总则
General Provisions
为维护中华人民共和国的主权、安全和社会秩序，便利出境、入境的人员和交通运输工具的通行，制定本条例。
These Regulations are formulated to safeguard the sovereignty, security and social order of the People's Republic of China and to facilitate the passage of persons and means of transportation exiting and entering the country.
出境、入境边防检查工作由公安部主管。
The exit and entry frontier inspection work shall be under the charge of the Ministry of Public Security.
中华人民共和国在对外开放的港口、航空港、车站和边境通道等口岸设立出境入境边防检查站(以下简称边防检查站)。
The People's Republic of China shall establish exit and entry frontier inspection stations (hereinafter referred to as frontier inspection stations) at ports open to foreign countries, including harbors, airports, railway stations, and border passages.
边防检查站为维护国家主权、安全和社会秩序，履行下列职责：
Frontier inspection stations shall perform the following duties to safeguard national sovereignty, security and social order:
(一)对出境、入境的人员及其行李物品、交通运输工具及其载运的货物实施边防检查；
(1) Conduct frontier inspection on persons exiting and entering the country, their luggage and articles, means of transportation exiting and entering the country, and the cargo carried thereon;
(二)按照国家有关规定对出境、入境的交通运输工具进行监护；
(2) Supervise means of transportation exiting and entering the country in accordance with relevant state regulations;
(三)对口岸的限定区域进行警戒，维护出境、入境秩序；
(3) Guard the restricted areas of ports and maintain order of exit and entry;
(四)执行主管机关赋予的和其他法律、行政法规规定的任务。
(4) Perform other tasks assigned by the competent authorities and prescribed by other laws and administrative regulations.
出境、入境的人员和交通运输工具，必须经对外开放的口岸或者主管机关特许的地点通行，接受边防检查、监护和管理。
Persons and transportation vehicles exiting or entering the country must pass through ports open to the outside world or locations specially permitted by the competent authorities, and undergo frontier inspection, surveillance, and management.
出境、入境的人员，必须遵守中华人民共和国的法律、行政法规。
Persons exiting or entering the country must abide by the laws and administrative regulations of the People's Republic of China.
边防检查人员必须依法执行公务。
Frontier inspection personnel must perform their duties in accordance with the law.
任何组织和个人不得妨碍边防检查人员依法执行公务。
No organization or individual may obstruct frontier inspection personnel from performing their duties in accordance with the law.
人员的检查和管理
Inspection and Management of Persons
出境、入境的人员必须按照规定填写出境、入境登记卡，向边防检查站交验本人的有效护照或者其他出境、入境证件(以下简称出境、入境证件)，经查验核准后，方可出境、入境。
Persons exiting or entering the country must fill in exit or entry registration cards as required, and submit their valid passports or other exit or entry documents (hereinafter referred to as exit or entry documents) to the frontier inspection station for inspection and verification before they may exit or enter the country.
出境、入境的人员有下列情形之一的，边防检查站有权阻止其出境、入境：
The frontier inspection station has the right to prevent the exit or entry of persons in any of the following circumstances:
(一)未持出境、入境证件的；
(1) Not holding exit or entry documents;
(二)持有无效出境、入境证件的；
(2) Holding invalid exit or entry documents;
(三)持用他人出境、入境证件的；
(3) Using another person's exit or entry documents;
(四)持用伪造或者涂改的出境、入境证件的；
(4) Using forged or altered exit or entry documents;
(五)拒绝接受边防检查的；
(5) Refusing to undergo frontier inspection;
(六)未在限定口岸通行的；
(6) Not passing through the designated port;
(七)国务院公安部门、国家安全部门通知不准出境、入境的；
(7) Persons notified by the public security department or the state security department of the State Council as not permitted to exit or enter;
(八)法律、行政法规规定不准出境、入境的。
(8) Persons not permitted to exit or enter as stipulated by laws or administrative regulations.
出境、入境的人员有前款第(三)项、第(四)项或者中国公民有前款第(七)项、第(八)项所列情形之一的，边防检查站可以扣留或者收缴其出境、入境证件。
If a person exiting or entering falls under item (3) or (4) of the preceding paragraph, or if a Chinese citizen falls under item (7) or (8) of the preceding paragraph, the frontier inspection station may detain or confiscate their exit or entry documents.
对交通运输工具的随行服务员工出境、入境的边防检查、管理，适用本条例的规定。但是，中华人民共和国与有关国家或者地区订有协议的，按照协议办理。
The provisions of these Regulations shall apply to the frontier inspection and management of accompanying service employees of transportation vehicles exiting and entering the country. However, if the People's Republic of China has concluded an agreement with the relevant country or region, the agreement shall prevail.
抵达中华人民共和国口岸的船舶的外国籍船员及其随行家属和香港、澳门、台湾船员及其随行家属，要求在港口城市登陆、住宿的，应当由船长或者其代理人向边防检查站申请办理登陆、住宿手续。
Foreign crew members of ships arriving at a port of the People's Republic of China, their accompanying family members, and crew members from Hong Kong, Macao, or Taiwan and their accompanying family members who wish to land and stay in the port city shall apply to the frontier inspection station through the captain or his agent for landing and accommodation procedures.
经批准登陆、住宿的船员及其随行家属，必须按照规定的时间返回船舶。登陆后有违法行为，尚未构成犯罪的，责令立即返回船舶，并不得再次登陆。
Crew members and their accompanying family members who have been approved to land and stay must return to the ship within the specified time. If they commit illegal acts after landing that do not constitute a crime, they shall be ordered to return to the ship immediately and shall not be allowed to land again.
从事国际航行船舶上的中国船员，凭本人的出境、入境证件登陆、住宿。
Chinese crew members on international voyage ships may land and stay using their own exit or entry documents.
申请登陆的人员有本条例第八条所列情形之一的，边防检查站有权拒绝其登陆。
For persons applying to go ashore who fall under any of the circumstances listed in Article 8 of these Regulations, the frontier inspection station has the right to refuse their landing.
上下外国船舶的人员，必须向边防检查人员交验出境、入境证件或者其他规定的证件，经许可后，方可上船、下船。口岸检查、检验单位的人员需要登船执行公务的，应当着制服并出示证件。
Persons boarding or leaving foreign ships must present their exit or entry documents or other prescribed documents to frontier inspection personnel, and may only board or leave the ship after obtaining permission. Personnel from port inspection and quarantine units who need to board a ship for official duties shall wear uniforms and present their identification.
中华人民共和国与毗邻国家(地区)接壤地区的双方公务人员、边境居民临时出境、入境的边防检查，双方订有协议的，按照协议执行；没有协议的，适用本条例的规定。
For temporary exit and entry frontier inspections of bilateral official personnel and border residents in areas adjacent to neighboring countries (regions) of the People's Republic of China, if an agreement exists between the two parties, the agreement shall be followed; in the absence of an agreement, the provisions of these Regulations shall apply.
毗邻国家的边境居民按照协议临时入境的，限于在协议规定范围内活动；需要到协议规定范围以外活动的，应当事先办理入境手续。
Border residents of neighboring countries who temporarily enter under an agreement shall be limited to activities within the scope stipulated in the agreement; if they need to engage in activities outside the agreed scope, they shall go through entry procedures in advance.
边防检查站认为必要时，可以对出境、入境的人员进行人身检查。人身检查应当由两名与受检查人同性别的边防检查人员进行。
When the frontier inspection station deems it necessary, it may conduct a personal search of persons exiting or entering the country. The personal search shall be conducted by two frontier inspection personnel of the same gender as the person being searched.
出境、入境的人员有下列情形之一的，边防检查站有权限制其活动范围，进行调查或者移送有关机关处理：
If persons exiting or entering the country fall under any of the following circumstances, the frontier inspection station has the right to restrict their scope of activities, conduct an investigation, or transfer them to the relevant authorities for handling:
(一)有持用他人出境、入境证件嫌疑的；
(1) Suspected of using another person's exit or entry documents;
(二)有持用伪造或者涂改的出境、入境证件嫌疑的；
(2) Suspected of using forged or altered exit or entry documents;
(三)国务院公安部门、国家安全部门和省、自治区、直辖市公安机关、国家安全机关通知有犯罪嫌疑的；
(3) Notified by the public security department of the State Council, the national security department, or the public security organs and national security organs of provinces, autonomous regions, or municipalities directly under the Central Government as being suspected of criminal activity;
(四)有危害国家安全、利益和社会秩序嫌疑的。
(4) Suspected of endangering national security, interests, or social order.
交通运输工具的检查和监护
Inspection and Supervision of Transportation Vehicles
出境、入境的交通运输工具离、抵口岸时，必须接受边防检查。对交通运输工具的入境检查，在最先抵达的口岸进行；出境检查，在最后离开的口岸进行。在特殊情况下，经主管机关批准，对交通运输工具的入境、出境检查，也可以在特许的地点进行。
When departing from or arriving at a port, outbound and inbound transportation vehicles must undergo frontier inspection. Entry inspection of transportation vehicles shall be conducted at the first port of arrival; exit inspection shall be conducted at the last port of departure. Under special circumstances, with the approval of the competent authority, entry and exit inspections of transportation vehicles may also be conducted at specially designated locations.
交通运输工具的负责人或者有关交通运输部门，应当事先将出境、入境的船舶、航空器、火车离、抵口岸的时间、停留地点和载运人员、货物情况，向有关的边防检查站报告。
The person in charge of a transportation vehicle or the relevant transportation department shall report in advance to the relevant frontier inspection station the time of departure or arrival, the place of stay, and the information on persons and cargo carried by the outbound or inbound vessel, aircraft, or train.
交通运输工具抵达口岸时，船长、机长或者其代理人必须向边防检查站申报员工和旅客的名单；列车长及其他交通运输工具的负责人必须申报员工和旅客的人数。
When a transportation vehicle arrives at a port, the captain, pilot, or their agent must submit to the frontier inspection station the list of crew and passengers; the train conductor and the person in charge of other transportation vehicles must report the number of crew and passengers.
对交通运输工具实施边防检查时，其负责人或者代理人应当到场协助边防检查人员进行检查。
When frontier inspection is conducted on a transportation vehicle, its person in charge or agent shall be present to assist the frontier inspection personnel in carrying out the inspection.
出境、入境的交通运输工具在中国境内必须按照规定的路线、航线行驶。外国船舶未经许可不得在非对外开放的港口停靠。
Outbound and inbound transportation vehicles must travel along prescribed routes and courses within Chinese territory. Foreign vessels are not allowed to berth at non-open ports without permission.
出境的交通运输工具自出境检查后到出境前，入境的交通运输工具自入境后到入境检查前，未经边防检查站许可，不得上下人员、装卸物品。
From the time of exit inspection to departure for outbound transportation vehicles, and from entry to entry inspection for inbound transportation vehicles, no persons may board or disembark, and no articles may be loaded or unloaded without the permission of the frontier inspection station.
中国船舶需要搭靠外国船舶的，应当由船长或者其代理人向边防检查站申请办理搭靠手续；未办理手续的，不得擅自搭靠。
If a Chinese vessel needs to moor alongside a foreign vessel, the captain or his agent shall apply to the frontier inspection station for mooring procedures; without completing the procedures, mooring is not allowed.
边防检查站对处于下列情形之一的出境、入境交通运输工具，有权进行监护：
Frontier inspection stations have the authority to supervise outbound and inbound transportation vehicles under any of the following circumstances:
(一)离、抵口岸的火车、外国船舶和中国客船在出境检查后到出境前、入境后到入境检查前和检查期间；
(1) Trains arriving at or departing from ports, foreign vessels, and Chinese passenger ships during the period from exit inspection to departure, from entry to entry inspection, and during the inspection process;
(二)火车及其他机动车辆在国(边)界线距边防检查站较远的区域内行驶期间；
(2) During the period when trains and other motor vehicles are traveling within the area far from the border inspection station on the national boundary (border line);
(三)外国船舶在中国内河航行期间；
(3) During the period when foreign vessels are navigating in China's inland waters;
(四)边防检查站认为有必要进行监护的其他情形。
(4) Other circumstances where the border inspection station deems it necessary to carry out supervision.
对随交通运输工具执行监护职务的边防检查人员，交通运输工具的负责人应当提供必要的办公、生活条件。
For border inspection personnel performing escort duties on transportation vehicles, the person in charge of the transportation vehicle shall provide necessary office and living conditions.
被监护的交通运输工具和上下该交通运输工具的人员应当服从监护人员的检查。
The transportation vehicle under escort and persons boarding or alighting from such vehicle shall submit to inspection by the escort personnel.
未实行监护措施的交通运输工具，其负责人应当自行管理，保证该交通运输工具和员工遵守本条例的规定。
For transportation vehicles not subject to escort measures, their persons in charge shall manage them on their own, ensuring that such vehicles and their crew comply with the provisions of these Regulations.
发现出境、入境的交通运输工具载运不准出境、入境人员，偷越国(边)境人员及未持有效出境、入境证件的人员的，交通运输工具负责人应当负责将其遣返，并承担由此发生的一切费用。
If a departing or entering transportation vehicle is found to be carrying persons not permitted to exit or enter the country, persons illegally crossing the national boundary (border line), or persons without valid exit or entry documents, the person in charge of the transportation vehicle shall be responsible for repatriating them and shall bear all expenses incurred thereby.
出境、入境的交通运输工具有下列情形之一的，边防检查站有权推迟或者阻止其出境、入境：
If a departing or entering transportation vehicle falls under any of the following circumstances, the border inspection station has the right to delay or prevent its departure or entry:
(一)离、抵口岸时，未经边防检查站同意，擅自出境、入境的；
(1) When leaving or arriving at a port, it departs or enters without the consent of the border inspection station;
(二)拒绝接受边防检查、监护的；
(2) It refuses to undergo border inspection or escort;
(三)被认为载有危害国家安全、利益和社会秩序的人员或者物品的；
(3) Those deemed to carry persons or articles that endanger national security, interests, and social order;
(四)被认为载有非法出境、入境人员的；
(4) Those deemed to carry persons illegally exiting or entering the country;
(五)拒不执行边防检查站依法作出的处罚或者处理决定的；
(5) Those that refuse to execute the penalties or handling decisions lawfully made by the frontier inspection station;
(六)未经批准擅自改变出境、入境口岸的。
(6) Those that change the exit or entry port without approval.
边防检查站在前款所列情形消失后，对有关交通运输工具应当立即放行。
After the circumstances listed in the preceding paragraph disappear, the frontier inspection station shall immediately release the relevant transport vehicle.
出境、入境的船舶、航空器，由于不可预见的紧急情况或者不可抗拒的原因，驶入对外开放口岸以外地区的，必须立即向附近的边防检查站或者当地公安机关报告并接受检查和监护；在驶入原因消失后，必须立即按照通知的时间和路线离去。
If a departing or entering vessel or aircraft, due to unforeseen emergency or force majeure, enters an area other than an open port, it must immediately report to the nearest frontier inspection station or local public security organ and accept inspection and custody; after the cause of entry disappears, it must immediately depart according to the notified time and route.
行李物品、货物的检查
Inspection of Luggage, Articles, and Goods
边防检查站根据维护国家安全和社会秩序的需要，可以对出境、入境人员携带的行李物品和交通运输工具载运的货物进行重点检查。
The frontier inspection station may, based on the need to maintain national security and social order, conduct focused inspections on luggage and articles carried by exiting or entering persons and goods carried by transport vehicles.
出境、入境的人员和交通运输工具不得携带、载运法律、行政法规规定的危害国家安全和社会秩序的违禁物品；携带、载运违禁物品的，边防检查站应当扣留违禁物品，对携带人、载运违禁物品的交通运输工具负责人依照有关法律、行政法规的规定处理。
Exiting or entering persons and transport vehicles shall not carry or transport prohibited articles that endanger national security and social order as stipulated by laws and administrative regulations; if prohibited articles are carried or transported, the frontier inspection station shall confiscate them and handle the carrier or the person in charge of the transport vehicle carrying the prohibited articles in accordance with relevant laws and administrative regulations.
任何人不得非法携带属于国家秘密的文件、资料和其他物品出境；非法携带属于国家秘密的文件、资料和其他物品的，边防检查站应当予以收缴，对携带人依照有关法律、行政法规规定处理。
No person may illegally carry documents, materials, or other articles classified as state secrets out of the country; if such items are illegally carried, the frontier inspection station shall seize them and handle the carrier in accordance with relevant laws and administrative regulations.
出境、入境的人员携带或者托运枪支、弹药，必须遵守有关法律、行政法规的规定，向边防检查站办理携带或者托运手续；未经许可，不得携带、托运枪支、弹药出境、入境。
Persons exiting or entering the country who carry or consign firearms or ammunition must comply with relevant laws and administrative regulations, and go through the carrying or consignment procedures at the frontier inspection station; without permission, firearms or ammunition may not be carried or consigned out of or into the country.
处罚
Penalties
对违反本条例规定的处罚，由边防检查站执行。
Penalties for violations of these Regulations shall be executed by the frontier inspection station.
出境、入境的人员有下列情形之一的，处以500元以上2000元以下的罚款或者依照有关法律、行政法规的规定处以拘留：
Persons exiting or entering the country who fall under any of the following circumstances shall be fined not less than 500 yuan but not more than 2,000 yuan, or be detained in accordance with relevant laws and administrative regulations:
(一)未持出境、入境证件的；
(1) Not holding exit or entry documents;
(二)持用无效出境、入境证件的；
(2) Holding invalid exit or entry documents;
(三)持用他人出境、入境证件的；
(3) Holding another person's exit or entry documents;
(四)持用伪造或者涂改的出境、入境证件的。
(4) Holding forged or altered exit or entry documents.
协助他人非法出境、入境，情节轻微尚不构成犯罪的，处以2000元以上10000元以下的罚款；有非法所得的，没收非法所得。
Whoever assists others in illegally exiting or entering the country, if the circumstances are minor and do not constitute a crime, shall be fined not less than 2,000 yuan but not more than 10,000 yuan; if there is illegal income, the illegal income shall be confiscated.
未经批准携带或者托运枪支、弹药出境、入境的，没收其枪支、弹药，并处以1000元以上5000元以下的罚款。
Whoever carries or consigns firearms or ammunition out of or into the country without approval shall have their firearms or ammunition confiscated and be fined not less than 1,000 yuan but not more than 5,000 yuan.
有下列情形之一的，处以警告或者500元以下罚款：
Under any of the following circumstances, a warning or a fine of not more than 500 yuan shall be imposed:
(一)未经批准进入口岸的限定区域或者进入后不服从管理，扰乱口岸管理秩序的；
(1) Entering the restricted area of the port without approval, or failing to obey management after entry, disrupting the port management order;
(二)污辱边防检查人员的；
(2) Insulting frontier inspection personnel;
(三)未经批准或者未按照规定登陆、住宿的。
(3) Landing or staying overnight without approval or without complying with regulations.
出境、入境的交通运输工具载运不准出境、入境人员，偷越国(边)境人员及未持有效出境、入境证件的人员出境、入境的，对其负责人按每载运一人处以5000元以上10000元以下的罚款。
If a departing or arriving transportation vehicle carries persons who are not allowed to exit or enter, persons who illegally cross the national (border) boundary, or persons without valid exit or entry documents, the person in charge shall be fined not less than 5,000 yuan but not more than 10,000 yuan for each person carried.
交通运输工具有下列情形之一的，对其负责人处以10000元以上30000元以下的罚款：
If a transportation vehicle falls under any of the following circumstances, the person in charge shall be fined not less than 10,000 yuan but not more than 30,000 yuan:
(一)离、抵口岸时，未经边防检查站同意，擅自出境、入境的；
(1) Departing from or arriving at the port without the consent of the frontier inspection station, and exiting or entering without authorization;
(二)未按照规定向边防检查站申报员工、旅客和货物情况的，或者拒绝协助检查的；
(2) Failing to declare the information of crew, passengers, and cargo to the frontier inspection station as required, or refusing to assist in inspection;
(三)交通运输工具在入境后到入境检查前、出境检查后到出境前，未经边防检查站许可，上下人员、装卸物品的。
(3) Boarding or disembarking persons, or loading or unloading goods, without the permission of the frontier inspection station, after the transportation vehicle has entered the country but before entry inspection, or after exit inspection but before departure.
交通运输工具有下列情形之一的，对其负责人给予警告并处500元以上5000元以下的罚款：
If a transportation vehicle falls under any of the following circumstances, the person in charge shall be given a warning and concurrently fined not less than 500 yuan but not more than 5,000 yuan:
(一)出境、入境的交通运输工具在中国境内不按照规定的路线行驶的；
(1) Exit or entry transportation vehicles that do not follow the prescribed routes within Chinese territory;
(二)外国船舶未经许可停靠在非对外开放港口的；
(2) Foreign ships that berth at non-open ports without permission;
(三)中国船舶未经批准擅自搭靠外国籍船舶的。
(3) Chinese ships that moor alongside foreign ships without approval.
出境、入境的船舶、航空器，由于不可预见的紧急情况或者不可抗拒的原因，驶入对外开放口岸对外地区，没有正当理由不向附近边防检查站或者当地公安机关报告的；或者在驶入原因消失后，没有按照通知的时间和路线离去的，对其负责人处以10000元以下的罚款。
If an exit or entry ship or aircraft, due to unforeseeable emergency or force majeure, enters an area outside an open port or airport and fails to report to the nearest frontier inspection station or local public security organ without justifiable reason, or fails to depart according to the notified time and route after the cause of entry disappears, the person in charge shall be fined not more than 10,000 yuan.
边防检查站执行罚没款处罚，应当向被处罚人出具收据。罚没款应当按照规定上缴国库。
When imposing a fine or confiscation penalty, the frontier inspection station shall issue a receipt to the penalized person. The fines and confiscated money shall be turned over to the state treasury in accordance with regulations.
出境、入境的人员违反本条例的规定，构成犯罪的，依法追究刑事责任。
If an exit or entry person violates the provisions of these Regulations and constitutes a crime, criminal liability shall be pursued according to law.
被处罚人对边防检查站作出的处罚决定不服的，可以自接到处罚决定书之日起15日内，向边防检查站所在地的县级公安机关申请复议；有关县级公安机关应当自接到复议申请书之日起15日内作出复议决定；被处罚人对复议决定不服的，可以自接到复议决定书之日起15日内，向人民法院提起诉讼。
If a penalized person is dissatisfied with the penalty decision made by the frontier inspection station, they may, within 15 days from the date of receiving the penalty decision, apply for reconsideration to the county-level public security organ at the location of the frontier inspection station; the relevant county-level public security organ shall make a reconsideration decision within 15 days from the date of receiving the reconsideration application; if the penalized person is dissatisfied with the reconsideration decision, they may, within 15 days from the date of receiving the reconsideration decision, file a lawsuit with the people's court.
附则
Supplementary Provisions
对享有外交特权与豁免权的外国人入境、出境的边防检查，法律有特殊规定的，从其规定。
Where there are special legal provisions regarding frontier inspection for the entry and exit of foreigners enjoying diplomatic privileges and immunities, those provisions shall prevail.
外国对中华人民共和国公民和交通运输工具入境、过境、出境的检查和管理有特别规定的，边防检查站可以根据主管机关的决定采取相应的措施。
If a foreign country has special provisions on the inspection and management of the entry, transit, and exit of Chinese citizens and transportation vehicles, the frontier inspection station may take corresponding measures according to the decision of the competent authority.
对往返香港、澳门、台湾的中华人民共和国公民和交通运输工具的边防检查，适用本条例的规定；法律、行政法规有专门规定的，从其规定。
Frontier inspection of Chinese citizens and transportation vehicles traveling to and from Hong Kong, Macau, and Taiwan shall be governed by the provisions of these Regulations; where laws or administrative regulations provide otherwise, those provisions shall prevail.
本条例下列用语的含义：
For the purposes of these Regulations, the following terms shall have the meanings ascribed to them:
“出境、入境的人员”，是指一切离开、进入或者通过中华人民共和国国(边)境的中国籍、外国籍和无国籍人；
"Exit and entry personnel" means all Chinese, foreign, and stateless persons who leave, enter, or pass through the national (border) frontier of the People's Republic of China;
“出境、入境的交通运输工具”，是指一切离开、进入或者通过中华人民共和国国(边)境的船舶、航空器、火车和机动车辆、非机动车辆以及驮畜；
"Exit and entry transportation vehicles" means all vessels, aircraft, trains, motor vehicles, non-motor vehicles, and pack animals that leave, enter, or pass through the national (border) frontier of the People's Republic of China;
“员工”，是指出境、入境的船舶、航空器、火车和机动车辆的负责人、驾驶员、服务员和其他工作人员。
"Crew members" means the persons in charge, drivers, attendants, and other staff of vessels, aircraft, trains, and motor vehicles that exit or enter the country.
本条例自1995年9月1日起施行。1952年7月29日中央人民政府政务院批准实施的《出入国境治安检查暂行条例》和1965年4月30日国务院发布的《边防检查条例》同时废止。
These Regulations shall come into force as of September 1, 1995. The Interim Regulations on Exit and Entry Security Inspection approved by the Government Administration Council of the Central People's Government on July 29, 1952, and the Frontier Inspection Regulations promulgated by the State Council on April 30, 1965, shall be simultaneously abolished.
