为了巩固行政区域界线勘定成果，加强行政区域界线管理，维护行政区域界线附近地区稳定，制定本条例。
These Regulations are formulated to consolidate the achievements of administrative division boundary delimitation, strengthen the management of administrative division boundaries, and maintain stability in areas adjacent to administrative division boundaries.
本条例所称行政区域界线，是指国务院或者省、自治区、直辖市人民政府批准的行政区域毗邻的各有关人民政府行使行政区域管辖权的分界线。
For the purposes of these Regulations, the term 'administrative division boundary' refers to the boundary line approved by the State Council or the people's government of a province, autonomous region, or municipality directly under the Central Government, which separates the areas under the jurisdiction of the relevant adjacent people's governments.
地方各级人民政府必须严格执行行政区域界线批准文件和行政区域界线协议书的各项规定，维护行政区域界线的严肃性、稳定性。任何组织或者个人不得擅自变更行政区域界线。
Local people's governments at all levels must strictly implement all provisions of the approval documents for administrative division boundaries and the agreements on administrative division boundaries, and maintain the seriousness and stability of administrative division boundaries. No organization or individual may alter administrative division boundaries without authorization.
国务院民政部门负责全国行政区域界线管理工作。县级以上地方各级人民政府民政部门负责本行政区域界线管理工作。
The civil affairs department of the State Council is responsible for the management of administrative division boundaries nationwide. The civil affairs departments of local people's governments at or above the county level are responsible for the management of administrative division boundaries within their respective administrative areas.
行政区域界线勘定后，应当以通告和行政区域界线详图予以公布。
After the delimitation of an administrative division boundary, it shall be published by means of a notice and a detailed map of the administrative division boundary.
省、自治区、直辖市之间的行政区域界线由国务院民政部门公布，由毗邻的省、自治区、直辖市人民政府共同管理。省、自治区、直辖市范围内的行政区域界线由省、自治区、直辖市人民政府公布，由毗邻的自治州、县(自治县)、市、市辖区人民政府共同管理。
Administrative division boundaries between provinces, autonomous regions, and municipalities directly under the Central Government shall be published by the civil affairs department of the State Council and jointly managed by the adjacent people's governments of the provinces, autonomous regions, and municipalities directly under the Central Government. Administrative division boundaries within a province, autonomous region, or municipality directly under the Central Government shall be published by the people's government of the province, autonomous region, or municipality directly under the Central Government and jointly managed by the adjacent people's governments of autonomous prefectures, counties (autonomous counties), cities, and municipal districts.
行政区域界线的实地位置，以界桩以及作为行政区域界线标志的河流、沟渠、道路等线状地物和行政区域界线协议书中明确规定作为指示行政区域界线走向的其他标志物标定。
The on-site location of an administrative division boundary shall be marked by boundary markers, as well as linear features such as rivers, ditches, and roads that serve as signs of the administrative division boundary, and other markers explicitly specified in the agreement on the administrative division boundary as indicators of the boundary's alignment.
任何组织或者个人不得擅自移动或者损坏界桩。非法移动界桩的，其行为无效。
No organization or individual may move or damage boundary markers without authorization. Any unauthorized movement of boundary markers shall be invalid.
行政区域界线毗邻的各有关人民政府应当按照行政区域界线协议书的规定，对界桩进行分工管理。对损坏的界桩，由分工管理该界桩的一方在毗邻方在场的情况下修复。
The relevant adjacent people's governments of an administrative division boundary shall, in accordance with the provisions of the agreement on the administrative division boundary, divide the responsibility for managing the boundary markers. For damaged boundary markers, the party responsible for managing that marker shall repair it in the presence of the adjacent party.
因建设、开发等原因需要移动或者增设界桩的，行政区域界线毗邻的各有关人民政府应当协商一致，共同测绘，增补档案资料，并报该行政区域界线的批准机关备案。
If boundary markers need to be moved or added due to construction, development, or other reasons, the relevant adjacent people's governments of the administrative division boundary shall reach a consensus, conduct joint surveying and mapping, supplement the archival materials, and report to the approving authority of the administrative division boundary for recordation.
行政区域界线毗邻的任何一方不得擅自改变作为行政区域界线标志的河流、沟渠、道路等线状地物；因自然原因或者其他原因改变的，应当保持行政区域界线协议书划定的界线位置不变，行政区域界线协议书中另有约定的除外。
Neither adjacent party to an administrative division boundary may unilaterally alter linear features such as rivers, ditches, and roads that serve as signs of the administrative division boundary; if such features change due to natural or other reasons, the boundary location as delineated in the agreement on the administrative division boundary shall be maintained, unless otherwise agreed in the agreement.
行政区域界线协议书中明确规定作为指示行政区域界线走向的其他标志物，应当维持原貌。因自然原因或者其他原因使标志物发生变化的，有关县级以上人民政府民政部门应当组织修测，确定新的标志物，并报该行政区域界线的批准机关备案。
Other markers explicitly specified in the agreement on the administrative division boundary as indicators of the boundary's alignment shall be maintained in their original state. If such markers change due to natural or other reasons, the relevant civil affairs department of the people's government at or above the county level shall organize a survey and revision, determine new markers, and report to the approving authority of the administrative division boundary for recordation.
依照《国务院关于行政区划管理的规定》经批准变更行政区域界线的，毗邻的各有关人民政府应当按照勘界测绘技术规范进行测绘，埋设界桩，签订协议书，并将协议书报批准变更该行政区域界线的机关备案。
Where an administrative division boundary is approved to be altered in accordance with the 'Regulations of the State Council on the Administration of Administrative Divisions,' the relevant adjacent people's governments shall conduct surveying and mapping in accordance with the technical specifications for boundary delimitation, install boundary markers, sign an agreement, and submit the agreement to the authority that approved the alteration of the administrative division boundary for recordation.
生产、建设用地需要横跨行政区域界线的，应当事先征得毗邻的各有关人民政府同意，分别办理审批手续，并报该行政区域界线的批准机关备案。
If production or construction land needs to cross an administrative division boundary, prior consent shall be obtained from the relevant adjacent people's governments, approval procedures shall be handled separately, and the matter shall be reported to the approving authority of the administrative division boundary for recordation.
行政区域界线勘定确认属于某一行政区域但不与该行政区域相连的地域或者由一方使用管理但位于毗邻行政区域内的地域，其使用管理按照各有关人民政府签订的行政区域界线协议书有关规定或者该行政区域界线的批准机关的决定执行。
For areas that are confirmed by the delimitation of an administrative division boundary to belong to a certain administrative division but are not contiguous with that administrative division, or areas that are used and managed by one party but located within an adjacent administrative division, their use and management shall be carried out in accordance with the relevant provisions of the agreement on the administrative division boundary signed by the relevant people's governments or the decision of the approving authority of the administrative division boundary.
行政区域界线毗邻的县级以上地方各级人民政府应当建立行政区域界线联合检查制度，每5年联合检查一次。遇有影响行政区域界线实地走向的自然灾害、河流改道、道路变化等特殊情况，由行政区域界线毗邻的各有关人民政府共同对行政区域界线的特定地段随时安排联合检查。联合检查的结果，由参加检查的各地方人民政府共同报送该行政区域界线的批准机关备案。
Local people's governments at or above the county level adjacent to an administrative division boundary shall establish a system of joint inspection of the administrative division boundary, conducting a joint inspection once every five years. In the event of special circumstances such as natural disasters, river course changes, or road alterations that affect the on-site alignment of the administrative division boundary, the relevant adjacent people's governments of the administrative division boundary shall arrange a joint inspection of the specific section of the administrative division boundary at any time. The results of the joint inspection shall be jointly submitted by the participating local people's governments to the approving authority of the administrative division boundary for recordation.
勘定行政区域界线以及行政区域界线管理中形成的协议书、工作图、界线标志记录、备案材料、批准文件以及其他与勘界记录有关的材料，应当按照有关档案管理的法律、行政法规的规定立卷归档，妥善保管。
Agreements, working maps, boundary marker records, archival materials, approval documents, and other materials related to boundary delimitation records formed during the delimitation and management of administrative division boundaries shall be filed and archived in accordance with the provisions of relevant laws and administrative regulations on archives management, and shall be properly kept.
行政区域界线详图是反映县级以上行政区域界线标准画法的国家专题地图。任何涉及行政区域界线的地图，其行政区域界线画法一律以行政区域界线详图为准绘制。
A detailed map of an administrative division boundary is a national thematic map that reflects the standard depiction of administrative division boundaries at or above the county level. For any map involving administrative division boundaries, the depiction of administrative division boundaries shall be drawn in accordance with the detailed map of the administrative division boundary.
国务院民政部门负责编制省、自治区、直辖市行政区域界线详图；省、自治区、直辖市人民政府民政部门负责编制本行政区域内的行政区域界线详图。
The civil affairs department of the State Council is responsible for compiling detailed maps of administrative division boundaries for provinces, autonomous regions, and municipalities directly under the Central Government; the civil affairs departments of the people's governments of provinces, autonomous regions, and municipalities directly under the Central Government are responsible for compiling detailed maps of administrative division boundaries within their respective administrative areas.
因对行政区域界线实地位置认定不一致引发的争议，由该行政区域界线的批准机关依照该行政区域界线协议书的有关规定处理。
Disputes arising from disagreements over the on-site location of an administrative division boundary shall be handled by the approving authority of the administrative division boundary in accordance with the relevant provisions of the agreement on the administrative division boundary.
违反本条例的规定，有关国家机关工作人员在行政区域界线管理中有下列行为之一的，根据不同情节，依法给予记大过、降级或者撤职的行政处分；致使公共财产、国家和人民利益遭受重大损失的，依照刑法关于滥用职权罪、玩忽职守罪的规定，依法追究刑事责任：
Where, in violation of these Regulations, relevant state functionaries commit any of the following acts in the management of administrative division boundaries, they shall, depending on the circumstances, be given administrative sanctions of a major demerit, demotion, or removal from office in accordance with the law; if the act causes significant losses to public property, state interests, or the interests of the people, criminal liability shall be pursued in accordance with the provisions of the Criminal Law on the crime of abuse of power or the crime of dereliction of duty:
(一)不履行行政区域界线批准文件和行政区域界线协议书规定的义务，或者不执行行政区域界线的批准机关的决定的；
(1) Failing to perform the obligations stipulated in the approval documents for the administrative division boundary or the agreement on the administrative division boundary, or failing to implement the decisions of the approving authority of the administrative division boundary;
(二)不依法公布批准的行政区域界线的；
(2) Failing to publish the approved administrative division boundary in accordance with the law;
(三)擅自移动、改变行政区域界线标志，或者命令、指使他人擅自移动、改变行政区域界线标志，或者发现他人擅自移动、改变行政区域界线标志不予制止的；
(3) Unauthorized moving or altering of administrative division boundary markers, or ordering or instructing others to do so, or failing to stop others from doing so when discovered;
(四)毗邻方未在场时，擅自维修行政区域界线标志的。
(4) Repairing administrative boundary line markers without the presence of the neighboring party.
违反本条例的规定，故意损毁或者擅自移动界桩或者其他行政区域界线标志物的，应当支付修复标志物的费用，并由所在地负责管理该行政区域界线标志的人民政府民政部门处1000元以下的罚款；构成违反治安管理行为的，并依法给予治安管理处罚。
Whoever, in violation of these Regulations, intentionally damages or removes boundary markers or other administrative boundary line markers shall pay the cost of repairing the markers, and the civil affairs department of the people's government responsible for managing the administrative boundary line markers shall impose a fine of not more than 1,000 yuan; if the act constitutes a violation of public security administration, public security penalties shall also be imposed according to law.
违反本条例的规定，擅自编制行政区域界线详图，或者绘制的地图的行政区域界线的画法与行政区域界线详图的画法不一致的，由有关人民政府民政部门责令停止违法行为，没收违法编制的行政区域界线详图和违法所得，并处1万元以下的罚款。
Whoever, in violation of these Regulations, compiles a detailed map of administrative boundary lines without authorization, or draws a map with administrative boundary lines inconsistent with the detailed map of administrative boundary lines, shall be ordered by the civil affairs department of the relevant people's government to cease the illegal act, and the illegally compiled detailed map of administrative boundary lines and illegal gains shall be confiscated, and a fine of not more than 10,000 yuan shall be imposed.
乡、民族乡、镇行政区域界线的管理，参照本条例的有关规定执行。
The management of administrative boundary lines of townships, ethnic townships, and towns shall be implemented with reference to the relevant provisions of these Regulations.
本条例自2002年7月1日起施行。
These Regulations shall come into force as of July 1, 2002.
