation Army and taking into account the characteristics of the Armed Police Force.
一、中国人民武装警察部队警官警衔，是区分警官等级、表明警官身份的称号、标志和国家给予警官的荣誉。
I. The police rank of officers of the Chinese People's Armed Police Force is a title and symbol that distinguishes the level of officers, indicates their identity, and represents the honor conferred by the state.
二、中国人民武装警察部队现役警官警衔等级的设置，比照《中国人民解放军军官军衔条例》第二章第七条的规定执行。
II. The classification of police ranks for active-duty officers of the Chinese People's Armed Police Force shall be implemented by reference to the provisions of Chapter II, Article 7 of the Regulations on the Military Rank System for Officers of the People's Liberation Army.
警官在警衔前冠以“武警”。专业技术警官在警衔前冠以“武警专业技术”。
Officers shall be prefixed with 'Armed Police' before their police rank. Technical professional officers shall be prefixed with 'Armed Police Technical' before their police rank.
三、中国人民武装警察部队现役警官按照职务等级编制警衔：
III. The police ranks of active-duty officers of the Chinese People's Armed Police Force shall be established according to their duty positions:
(一)武警部队司令员、政治委员：中将至少将；
(1) Commander and Political Commissar of the Armed Police Force: Lieutenant General to Major General;
(二)武警部队副司令员、副政治委员：中将至大校；
(2) Deputy Commander and Deputy Political Commissar of the Armed Police Force: Lieutenant General to Senior Colonel;
(三)正军职以下警官职务等级编制警衔，依照《中国人民解放军军官军衔条例》第三章第十一条的规定执行。
(3) The police ranks for officers below the corps level shall be implemented in accordance with the provisions of Chapter III, Article 11 of the Regulations on the Military Rank System for Officers of the People's Liberation Army.
四、下列单位的现役警官，符合中央军事委员会规定的评定授予现役军官军衔范围的，评定授予警衔：
IV. Active-duty officers of the following units who meet the criteria set by the Central Military Commission for evaluating and granting active-duty officer military ranks shall be evaluated and granted police ranks:
(一)中国人民武装警察部队总部、总队、院校；
(1) Headquarters, Corps, and Academies of the Chinese People's Armed Police Force;
(二)武警边防部队、消防部队、警卫部队；
(2) Armed Police Border Defense Forces, Firefighting Forces, and Guard Forces;
(三)武警水电指挥部、黄金指挥部、交通指挥部及所属部队，武装森林警察总队。
(3) Armed Police Hydropower Command, Gold Command, Transportation Command and their subordinate units, and the Armed Forest Police Corps.
五、评定授予现役警官警衔的基本原则和标准按照中央军事委员会的有关规定执行。
V. The basic principles and standards for evaluating and granting active-duty officer police ranks shall be implemented in accordance with the relevant provisions of the Central Military Commission.
六、首次授予现役警官警衔的批准权限：
VI. The approval authority for the initial granting of active-duty officer police ranks:
(一)中将、少将、大校、上校，由国务院总理、中央军事委员会主席批准授予；
(1) Lieutenant General, Major General, Senior Colonel, and Colonel shall be approved and granted by the Premier of the State Council and the Chairman of the Central Military Commission;
(二)中校、少校，由公安部部长、中国人民武装警察部队第一政治委员，司令员、政治委员批准授予；
(2) Lieutenant Colonel and Major shall be approved and granted by the Minister of Public Security, the First Political Commissar of the Chinese People's Armed Police Force, and the Commander and Political Commissar;
(三)上尉、中尉、少尉，由省、自治区、直辖市公安厅(局)长、中国人民武装警察部队总队第一政治委员，总队长、政治委员或者其他有警官职务任免权的军、师级单位正职首长批准授予。
(3) Captain, First Lieutenant, and Second Lieutenant shall be approved and granted by the Director of the Public Security Department (Bureau) of the province, autonomous region, or municipality directly under the Central Government, the First Political Commissar of the Armed Police Force Corps, the Corps Commander and Political Commissar, or other principal leaders of corps or division-level units with the authority to appoint and remove officers.
七、现役警官警衔晋级的批准权限：
VII. The approval authority for the promotion of active-duty officer police ranks:
(一)武警部队司令员、政治委员、副司令员、副政治委员和正军职警官警衔晋级，由国务院总理、中央军事委员会主席批准；
(1) The promotion of police ranks for the Commander, Political Commissar, Deputy Commander, Deputy Political Commissar of the Armed Police Force, and officers at the corps level shall be approved by the Premier of the State Council and the Chairman of the Central Military Commission;
(二)副军职以下警官警衔晋级，按照现役警官职务的任免权限批准。但是，下列警官警衔晋级，按照以下规定批准：
(2) The promotion of police ranks for officers below the deputy corps level shall be approved in accordance with the authority for appointment and removal of active-duty officer positions. However, the promotion of police ranks for the following officers shall be approved in accordance with the following provisions:
副军职、正师职警官和担任高级专业技术职务的警官晋升为少将的，由国务院总理、中央军事委员会主席批准；
The promotion of deputy corps-level and division-level officers and officers holding senior technical professional positions to Major General shall be approved by the Premier of the State Council and the Chairman of the Central Military Commission;
副师职警官和担任高级专业技术职务的警官晋升为大校的，由公安部部长批准；
The promotion of deputy division-level officers and officers holding senior technical professional positions to Senior Colonel shall be approved by the Minister of Public Security.
正团职警官和担任中级专业技术职务的警官晋升为上校的，由中国人民武装警察部队第一政治委员、司令员、政治委员批准；
The promotion of regular regimental-level officers and officers holding intermediate-level professional technical positions to the rank of senior colonel shall be approved by the First Political Commissar, Commander, and Political Commissar of the Chinese People's Armed Police Force.
正营职警官晋升为中校、副营职警官和担任初级专业技术职务的警官晋升为少校的，由省、自治区、直辖市公安厅(局)长、中国人民武装警察部队总队第一政治委员，总队长、政治委员或者其他有警官职务任免权的军、师级单位的正职首长批准。
The promotion of regular battalion-level officers to lieutenant colonel, deputy battalion-level officers and officers holding junior-level professional technical positions to major shall be approved by the Director of the Public Security Department (Bureau) of the province, autonomous region, or municipality directly under the Central Government, the First Political Commissar, Commander, and Political Commissar of the Armed Police Force General Team, or the principal leader of other military or division-level units with the authority to appoint and remove officers.
八、现役警官警衔的降级、取消和剥夺，按照《中国人民解放军军官军衔条例》第六章的规定执行。
8. The demotion, cancellation, and deprivation of police ranks for active-duty officers shall be implemented in accordance with the provisions of Chapter VI of the "Regulations on the Military Ranks of Officers of the Chinese People's Liberation Army."
九、现役警官授衔仪式在公布授予警衔命令的同时举行。授予将官警衔的仪式，由武警总部组织实施，国务院、中央军事委员会领导同志或受国务院、中央 军事委员会委托的有关同志前往授衔。授予校官、尉官警衔的仪式，由武警总部机关、总队、支队、院校和其他军、师级单位根据具体情况组织实施。
9. The ceremony for awarding police ranks to active-duty officers shall be held simultaneously with the announcement of the order awarding the police rank. The ceremony for awarding the rank of general officer shall be organized by the Armed Police Headquarters, with leaders of the State Council and the Central Military Commission, or relevant comrades entrusted by the State Council and the Central Military Commission, attending to award the rank. The ceremony for awarding the ranks of field-grade and company-grade officers shall be organized by the Armed Police Headquarters organs, general teams, detachments, academies, and other military or division-level units according to specific circumstances.
十、中国人民武装警察部队警官警衔的肩章、符号式样和佩带办法，由国务院和中央军事委员会颁布。
10. The styles, patterns, and wearing methods of shoulder boards and insignia for police ranks of officers of the Chinese People's Armed Police Force shall be promulgated by the State Council and the Central Military Commission.
十一、上述各条未作规定的事项，均按《中国人民解放军军官军衔条例》的有关规定执行。
11. Matters not specified in the above articles shall be handled in accordance with the relevant provisions of the "Regulations on the Military Ranks of Officers of the Chinese People's Liberation Army."
十二、中国人民武装警察部队实行警官警衔制度的同时，依照中央军事委员会颁布的《中国人民解放军文职干部暂行条例》，实行文职干部制度。部分现役警官改任文职干部，由武警总部结合实际情况组织实施。
12. Simultaneously with the implementation of the police rank system for officers of the Chinese People's Armed Police Force, a civilian cadre system shall be implemented in accordance with the "Interim Regulations on Civilian Cadres of the Chinese People's Liberation Army" promulgated by the Central Military Commission. The conversion of some active-duty police officers to civilian cadres shall be organized and implemented by the Armed Police Headquarters based on actual circumstances.
十三、中国人民武装警察部队士兵，依照《中国人民解放军现役士兵服役条例》，实行士兵警衔制度，在称谓上应与人民解放军有所区别，授予士官警衔的改称为“警士长”、“专业警士”、“警士”，士兵在警衔前冠以“武警”。其他士兵的警衔等级区分与中国人民解放军士兵军衔等级区分相同。
13. For soldiers of the Chinese People's Armed Police Force, a soldier police rank system shall be implemented in accordance with the "Regulations on Service of Active-Duty Soldiers of the Chinese People's Liberation Army." The titles should be distinguished from those of the People's Liberation Army. Those awarded the rank of non-commissioned officer shall be renamed as "Police Sergeant Major," "Professional Police Sergeant," and "Police Sergeant." Soldiers shall be prefixed with "Armed Police" before their police rank. The rank distinctions for other soldiers shall be the same as those for soldiers of the Chinese People's Liberation Army.
中国人民武装警察部队士兵警衔制度，由武警总部组织实施。
The soldier police rank system of the Chinese People's Armed Police Force shall be organized and implemented by the Armed Police Headquarters.
