为加强武器装备(含卫星系统，下同)研制工作中的责任制，以缩短研制周期，节约经费，保证质量，加速我军武器装备现代化建设，特制定本条例。

These regulations are formulated to strengthen the responsibility system in the development of weapon equipment (including satellite systems, the same below), shorten development cycles, save costs, ensure quality, and accelerate the modernization of our military's weapon equipment.

武器装备研制设计师系统(以下简称设计师系统)是由各级设计师组成的跨建制、跨部门的技术指挥系统，负责武器装备研制中的设计技术工作。

The Weapon Equipment Development Designer System (hereinafter referred to as the Designer System) is a cross-establishment, cross-department technical command system composed of designers at all levels, responsible for design and technical work in weapon equipment development.

武器装备研制行政指挥系统(以下简称行政指挥系统)是由各级行政指挥组成的在各自行政隶属关系范围内实施行政指挥的系统，负责本部门武器装备研制的组织指挥，计划调度，人员、经费、物资保障等工作，并组织跨部门的协调工作。

The Weapon Equipment Development Administrative Command System (hereinafter referred to as the Administrative Command System) is a system composed of administrative commanders at all levels that exercises administrative command within their respective administrative subordination relationships, responsible for the organization, command, planning, scheduling, personnel, funding, material support, and cross-department coordination of weapon equipment development within their departments.

为加强武器装备研制中的经济责任制，国家重点研制型号应当逐步建立会计师系统。总会计师在行政指挥系统总指挥的领导和总设计师的指导下，负责编制型号总概算，审核科研经费的预、决算和成本核算，并对研制经费使用情况进行监督和检查。总会计师的工作职责另行制定。

To strengthen the economic responsibility system in weapon equipment development, national key development models shall gradually establish an accountant system. The chief accountant, under the leadership of the chief commander of the Administrative Command System and the guidance of the chief designer, is responsible for preparing the model's general budget, reviewing the budget, final accounts, and cost accounting of research funds, and supervising and inspecting the use of development funds. The work responsibilities of the chief accountant shall be formulated separately.

武器装备研制设计师系统和行政指挥系统(以下简称两个系统)的各级负责人应当认真贯彻党和国家的各项方针、政策，执行上级有关规定，共同努力，保质保量按期完成研制任务。

The responsible persons at all levels of the Weapon Equipment Development Designer System and Administrative Command System (hereinafter referred to as the Two Systems) shall conscientiously implement the various policies and guidelines of the Party and the state, comply with relevant higher-level regulations, and work together to complete development tasks on schedule with guaranteed quality and quantity.

武器装备型号研制任务经上级批准列入计划后，负责研制抓总工作的部门应即组成设计师系统。设计师系统由武器装备的型号总设计师、系统或分系统的主任设计师和单项设备(含部件，下同)的主管设计师组成。简单的武器装备型号可只设主任设计师或主管设计师。各级设计师可设副职。

After the weapon equipment model development task is approved by higher authorities and included in the plan, the department responsible for overall development shall immediately form a Designer System. The Designer System consists of the model's chief designer, system or subsystem chief designers, and individual equipment (including components, the same below) responsible designers. Simple weapon equipment models may only have a chief designer or responsible designer. Deputy positions may be established for designers at all levels.

总设计师应当由政治思想水平高，事业心强，专业知识和设计经验丰富，组织能力强的技术干部担任。

The chief designer shall be a technical cadre with high political and ideological level, strong sense of responsibility, rich professional knowledge and design experience, and strong organizational ability.

国家重点研制型号的总设计师和副总设计师由主管部门提名，报请国防科学技术工业委员会(以下简称国防科工委)任命；其中特别重要或技术协调特别复杂的型号，其总设计师由国防科工委报请国务院、中央军委任命。国家重点研制型号的主任设计师和主管设计师，以及未列为国家重点研制型号的各级设计师，由主管部门或研制部门任命。

The chief designer and deputy chief designer of national key development models shall be nominated by the competent department and reported to the Commission of Science, Technology and Industry for National Defense (hereinafter referred to as COSTIND) for appointment; for models of particular importance or with particularly complex technical coordination, the chief designer shall be appointed by COSTIND upon reporting to the State Council and the Central Military Commission. The system chief designer and responsible designer of national key development models, as well as designers at all levels of models not listed as national key development models, shall be appointed by the competent department or the development department.

总设计师是武器装备研制任务的技术总负责人，即设计技术方面的组织者、指挥者，重大技术问题的决策者。其主要职责是：

The chief designer is the technical chief responsible for the weapon equipment development task, i.e., the organizer and commander of design technology and the decision-maker on major technical issues. The main responsibilities are:

(一)根据上级批准的战术技术指标要求，按照标准化、系列化、规格化、通用化的原则，组织方案论证，进行经费—效能(费效比)的全面分析，选择技术途径，提出总体方案，并参与拟制型号研制计划。

(1) Based on the approved tactical and technical index requirements, in accordance with the principles of standardization, serialization, specification, and generalization, organize plan demonstration, conduct comprehensive cost-effectiveness (cost-benefit ratio) analysis, select technical approaches, propose an overall plan, and participate in drafting the model development plan.

(二)根据上级下达的研制任务书，制定研制程序，确定各系统的设计任务书(协议书)，组织型号设计，协调解决研制过程中的重大技术问题。

(2) Based on the development task order issued by higher authorities, formulate development procedures, determine the design task orders (agreements) for each system, organize model design, and coordinate and resolve major technical issues during the development process.

(三)在研制过程中，进行可靠性设计，加强全面质量管理，从设计上确保武器装备的研制质量。

(3) During the development process, conduct reliability design, strengthen overall quality management, and ensure the development quality of weapon equipment from the design perspective.

(四)在战略武器型号的设计定型过程中，负责组织靶场和使用部门共同编制定型试验大纲；在常规武器型号的设计定型过程中，参与编制定型试验大纲。

(4) During the design finalization process of strategic weapon models, be responsible for organizing the range and user departments to jointly compile the finalization test outline; during the design finalization process of conventional weapon models, participate in compiling the finalization test outline.

(五)在设计定型阶段，负责组织拟制设计定型技术文件。

(5) During the design finalization stage, be responsible for organizing the drafting of design finalization technical documents.

(六)召集有关设计师会议，协调并决定总体和各分系统研制中的重大技术问题。

(6) Convene relevant designer meetings to coordinate and decide on major technical issues in the development of the overall system and subsystems.

(七)提出型号研制和试验的技术保障要求。

(7) Propose technical support requirements for model development and testing.

(八)推荐下属设计师人选，考核下属设计师，提出奖惩及调整意见。

(8) Recommend candidates for subordinate designers, assess subordinate designers, and propose rewards, punishments, and adjustment opinions.

主任设计师是系统或分系统的设计技术负责人，主管设计师是单项设备的设计技术负责人，其主要职责均可参照总设计师的职责执行。主任设计师和主管设计师应当根据设计任务书(协议书)的要求，制订设计方案，保证总体方案的实现。

The system chief designer is the design technical leader of the system or subsystem, and the responsible designer is the design technical leader of individual equipment. Their main responsibilities may refer to those of the chief designer. The system chief designer and responsible designer shall formulate design plans based on the requirements of the design task order (agreement) to ensure the realization of the overall plan.

总设计师的技术抓总机构是总体设计单位。总设计师的日常办事机构，可以是其所在单位的科技管理部门；也可以在本部门编制内抽调人员另设精干的总设计师办公室。

The technical overall organization of the chief designer is the overall design unit. The daily office of the chief designer may be the science and technology management department of his/her unit; alternatively, a lean chief designer office may be established by transferring personnel within the department's authorized strength.

行政指挥系统由武器装备的型号总指挥及各级指挥组成。总指挥和各级指挥一般由主管部门或研制部门的行政领导兼任。各级指挥可设副职。

The administrative command system consists of the chief commander of the weapon equipment model and commanders at all levels. The chief commander and commanders at all levels are generally concurrently held by the administrative leaders of the competent department or the development department. Deputy positions may be established for commanders at all levels.

国家重点研制型号的总指挥和副总指挥由主管部门提名，报请国防科工委任命；其中特别重要或技术协调特别复杂的型号，其总指挥由国防科工委报请国务院、中央军委任命。国家重点研制型号的其他各级指挥，以及未列为国家重点研制型号的各级指挥，由主管部门或研制部门任命。

The chief commander and deputy chief commander of a national key development model shall be nominated by the competent department and reported to the Commission of Science, Technology and Industry for National Defense (COSTIND) for appointment; for models that are particularly important or technically complex, the chief commander shall be reported by COSTIND to the State Council and the Central Military Commission for appointment. Other commanders at all levels of national key development models, as well as commanders at all levels of models not designated as national key development models, shall be appointed by the competent department or the development department.

总指挥是武器装备研制任务的行政总负责人，即行政方面的组织者、指挥者。其主要职责是：

The chief commander is the chief administrative responsible person for the weapon equipment development task, i.e., the organizer and commander in administrative aspects. The main responsibilities are:

(一)根据上级下达的研制任务，落实研究、试制和协作配套单位，明确任务分工，提出并落实重大技术改造措施，主动协调跨部门的重要问题。

(1) According to the development tasks assigned by higher authorities, implement the research, trial production, and coordination supporting units, clarify task division, propose and implement major technical transformation measures, and proactively coordinate important cross-department issues.

(二)组织编制完成研制任务的总计划和阶段计划，并提出跨部门的计划要求；组织编制经费总概算和年度预、决算等。

(2) Organize the preparation of the overall plan and phase plans for completing the development task, and propose cross-departmental plan requirements; organize the preparation of the overall budget and annual budgets and final accounts, etc.

(三)组织计划调度，督促检查研制计划实施情况。研究解决所在行政系统范围内人员、物资、经费及外部协作配套等保障条件。

(3) Organize plan scheduling, supervise and inspect the implementation of the development plan. Study and solve support conditions within the scope of the administrative system, including personnel, materials, funds, and external coordination support.

(四)与有关部门协商，向上级(或二级定型委员会)提出试验计划；参与或配合重大试验的组织实施。

(4) Negotiate with relevant departments to propose test plans to higher authorities (or the second-level finalization committee); participate in or coordinate the organization and implementation of major tests.

(五)大力支持总设计师的工作。对总设计师决定的技术问题，从行政指挥上创造条件，保证技术指挥线的畅通。

(5) Strongly support the work of the chief designer. For technical issues decided by the chief designer, create conditions from the administrative command perspective to ensure the smooth flow of the technical command line.

(六)检查考核本系统各级指挥及工作人员的工作，提出奖惩建议。

(6) Inspect and assess the work of commanders and staff at all levels within the system, and propose reward and punishment recommendations.

系统、分系统和单项设备的行政指挥是系统、分系统和单项设备研制工作的组织实施者，其主要职责均可参照总指挥的职责执行。

The administrative commanders of systems, subsystems, and individual equipment are the organizers and implementers of the development work of systems, subsystems, and individual equipment. Their main responsibilities may refer to the responsibilities of the chief commander.

各级行政指挥的日常办事机构，可以是其所在行政单位的主管业务职能部门，这些部门应当指定专人负责日常工作；也可以在本部门编制内抽调人员另设精干的办事机构。

The daily working offices of administrative commanders at all levels may be the competent business functional departments of their administrative units, which shall designate specific personnel to be responsible for daily work; or they may transfer personnel within the establishment of the department to set up a lean working office.

两个系统是在主管部门领导下各负其责，密切配合的两条指挥线。

The two systems are two command lines that are each responsible for their own duties under the leadership of the competent department and closely cooperate.

总设计师在设计技术上对主管部门负责，同时对任命单位负责。其经常工作，应当在行政总指挥的统一组织领导下进行。

The chief designer is responsible to the competent department for design technology, and at the same time responsible to the appointing unit. Their routine work shall be carried out under the unified organization and leadership of the chief commander.

行政指挥系统要支持各级设计师行使职能，协助做好技术协调，采取有效措施保证技术决策的实现。设计师系统应当及时从技术上为各级指挥进行工作提供可靠的依据。

The administrative command system shall support designers at all levels in exercising their functions, assist in technical coordination, and take effective measures to ensure the realization of technical decisions. The designer system shall promptly provide reliable technical basis for the work of commanders at all levels.

设计技术工作与试制、试验或计划调度出现矛盾时，应当由总指挥牵头，会同总设计师召集联席会议进行协调；经协调解决不了的，由主管部门组织协调；经主管部门协调仍解决不了的，由国防科工委协调解决。

When contradictions arise between design technical work and trial production, testing, or plan scheduling, the chief commander shall take the lead and convene a joint meeting with the chief designer for coordination; if coordination fails, the competent department shall organize coordination; if coordination by the competent department still fails, COSTIND shall coordinate and resolve.

承担配套任务的部门，应当按型号研制总进度要求进行工作，所需保障条件，按行政隶属关系解决。

Departments undertaking supporting tasks shall work according to the overall schedule requirements of the model development, and the required support conditions shall be resolved according to administrative affiliation.

两个系统在工作中必须正确处理以下关系：

The two systems must correctly handle the following relationships in their work:

(一)局部与全局的关系。局部要服从全局。完成武器装备研制任务是全局。两个系统都要从全局出发，紧密配合，努力实现型号总体要求；各级设计师在制定具体的设计方案时，应当根据总体和系统的技术要求进行工作。

(1) The relationship between the part and the whole. The part must obey the whole. Completing the weapon equipment development task is the whole. Both systems shall proceed from the overall situation, closely cooperate, and strive to achieve the overall requirements of the model; designers at all levels shall work according to the technical requirements of the overall system and subsystems when formulating specific design plans.

(二)技术状态的稳定与技术改进的关系。各级设计师应当按研制程序和计划完成各阶段的任务。凡已通过总体验证可行的技术状态，一般不宜改变。凡经过试验已达到设计指标的技术状态，在本型号应予冻结。已经确定的总体与系统、系统与部件的接口参数不得任意变动；确需变动的，应当逐级办理报批手续或签订协议书。

(2) The relationship between technical state stability and technical improvement. Designers at all levels shall complete tasks at each stage according to the development procedures and plans. Technical states that have been verified feasible through overall verification shall generally not be changed. Technical states that have reached design indicators through testing shall be frozen for the model. Interface parameters between the overall system and subsystems, and between subsystems and components that have been determined shall not be arbitrarily changed; if changes are necessary, approval procedures shall be handled level by level or a protocol shall be signed.

(三)技术民主与技术集中的关系。各级设计师在工作中应当发扬技术民主，充分听取各方面的意见；在此基础上，有权对协调不一致的技术问题作出决定。下级设计师在处理接口及指标分配等问题时，应当服从上级设计师的决定，不得各行其是。

(3) The relationship between technical democracy and technical centralization. Designers at all levels shall promote technical democracy in their work and fully listen to opinions from all sides; on this basis, they have the right to make decisions on technical issues that are not coordinated. Lower-level designers shall obey the decisions of higher-level designers when dealing with issues such as interfaces and indicator allocation, and shall not act independently.

(四)研制质量与进度的关系。研制工作要遵循研制程序，按规定的质量和进度完成任务。在质量与进度发生矛盾时，应当在保证质量的前提下，努力完成进度要求。

(4) The relationship between development quality and schedule. Development work shall follow development procedures and complete tasks according to specified quality and schedule. When quality and schedule conflict, the schedule requirements shall be strived to be met on the premise of ensuring quality.

(五)设计与工艺的关系。设计部门和生产部门应当密切配合，共同保证设计方案的实现。各级设计师要充分注意设计工艺的先进性、经济性、合理性。工艺部门必须认真按照设计要求进行工作，从工艺上保障研制的产品完全符合质量要求。对设计中考虑不周或难以实现的工艺要求，工艺部门应当提出改进或改变意见。设计与工艺发生矛盾而影响试制时，设计师应当与有关人员共同协商解决。

(5) The relationship between design and process. The design department and the production department shall closely cooperate to jointly ensure the realization of the design plan. Designers at all levels shall pay full attention to the advancement, economy, and rationality of the design process. The process department must seriously work according to the design requirements and ensure from the process perspective that the developed products fully meet quality requirements. For process requirements that are not well considered or difficult to achieve in the design, the process department shall propose improvement or change suggestions. When contradictions between design and process affect trial production, the designer shall consult with relevant personnel to resolve them.

(六)两个系统与使用部门的关系。两个系统和使用部门应当大力协同，相互支持，努力完成武器装备研制任务。使用部门在提出战术技术指标和使用要求时，应当充分听取研制部门的意见。两个系统在制定研制方案时，应当充分听取使用部门的意见。战术技术指标和研制方案一经上级批准，不得轻易变动；确需改变的，应当经双方充分协商后，报原批准机关批准。

(6) The relationship between the two systems and the user department. The two systems and the user department shall vigorously cooperate, support each other, and strive to complete the weapon equipment development task. When the user department proposes tactical and technical indicators and usage requirements, it shall fully listen to the opinions of the development department. When the two systems formulate development plans, they shall fully listen to the opinions of the user department. Once the tactical and technical indicators and development plans are approved by higher authorities, they shall not be easily changed; if changes are necessary, they shall be reported to the original approving authority for approval after full consultation between both parties.

武器装备研制主管部门可根据本条例，结合本部门具体情况，制定两个系统的工作细则，报国防科工委备案。

The competent department for weaponry and equipment development may, based on these Regulations and in light of the specific circumstances of the department, formulate work rules for the two systems and report them to the Commission of Science, Technology and Industry for National Defense for record.

重大预研项目的技术责任制，各部门可参照本条例执行。

For major pre-research projects, the technical responsibility system may be implemented by each department with reference to these Regulations.

本条例自发布之日起施行。原国防科学技术委员会、国务院国防工业办公室、国家机械工业委员会一九八一年十二月十二日发布的《武器装备研制工作建立总设计师制度和行政指挥管理责任制的规定》同时废止。

These Regulations shall come into force on the date of promulgation. The 'Provisions on Establishing the Chief Designer System and Administrative Command Management Responsibility System for Weaponry and Equipment Development' issued by the former National Defense Science and Technology Commission, the State Council National Defense Industry Office, and the State Machinery Industry Commission on December 12, 1981, shall be abolished simultaneously.
