Promulgated by the State Council on February 5, 1988, and amended in accordance with the Decision of the State Council on Amending the Regulations on the Elimination of Illiteracy on August 1, 1993.
为了提高中华民族的文化素质，促进社会主义物质文明和精神文明建设，根据《中华人民共和国宪法》的有关规定，制定本条例。
These Regulations are formulated in accordance with the relevant provisions of the Constitution of the People's Republic of China for the purpose of improving the cultural quality of the Chinese nation and promoting the construction of socialist material civilization and spiritual civilization.
凡年满十五周岁以上的文盲、半文盲公民，除丧失学习能力的以外，不分性别、民族、种族，均有接受扫除文盲教育的权利和义务。
All illiterate or semi-literate citizens aged 15 or above, regardless of gender, ethnicity, or race, except those who have lost the ability to learn, have the right and obligation to receive literacy education.
对丧失学习能力者的鉴定，由县级人民政府教育行政部门组织进行。
The assessment of those who have lost the ability to learn shall be conducted by the education administrative department of the county-level people's government.
地方各级人民政府应当加强对扫除文盲工作的领导，制订本地区的规划和措施，组织有关方面分工协作，具体实施，并按规划的要求完成扫除文盲任务。地方各级教育行政部门应当加强对扫除文盲工作的具体管理。
Local people's governments at all levels shall strengthen leadership over the work of eliminating illiteracy, formulate plans and measures for their respective regions, organize relevant departments to cooperate and implement specific tasks, and complete the task of eliminating illiteracy according to the plan. Local education administrative departments at all levels shall strengthen the specific management of the work of eliminating illiteracy.
城乡基层单位的扫除文盲工作，在当地人民政府的领导下，由单位行政领导负责。
The work of eliminating illiteracy in urban and rural grassroots units shall be under the leadership of the local people's government and be the responsibility of the administrative head of the unit.
村民委员会、居民委员会应当积极协助组织扫除文盲工作。
Villagers' committees and residents' committees shall actively assist in organizing the work of eliminating illiteracy.
扫除文盲与普及初等义务教育应当统筹规划，同步实施。已经实现基本普及初等义务教育，尚未完成扫除文盲任务的地方，应在五年以内实现基本扫除文盲的目标。
The elimination of illiteracy and the popularization of compulsory primary education shall be planned as a whole and implemented simultaneously. In areas where compulsory primary education has been basically popularized but the task of eliminating illiteracy has not yet been completed, the goal of basically eliminating illiteracy shall be achieved within five years.
扫除文盲教育应当讲求实效，把学习文化同学习科学技术知识结合起来，在农村把学习文化同学习农业科学技术知识结合起来。
Literacy education shall focus on practical results, combining the learning of culture with the learning of scientific and technological knowledge. In rural areas, the learning of culture shall be combined with the learning of agricultural science and technology.
扫除文盲教育的形式应当因地制宜，灵活多样。
The forms of literacy education shall be adapted to local conditions and be flexible and diverse.
扫除文盲教育的教材，由省、自治区、直辖市教育行政部门审定。
The teaching materials for literacy education shall be approved by the education administrative departments of provinces, autonomous regions, and municipalities directly under the Central Government.
扫除文盲教学应当使用全国通用的普通话。在少数民族地区可以使用本民族语言文字教学，也可以使用当地各民族通用的语言文字教学。
Literacy teaching shall use Putonghua (common speech) nationwide. In ethnic minority areas, teaching may be conducted in the languages of the ethnic minorities or in the languages commonly used by local ethnic groups.
个人脱盲的标准是：农民识一千五百个汉字，企业和事业单位职工、城镇居民识二千个汉字；能够看懂浅显通俗的报刊、文章，能够记简单的帐目，能够书写简单的应用文。
The standard for an individual to become literate is: farmers shall recognize 1,500 Chinese characters; employees of enterprises and institutions and urban residents shall recognize 2,000 Chinese characters; they shall be able to read simple and popular newspapers and articles, keep simple accounts, and write simple practical writings.
用当地民族语言文字扫盲的地方，脱盲标准由省、自治区人民政府根据前款规定制定。
In areas where literacy is conducted in local ethnic languages, the literacy standard shall be formulated by the people's government of the province or autonomous region in accordance with the preceding paragraph.
基本扫除文盲单位的标准是：其下属的每个单位一九四九年十月一日以后出生的年满十五周岁以上人口中的非文盲人数，除丧失学习能力的以外，在农村达到95%以上，在城镇达到98%以上；复盲率低于5%。
The standard for a unit to have basically eliminated illiteracy is: among the population aged 15 or above born after October 1, 1949, in each subordinate unit, the proportion of non-illiterate persons, excluding those who have lost the ability to learn, shall reach over 95% in rural areas and over 98% in urban areas; the relapse rate into illiteracy shall be below 5%.
基本扫除文盲的单位应当普及初等义务教育。
Units that have basically eliminated illiteracy shall popularize compulsory primary education.
扫除文盲实行验收制度。扫除文盲的学员由所在乡(镇)人民政府、城市街道办事处或同级企业、事业单位组织考核，对达到脱盲标准的，发给“脱盲证书”。
A verification system shall be implemented for the elimination of illiteracy. Literacy learners shall be assessed by the township (town) people's government, urban subdistrict office, or the corresponding enterprise or institution. Those who meet the literacy standard shall be issued a 'Literacy Certificate'.
基本扫除文盲的市、县(区)，由省、自治区、直辖市人民政府验收；乡(镇)、城市的街道，由上一级人民政府验收；企业、事业单位，由所在地人民政府验收。对符合标准的，发给“基本扫除文盲单位证书”。
Cities and counties (districts) that have basically eliminated illiteracy shall be verified by the people's government of the province, autonomous region, or municipality directly under the Central Government; townships (towns) and urban subdistricts shall be verified by the people's government at the next higher level; enterprises and institutions shall be verified by the local people's government. Those meeting the standard shall be issued a 'Certificate of Basic Illiteracy Elimination Unit'.
地方各级人民政府应当制定措施，督促基本扫除文盲的单位制订规划，继续扫除剩余文盲。在农村，应当积极办好乡(镇)、村文化技术学校，采取农科教相结合等多种形式巩固扫盲成果。
Local people's governments at all levels shall formulate measures to urge units that have basically eliminated illiteracy to formulate plans to continue eliminating remaining illiteracy. In rural areas, cultural and technical schools at the township (town) and village levels shall be actively run, and various forms such as the combination of agriculture, science, and education shall be adopted to consolidate the results of illiteracy elimination.
扫除文盲教师由乡(镇)、街道、村和企业、事业单位聘用，并给予相应报酬。
Teachers for literacy education shall be employed by townships (towns), subdistricts, villages, enterprises, and institutions, and shall be given corresponding remuneration.
当地普通学校、文化馆(站)等有关方面均应积极承担扫除文盲的教学工作。
Local regular schools, cultural centers (stations), and other relevant parties shall actively undertake the teaching work of literacy education.
鼓励社会上一切有扫除文盲教育能力的人员参与扫除文盲教学活动。
All personnel in society who have the ability to teach literacy education are encouraged to participate in literacy teaching activities.
地方各级人民政府应当在教育事业编制中，充实县、乡(镇)成人教育专职工作人员，加强对农村扫除文盲工作的管理。
Local people's governments at all levels shall, within the establishment of educational undertakings, strengthen the full-time adult education staff at the county and township (town) levels to strengthen the management of rural literacy work.
扫除文盲教育所需经费采取多渠道办法解决。除下列各项外，由地方各级人民政府给予必要的补助：
The funds needed for literacy education shall be raised through multiple channels. In addition to the following items, local people's governments at all levels shall provide necessary subsidies:
(一)由乡(镇)人民政府、街道办事处组织村民委员会或有关单位自筹；
(1) Funds raised by the township (town) people's government or subdistrict office through villagers' committees or relevant units;
(二)企业、事业单位的扫除文盲经费，在职工教育经费中列支；
(2) Funds for eliminating illiteracy in enterprises and institutions shall be listed under employee education expenses.
(三)农村征收的教育事业费附加，应当安排一部分用于农村扫除文盲教育。
(3) A portion of the rural education surcharge collected shall be allocated for rural illiteracy elimination education.
各级教育行政部门在扫除文盲工作中，培训专职工作人员和教师，编写教材和读物，开展教研活动，以及交流经验和奖励先进等所需费用，在教育事业费中列支。
Expenses incurred by education administrative departments at all levels in illiteracy elimination work, such as training full-time staff and teachers, compiling teaching materials and reading materials, conducting teaching research activities, and exchanging experiences and rewarding advanced individuals, shall be listed under education funds.
鼓励社会力量和个人自愿资助扫除文盲教育。
Social forces and individuals are encouraged to voluntarily fund illiteracy elimination education.
扫除文盲工作实行行政领导责任制。扫盲任务应当列为县、乡(镇)、城市街道和企业、事业单位行政负责人的职责，作为考核工作成绩的一项重要内容。
Illiteracy elimination work shall implement an administrative leadership responsibility system. Illiteracy elimination tasks shall be listed as responsibilities of the administrative heads of counties, townships (towns), urban subdistricts, enterprises, and institutions, and shall serve as an important content for assessing work performance.
对未按规划完成扫除文盲任务的单位，由地方各级人民政府处理。
Units that fail to complete illiteracy elimination tasks according to plan shall be dealt with by local people's governments at various levels.
地方各级人民政府应定期向上一级人民政府报告扫除文盲工作的情况，接受检查、监督。
Local people's governments at various levels shall regularly report the status of illiteracy elimination work to the people's government at the next higher level and accept inspection and supervision.
国家教育委员会定期对在扫除文盲工作中做出突出贡献的单位或个人颁发“扫盲奖”。地方各级人民政府也应当对在扫除文盲工作中成绩显著的单位或个人予以表彰、奖励。
The State Education Commission shall periodically issue the "Illiteracy Elimination Award" to units or individuals who have made outstanding contributions to illiteracy elimination work. Local people's governments at various levels shall also commend and reward units or individuals with remarkable achievements in illiteracy elimination work.
对在规定期限内具备学习条件而不参加扫除文盲学习的适龄文盲、半文盲公民，当地人民政府应当进行批评教育，并采取切实有效的措施组织入学，使其达到脱盲标准。
For eligible illiterate or semi-literate citizens of appropriate age who do not participate in illiteracy elimination studies within the prescribed time limit, the local people's government shall conduct criticism and education and take effective measures to organize their enrollment so that they can reach the literacy standard.
省、自治区、直辖市人民政府可以根据本条例，结合本地实际情况，制定实施办法。
People's governments of provinces, autonomous regions, and municipalities directly under the Central Government may formulate implementation measures based on these Regulations and in light of local actual conditions.
本条例由国家教育委员会负责解释。
These Regulations shall be interpreted by the State Education Commission.
本条例自发布之日起施行。
These Regulations shall come into force on the date of promulgation.
