Regulations on Scientific and Technological Archives Work

为了建立、健全科学技术档案工作，完整地保存和科学地管理科学技术档案(以下简称科技档案)，充分发挥科技档案在社会主义现代化建设中的作用，特制定本条例。

This regulation is formulated to establish and improve the work of scientific and technological archives, to completely preserve and scientifically manage scientific and technological archives (hereinafter referred to as sci-tech archives), and to fully utilize the role of sci-tech archives in socialist modernization.

科技档案是指在自然科学研究、生产技术、基本建设(以下简称科研、生产、基建)等活动中形成的应当归档保存的图纸、图表、文字材料、计算材料、照片、影片、录象、录音带等科技文件材料。

Sci-tech archives refer to scientific and technological document materials such as drawings, charts, written materials, calculation materials, photographs, films, videos, and audio tapes that are formed in activities such as natural science research, production technology, and capital construction (hereinafter referred to as research, production, and construction) and should be archived for preservation.

科技档案工作是生产管理、技术管理、科研管理的重要组成部分，各工业、交通、基建、科研、农林、军事、地质、测绘、水文、气象、教育、卫生等单位(以下简称各单位)，都应当把科技档案工作纳入生产管理工作、技术管理工作、科研管理工作之中，加强领导。

Sci-tech archive work is an important component of production management, technical management, and research management. All units in industries, transportation, capital construction, research, agriculture and forestry, military affairs, geology, surveying and mapping, hydrology, meteorology, education, and health (hereinafter referred to as each unit) should incorporate sci-tech archive work into production management, technical management, and research management, and strengthen leadership.

各单位应当按照集中统一管理科技档案的基本原则，建立、健全科技档案工作，达到科技档案完整、准确、系统、安全和有效利用的要求。

Each unit shall, in accordance with the basic principle of centralized and unified management of sci-tech archives, establish and improve sci-tech archive work to achieve the requirements of completeness, accuracy, systematization, safety, and effective utilization of sci-tech archives.

各单位应当建立、健全科技文件材料的形成、积累、整理、归档制度，做到每一项科研、生产、基建等活动，都有完整、准确、系统的科技文件材料归档保存。

Each unit shall establish and improve a system for the formation, accumulation, organization, and archiving of scientific and technological document materials, ensuring that for each research, production, and construction activity, complete, accurate, and systematic scientific and technological document materials are archived for preservation.

各单位应当把科技文件材料的形成、积累、整理和归档纳入科技工作程序和科研、生产、基建等计划中，列入有关部门和有关人员的职责范围。

Each unit shall incorporate the formation, accumulation, organization, and archiving of scientific and technological document materials into the scientific and technological work procedures and plans for research, production, and construction, and include them in the scope of responsibilities of relevant departments and personnel.

各单位在对每一项科研成果、产品试制、基建工程或其他技术项目进行鉴定、验收的时候，要有科技档案部门参加，对应当归档的科技文件材料加以验收。没有完整、准确、系统的科技文件材料的项目，不能验收。

When each unit appraises and accepts each research achievement, product trial production, construction project, or other technical project, the sci-tech archive department shall participate and accept the scientific and technological document materials that should be archived. Projects without complete, accurate, and systematic scientific and technological document materials shall not be accepted.

一个科研课题、一个试制产品、一项工程或其他技术项目，在完成或告一段落以后，必须将所形成的科技文件材料加以系统整理，组成保管单位，填写保管期限，注明密级，由课题负责人、产品试制负责人、工程负责人等审查后，及时归档。

After a research topic, a trial product, a project, or other technical project is completed or reaches a stage, the formed scientific and technological document materials must be systematically organized into preservation units, with preservation periods filled in and classification levels indicated. After review by the person in charge of the research topic, product trial production, or project, they shall be promptly archived.

凡是需要归档的科技文件材料，都应当做到书写材料优良、字迹工整、图样清晰，有利于长久保存。

All scientific and technological document materials that need to be archived shall have good writing materials, neat handwriting, and clear drawings, conducive to long-term preservation.

科技档案部门有责任检查和协助科技人员做好科技文件材料的形成、积累、整理和归档的工作。

The sci-tech archive department has the responsibility to inspect and assist scientific and technical personnel in the formation, accumulation, organization, and archiving of scientific and technological document materials.

科技档案部门对接收来的科技档案，应当进行分类、编目、登记、统计和必要的加工整理。

The sci-tech archive department shall classify, catalog, register, count, and perform necessary processing and organization of the received sci-tech archives.

国务院所属各工业、交通、科研、基建等专业主管机关(以下简称专业主管机关)，应当拟定本专业系统的科技档案分类大纲。

The competent authorities of various industries, transportation, research, and capital construction under the State Council (hereinafter referred to as professional competent authorities) shall formulate a classification outline for sci-tech archives in their respective professional systems.

各单位应当建立和健全图纸更改、补充的制度。更改、补充图纸，必须履行审批手续。

Each unit shall establish and improve a system for modifying and supplementing drawings. Modifications and supplements to drawings must go through approval procedures.

科技档案部门应当及时地提供科技档案为科研、生产、基建等各项工作服务，并编制必要的检索工具和参考资料。

The sci-tech archive department shall promptly provide sci-tech archives to serve research, production, construction, and other work, and compile necessary retrieval tools and reference materials.

借阅和复制科技档案要有一定的批准手续。

Borrowing and copying sci-tech archives require certain approval procedures.

各单位应当定期对科技档案的密级进行审查，根据上级的规定，及时调整密级，扩大利用与交流的范围。

Each unit shall periodically review the classification levels of sci-tech archives, adjust classification levels in a timely manner according to higher-level regulations, and expand the scope of utilization and exchange.

科技档案部门对科技档案的利用效果，应当进行必要的调查和建立借阅档案的统计制度。

The sci-tech archive department shall conduct necessary investigations into the utilization effects of sci-tech archives and establish a statistical system for borrowing archives.

国务院所属各专业主管机关，应当编制本专业的科技档案保管期限表。科技档案的保管期限，分为永久、长期、定期三种。

The professional competent authorities under the State Council shall formulate a table of preservation periods for sci-tech archives in their respective professions. The preservation periods for sci-tech archives are divided into three types: permanent, long-term, and fixed-term.

各单位应当定期做好科技档案保存价值的鉴定工作。鉴定的方法是直接鉴定档案的内容。鉴定工作要在总工程师或科研负责人的领导下，由科技领导干部、熟悉有关专业的科技人员和科技档案人员共同进行。

Each unit shall periodically conduct appraisal of the preservation value of sci-tech archives. The appraisal method is to directly appraise the content of the archives. The appraisal work shall be carried out under the leadership of the chief engineer or research leader, jointly by scientific and technological leading cadres, scientific and technical personnel familiar with the relevant profession, and sci-tech archive personnel.

要销毁的科技档案，必须造具清册，经单位领导审定，报送上级主管机关备案。销毁科技档案，要指定监销人，防止失密。

For sci-tech archives to be destroyed, a detailed list must be prepared, reviewed and approved by the unit leader, and submitted to the higher competent authority for record. When destroying sci-tech archives, a supervisor shall be designated to prevent leakage of secrets.

保管科技档案必须有专用库房，库房内应当保持适当的温度和湿度，并有防盗、防火、防晒、防虫、防尘等安全措施。科技档案部门应当定期检查科技档案的保管状况。对破损或变质的档案，要及时修补和复制。

Special warehouses must be used for storing sci-tech archives. The warehouses shall maintain appropriate temperature and humidity, and have safety measures such as theft prevention, fire prevention, sun protection, insect prevention, and dust prevention. The sci-tech archive department shall periodically inspect the preservation status of sci-tech archives. Damaged or deteriorated archives shall be promptly repaired and copied.

科技档案部门对重要的科技档案应当复制副本，分别保存，以保证在非常情况下科技档案的安全和提供利用。

The scientific and technological archives department shall make duplicate copies of important scientific and technological archives and store them separately to ensure the safety and availability of scientific and technological archives under extraordinary circumstances.

引进技术和设备的档案，由引进单位的科技档案部门统一管理。

Archives of imported technology and equipment shall be managed uniformly by the scientific and technological archives department of the importing unit.

凡是几个单位分工协作完成的科技项目或工程，由主办单位保存一整套档案，协作单位除保存与自己承担任务有关的档案正本以外，应将复制本送交主办单位保存。

For any scientific and technological project or engineering completed through division of labor and cooperation among several units, the sponsoring unit shall keep a complete set of archives. Cooperating units, in addition to keeping the original archives related to their own tasks, shall submit copies to the sponsoring unit for preservation.

凡单位撤销或变动，以及建筑物、构筑物、设备、仪器等转移使用关系时，其档案要妥善整理，并经领导人批准后向接受单位办理交接手续。

When a unit is dissolved or undergoes changes, or when buildings, structures, equipment, instruments, etc., are transferred for use, the relevant archives shall be properly organized and, upon approval by the leader, a handover procedure shall be carried out with the receiving unit.

科技档案部门增添设备和用品的费用，分别从企业、事业单位的生产费、科研费或事业费中开支。

Expenses for adding equipment and supplies to the scientific and technological archives department shall be covered by the production costs, research funds, or operating expenses of the enterprise or institution.

新建的企业、事业单位，应当同时建设符合要求的科技档案库房。

Newly established enterprises and institutions shall simultaneously construct archive repositories that meet the requirements for scientific and technological archives.

国家档案局和各级档案管理机关应当加强对科技档案工作的指导、监督和检查。

The State Archives Administration and archives management authorities at all levels shall strengthen guidance, supervision, and inspection of scientific and technological archives work.

科技档案工作必须按专业实行统一管理。国务院所属的各专业主管机关和省、自治区、直辖市人民政府所属的各专业主管机关，应当建立相应的档案机构，加强对所属企业、事业单位科技档案工作的领导。

Scientific and technological archives work must be managed uniformly by profession. The competent professional authorities under the State Council and the competent professional authorities under the people's governments of provinces, autonomous regions, and municipalities directly under the Central Government shall establish corresponding archives institutions to strengthen leadership over the scientific and technological archives work of their subordinate enterprises and institutions.

国务院所属的各专业主管机关，根据需要建立专业档案馆，收集和保管本专业需要长期和永久保存的科技档案。

The competent professional authorities under the State Council shall, as needed, establish professional archives to collect and preserve scientific and technological archives that need to be kept for long-term or permanent preservation in their respective professions.

大中城市应当建立城市基本建设档案馆，收集和保管本城市应当长期和永久保存的基本建设档案。

Large and medium-sized cities shall establish urban infrastructure archives to collect and preserve infrastructure archives that need to be kept for long-term or permanent preservation in the city.

专业档案馆和城市基本建设档案馆是科学技术事业单位。

Professional archives and urban infrastructure archives are scientific and technological institutions.

大中型企业、事业单位要设立直属的科技档案机构；小型企业、事业单位可以设立单独的科技档案室，也可以设立文书档案和科技档案统一管理的档案室，或者配备专(兼)职人员管理。

Large and medium-sized enterprises and institutions shall establish directly affiliated scientific and technological archives institutions; small enterprises and institutions may establish separate scientific and technological archives rooms, or establish archives rooms that manage both administrative archives and scientific and technological archives in a unified manner, or assign full-time or part-time personnel to manage them.

各单位的科技档案工作，由领导生产、科研的负责人或者总工程师分工领导。

The scientific and technological archives work of each unit shall be led by the person in charge of production and scientific research or the chief engineer.

专业档案馆或各单位的科技档案机构，根据需要可以兼管科技资料工作。

Professional archives or scientific and technological archives institutions of units may, as needed, also manage scientific and technological materials.

国务院所属的各专业主管机关和省、自治区、直辖市人民政府所属的各专业主管机关都应当积极建设一支坚持社会主义道路，具有科技档案专业知识和懂得有关的科学技术，有一定工作能力的科技档案干部队伍。

The competent professional authorities under the State Council and the competent professional authorities under the people's governments of provinces, autonomous regions, and municipalities directly under the Central Government shall actively build a contingent of scientific and technological archives personnel who adhere to the socialist path, possess professional knowledge in scientific and technological archives, understand relevant science and technology, and have certain work capabilities.

科技档案干部要努力学习马列主义、毛泽东思想，认真执行国家的方针政策，刻苦钻研业务，不断总结经验，提高管理工作水平，积极为社会主义现代化建设服务。

Scientific and technological archives personnel shall diligently study Marxism-Leninism and Mao Zedong Thought, conscientiously implement national policies, study professional knowledge assiduously, continuously sum up experience, improve management levels, and actively serve socialist modernization.

各单位要给科技档案部门配备足够数量和能胜任工作的干部，还应当配备一定数量的科技干部，以保证工作的需要。

Each unit shall equip the scientific and technological archives department with a sufficient number of competent cadres, and shall also assign a certain number of scientific and technical cadres to ensure the needs of the work.

各单位要经常对科技档案干部进行保守国家机密的教育，检查遵守保密制度的情况。

Each unit shall regularly educate scientific and technological archives personnel on the protection of state secrets and inspect compliance with confidentiality regulations.

国务院所属的各专业主管机关和省、自治区、直辖市人民政府所属的各专业主管机关，可以根据本条例的精神，结合本系统、本地区科技档案工作情况，制定实施细则。

The competent professional authorities under the State Council and the competent professional authorities under the people's governments of provinces, autonomous regions, and municipalities directly under the Central Government may, in accordance with the spirit of these Regulations and in light of the actual conditions of scientific and technological archives work in their respective systems and regions, formulate implementation rules.

本条例自发布之日起施行。过去有关规定与本条例有抵触的，以本条例为准。

These Regulations shall come into force on the date of promulgation. Any previous provisions that conflict with these Regulations shall be superseded by these Regulations.
