为了适应我国对外开放政策的需要，简化外国人去各地旅行的审批手续，本着既要维护国家安全，保守国家机密，又要有步骤地适当放宽对外国人旅行限制的精神，特规定如下：
In order to meet the needs of China's opening-up policy, simplify the approval procedures for foreigners traveling to various places, and with the spirit of both safeguarding national security and protecting state secrets while gradually and appropriately relaxing restrictions on foreign travel, the following provisions are hereby made:
一、开放地区应具备的条件
I. Conditions for Open Areas
1．有开放价值，能吸引外国人去的名胜、古迹旅游点、风景区或有对外贸易、文化、科技交流的大、中城市； 2．社会治安稳定，交通情况良好； 3．有接待条件(包括翻译导游和住宿、汽车、副食供应等); 4．非军事禁区。
1. Have scenic spots, historical sites, tourist attractions, or scenic areas of value that can attract foreigners, or large and medium-sized cities with foreign trade, cultural, or scientific exchanges; 2. Social security is stable and traffic conditions are good; 3. Have reception conditions (including translation and guide services, accommodation, vehicles, non-staple food supply, etc.); 4. Not a military restricted zone.
二、开放地区的审批手续
II. Approval Procedures for Open Areas
凡具备开放条件的地区，由省、自治区、直辖市人民政府商有关大军区同意，报国务院批准，作为全国对外开放地区；凡因自然灾害或重要军事行动等原因，对某些开放城市或地区需要封闭的，由省、自治区、直辖市人民政府和大军区报国务院、中央军委审批。
For areas that meet the conditions for opening, the people's government of the province, autonomous region, or municipality directly under the Central Government shall consult with the relevant major military region and report to the State Council for approval as areas open to the whole country; for areas that need to be closed due to natural disasters or important military operations, the people's government of the province, autonomous region, or municipality directly under the Central Government and the major military region shall report to the State Council and the Central Military Commission for approval.
地区的开放或封闭的审批工作，由公安部承办并汇总公布。
The approval work for the opening or closing of areas shall be undertaken by the Ministry of Public Security, which will also compile and publish the information.
三、外国人旅行地区分为以下几类：
III. Foreigners' travel areas are divided into the following categories:
1．甲类地区：外国人前往这类地区，不办旅行证，不需事先通知。现确定为二十九个市、县：
1. Category A areas: Foreigners traveling to such areas do not need a travel permit and do not need to notify in advance. Currently, 29 cities and counties are designated:

2．乙类地区(见附表)：是指除甲类地区外，已经对外开放、控制开放和新增加开放的地区。外国人前往这类地区，仍需办旅行证，一般均可批准。
2. Category B areas (see appendix): These refer to areas that are already open, controlled open, or newly added open areas, excluding Category A areas. Foreigners traveling to such areas still need a travel permit, but approval is generally granted.
3．丙类地区：是指一般性非开放地区，有外国人经常去考察、进行科技交流、现场施工等公务活动的地区。这些地区，可准许有关的外国人前往，但要办旅行证。这类地区的名单，由各大军区审核同意，公安部汇总通报有关部门和各地公安机关掌握。
3. Category C areas: These refer to generally non-open areas where foreigners frequently go for business activities such as surveys, scientific exchanges, or on-site construction. Such areas may permit relevant foreigners to enter, but a travel permit is required. The list of such areas shall be reviewed and approved by each major military region, and the Ministry of Public Security shall compile and notify relevant departments and public security organs at all levels.
4．丁类地区：是指除甲、乙、丙三类地区以外的其它非开放地区。外国人因特殊情况需要去这类地区的，接待单位要事先征得前往地的省、自治区人民政府和大军区的同意，然后向公安机关申领旅行证，方可前往。
4. Category D areas: These refer to other non-open areas except for Categories A, B, and C. If foreigners need to go to such areas for special reasons, the receiving unit must first obtain consent from the provincial government of the destination and the major military region, then apply for a travel permit from the public security organ before proceeding.
四、甲、乙类地区内如有重要军事设施，则应划为非开放范围。
IV. If there are important military installations within Category A or B areas, such areas shall be designated as non-open areas.
五、各国驻华外交代表机关和国际组织驻华机构人员的旅行，一般按本规定办理。必要时，视有关国家对我驻外人员的旅行是否限制而采取对等措施。
V. Travel by personnel of foreign diplomatic missions and international organizations in China shall generally be handled in accordance with these provisions. When necessary, reciprocal measures may be taken based on whether the relevant country restricts travel by our diplomatic personnel.
六、外国人旅行，除北京到天津之间允许乘自备汽车外，其他地区不准乘自备交通工具。
VI. For foreign travel, private vehicles are only permitted between Beijing and Tianjin; private transportation is not allowed in other areas.
七、外国人在非开放地区的活动，接待单位或有关人员应按事先规定的路线和范围安排，不得随意改变。
VII. When foreigners engage in activities in non-open areas, the receiving unit or relevant personnel shall arrange activities according to the pre-determined route and scope, and shall not change them arbitrarily.
八、凡在非开放地区选定与外国合资、合办、考察项目，涉及几个省、自治区、直辖市的，事先要征求公安部的意见；其中在一个大军区范围内的，应征得所在大军区的同意；超出一个大军区范围的，还应征求总参谋部的意见，尔后按规定报批。
VIII. For projects involving joint ventures, cooperative ventures, or surveys with foreigners in non-open areas that involve multiple provinces, autonomous regions, or municipalities directly under the Central Government, the opinion of the Ministry of Public Security shall be sought in advance; if within the scope of one major military region, the consent of that major military region shall be obtained; if beyond the scope of one major military region, the opinion of the General Staff Department shall also be sought, and then the matter shall be reported for approval according to regulations.
九、外籍华人去非开放地区探亲、旅行，按一九八○年国务院、中央军委批准的公安部《关于取消对海外华侨、港澳同胞旅行限制的请示》的规定办理。
Foreign nationals of Chinese origin who wish to visit relatives or travel in non-open areas shall be handled in accordance with the provisions of the 'Request for Cancellation of Travel Restrictions on Overseas Chinese and Compatriots from Hong Kong and Macao' approved by the State Council and the Central Military Commission in 1980.
十、凡涉及国家安全的地区、单位，都要做好保密工作。凡涉及国家安全的地段和部位以及国家列为重点保护的珍贵文物，不准摄影、录像的，应事先向陪同人员和外国人宣布。
For all areas and units involving national security, confidentiality work must be carried out properly. For sections and locations involving national security and precious cultural relics listed as key national protection, where photography and video recording are prohibited, this shall be announced in advance to accompanying personnel and foreigners.
十一、本规定自批准之日起施行。过去有关规定与本规定有抵触的，以本规定为准。
These regulations shall come into force on the date of approval. In case of conflict with previous relevant provisions, these regulations shall prevail.
