一、专业技术职务聘任制度的基本内容
I. Basic Content of the Professional Technical Position Appointment System
专业技术职务是根据实际工作需要设置的有明确职责、任职条件和任期，并需要具备专门的业务知识和技术水平才能担负的工作岗位，不同于一次获得后而终身拥有的学位、学衔等各种学术、技术称号。
A professional technical position is a job position established based on actual work needs, with clear responsibilities, qualification requirements, and a term of office, requiring specialized professional knowledge and technical proficiency. It differs from academic or technical titles such as degrees or academic ranks, which are obtained once and held for life.
建立专业技术职务聘任制度，应当根据实际需要设置专业技术工作岗位，规定明确的职责和任职条件；在定编定员的基础上，确定高、中、初级专业技术职务的合理结构比例；由行政领导在经过评审委员会评定的、符合相应条件的专业技术人员中聘任；有一定的任期，在任职期间领取专业技术职务工资。
To establish the professional technical position appointment system, professional technical job positions should be set according to actual needs, with clearly defined responsibilities and qualification requirements. On the basis of fixed staffing and personnel quotas, a reasonable structural ratio of senior, intermediate, and junior professional technical positions shall be determined. Administrative leaders shall appoint professional technical personnel who have been evaluated by an evaluation committee and meet the corresponding conditions. Appointments have a fixed term, and during the term of office, the appointee receives a salary corresponding to the professional technical position.
二、专业技术职务的设置
II. Establishment of Professional Technical Positions
1．专业技术职务系列由国务院有关部门根据需要提出，经中央职称改革领导小组审核后报国务院批准。国务院委托专业技术职务系列的主管部门制订有关条例及实施意见，其内容应包括职务的名称、档次(或等级)、适用范围、高中初级专业技术职务的合理结构比例、岗位职责、任职条件、任期、评审和聘任办法、审批权限等，报送中央职称改革领导小组批准试行，经过一段实践，总结经验，进一步修改后，报国务院正式发布。
1. Professional technical position series shall be proposed by the relevant departments of the State Council based on needs, reviewed by the Central Leading Group for Professional Title Reform, and submitted to the State Council for approval. The State Council entrusts the competent departments of the professional technical position series to formulate relevant regulations and implementation opinions, which shall include the name of the position, grade (or level), scope of application, reasonable structural ratio of senior, intermediate, and junior professional technical positions, job responsibilities, qualification requirements, term of office, evaluation and appointment methods, approval authority, etc. These shall be submitted to the Central Leading Group for Professional Title Reform for approval and trial implementation. After a period of practice and experience summarization, further revisions shall be made before formal promulgation by the State Council.
2．各单位根据专业技术工作的实际需要，提出本单位选用专业技术职务系列和职务设置的意见，属于国务院各部门直属事业单位的，由各部门核准；属于地方的，由地方职称改革领导小组核准。
2. Each unit shall, based on the actual needs of professional technical work, propose opinions on the selection of professional technical position series and the establishment of positions. For units directly under the departments of the State Council, the opinions shall be approved by the respective departments; for local units, the opinions shall be approved by the local leading group for professional title reform.
3．直接从事专业技术管理工作的部门设置专业技术职务问题，由中央职称改革领导小组另行规定，报国务院批准。
3. The issue of establishing professional technical positions in departments directly engaged in professional technical management shall be separately stipulated by the Central Leading Group for Professional Title Reform and submitted to the State Council for approval.
三、任职基本条件
III. Basic Qualification Requirements
1．热爱祖国，遵守宪法和法律，积极为我国四化建设贡献自己的力量。
1. Love the motherland, abide by the Constitution and laws, and actively contribute to the country's Four Modernizations.
2．具备履行相应职责的实际工作能力和业务知识。
2. Possess the practical work ability and professional knowledge necessary to perform the corresponding duties.
3．担任高级、中级、初级专业技术职务一般应相应具备大学本科、大专、中专毕业的学历。各专业技术职务系列可以根据各自的特点，提出各级职务的不同学历要求。
3. To hold senior, intermediate, or junior professional technical positions, one should generally have a university undergraduate, college, or secondary specialized school degree, respectively. Each professional technical position series may propose different educational requirements for each level based on its own characteristics.
对虽然不具备上述规定学历，但确有真才实学、成绩显著、贡献突出、符合任职条件的专业技术人员，也可根据需要聘任相应的专业技术职务。
For professional technical personnel who do not meet the above educational requirements but have genuine talent, remarkable achievements, outstanding contributions, and meet the qualification conditions, they may also be appointed to corresponding professional technical positions as needed.
4．身体健康，能坚持正常工作。

四、各级专业技术职务结构比例及工资额的确定
IV. Determination of Structural Ratios and Salary Amounts for Professional Technical Positions at All Levels
1．专业技术职务设高、中、初三级，也可以只设中、初两级或只设初级。
1. Professional technical positions are divided into senior, intermediate, and junior levels, or may only have intermediate and junior levels, or only junior level.
专业技术职务的数量在国家规定的编制范围内有一定的限额，不同类别的单位和专业技术职务在不同档次之间应各有合理的结构比例。
The number of professional technical positions is limited within the staffing quota prescribed by the state. Different types of units and different levels of professional technical positions should each have a reasonable structural ratio.
2．国务院各部门和各省、自治区、直辖市应在国家批准的编制和各专业技术职务系列主管部委规定的限额比例内，确定本部门、本地区所属事业单位各类专业技术职务的结构比例。
2. The departments of the State Council and the people's governments of provinces, autonomous regions, and municipalities directly under the Central Government shall, within the staffing quotas approved by the state and the quota ratios prescribed by the competent departments of each professional technical position series, determine the structural ratios of various types of professional technical positions in their subordinate institutions.
国务院各部门和各省、自治区、直辖市人民政府各工作部门，在劳动人事部会同国家科委提出并经国务院批准的国家机关专业技术职务的总结构比例内，提出本机关内各级专业技术职务的结构比例。属于国务院各部门的，报劳动人事部核定并报国家科委备案；属于省、自治区、直辖市人民政府工作部门的，报同级劳动人事部门核定并报同级科委备案。省、自治区、直辖市人民政府工作部门的高级职务的比例限额应低于国务院各部门高级职务的限额。
The departments of the State Council and the working departments of the people's governments of provinces, autonomous regions, and municipalities directly under the Central Government shall, within the overall structural ratio of professional technical positions in state organs proposed by the Ministry of Labor and Personnel jointly with the State Science and Technology Commission and approved by the State Council, propose the structural ratios of professional technical positions at all levels within their own organs. For those belonging to the departments of the State Council, the ratios shall be submitted to the Ministry of Labor and Personnel for verification and to the State Science and Technology Commission for recordation; for those belonging to the working departments of the people's governments of provinces, autonomous regions, and municipalities directly under the Central Government, the ratios shall be submitted to the labor and personnel department at the same level for verification and to the science and technology commission at the same level for recordation. The proportion limit for senior positions in the working departments of the people's governments of provinces, autonomous regions, and municipalities directly under the Central Government shall be lower than that for senior positions in the departments of the State Council.
3．专业技术职务各档次(或等级)对应的职务工资标准，报劳动人事部核准。
3. The salary standards corresponding to each grade (or level) of professional technical positions shall be submitted to the Ministry of Labor and Personnel for approval.
国家机关和事业单位实行专业技术职务聘任制所需的增资额，均应在劳动人事部规定的增资指标内核定，未经批准不得突破。
The additional salary amounts required for state organs and institutions to implement the professional technical position appointment system shall be verified within the salary increase targets prescribed by the Ministry of Labor and Personnel, and no approval shall be exceeded without authorization.
五、专业技术职务评审委员会
V. Professional Technical Position Evaluation Committees
评审委员会是负责评议、审定专业技术人员是否符合相应专业技术职务任职条件的组织。评审委员会应以民主程序进行工作。
An evaluation committee is an organization responsible for evaluating and determining whether professional technical personnel meet the qualification requirements for corresponding professional technical positions. The evaluation committee shall work in accordance with democratic procedures.
各部门和地方可根据实际需要分别建立高级、中级、初级职务评审委员会。评审委员会应由具有较高的专业技术水平或担任较高专业技术职务、作风正派、办事公道的专业技术人员组成，其中中、青年应占一定比例。评审委员会可以是常设的，也可以在需要时临时组成。评审委员会的人选由本单位专业技术人员酝酿推荐，单位专业技术负责人提名，经单位领导批准。中级职务评审委员会人选，还须报上一级主管部门批准。高级职务评审委员会一般应由国务院各部门和各省、自治区、直辖市组建，国务院各部门和各省、自治区、直辖市也可授权确实具备评审条件的下属单位直接组建，报部门或省、自治区、直辖市批准。本单位专业技术力量薄弱，不能成立评审委员会的，可以由上一级组织的评审委员会或聘请外单位专家与本单位专家共同组成的评审委员会承担评审任务。
Each department and locality may establish senior, intermediate, and junior evaluation committees as needed. The evaluation committee shall be composed of professional technical personnel with high professional technical levels or holding higher professional technical positions, who are upright and fair. Young and middle-aged members should account for a certain proportion. The evaluation committee may be permanent or formed temporarily when needed. The candidates for the evaluation committee shall be deliberated and recommended by the professional technical personnel of the unit, nominated by the professional technical leader of the unit, and approved by the unit leader. The candidates for the intermediate evaluation committee must also be approved by the higher competent department. The senior evaluation committee shall generally be established by the departments of the State Council and the people's governments of provinces, autonomous regions, and municipalities directly under the Central Government. The departments of the State Council and the people's governments of provinces, autonomous regions, and municipalities directly under the Central Government may also authorize subordinate units that indeed meet the evaluation conditions to directly establish such committees, subject to approval by the department or province, autonomous region, or municipality. If a unit's professional technical strength is weak and cannot establish an evaluation committee, the evaluation task may be undertaken by an evaluation committee organized by a higher level or by a committee composed of experts from outside the unit and experts from the unit.
六、聘任和任命
VI. Appointment and Designation
1．事业单位的专业技术职务一般实行聘任制。事业单位的各级专业技术职务，由行政领导在经过评审委员会评定的符合相应任职条件的专业技术人员中聘任。行政领导应向被聘任的专业技术人员颁发聘书，双方签订聘约。
1. Professional technical positions in public institutions generally adopt an appointment system. Administrative leaders shall appoint professional technical personnel who have been evaluated by an evaluation committee as meeting the correspondinghold a post conditions. The administrative leader shall issue an appointment letter to the appointed professional technical personnel, and both parties shall sign an appointment contract.
2．三线、边远地区和不具备聘任条件的事业单位可以实行任命制，但应创造条件逐步实行聘任制。各级国家机关的专业技术职务实行任命制。实行任命制的部门和单位应按干部管理权限，由行政领导向被任命的专业技术人员颁发任命书。实行任命制的部门和单位的各级专业技术人员也须经过评审委员会评审，符合相应任职条件。
2. Public institutions in third-front, remote areas, or those that do not meet the conditions for appointment may adopt a designation system, but should gradually transition to an appointment system. Professional technical positions in state organs at all levels adopt a designation system. Departments and units implementing the designation system shall, in accordance with the authority over cadre management, issue a designation letter to the designated professional technical personnel by the administrative leader. Professional technical personnel at all levels in departments and units implementing the designation system must also be evaluated by an evaluation committee and meet the correspondinghold a post conditions.
3．专业技术职务的聘任或任命都不是终身的，应有一定的任期，每一任期一般不超过五年。如工作需要，可以连聘连任。
3. The appointment or designation of professional technical positions is not lifelong and shall have a certain term, generally not exceeding five years. If work requires, they may be reappointed or redesignated consecutively.
4．聘任或任命单位对受聘或被任命的专业技术人员的业务水平、工作态度和成绩，应进行定期或不定期的考核。考核成绩记入考绩档案，作为提职、调薪、奖惩和能否续聘或任命的依据。
4. The appointing or designating unit shall conduct regular or irregular assessments of the professional level, work attitude, and performance of the appointed or designated professional technical personnel. Assessment results shall be recorded in the performance file and serve as the basis for promotion, salary adjustment, rewards and punishments, and whether to renew the appointment or designation.
七、行政人员与专业技术人员相互兼任职务的问题
VII. Issues of Concurrent Positions between Administrative Personnel and Professional Technical Personnel
1．行政领导一般不兼任专业技术职务。确需兼任的，必须经评审委员会确认符合相应职务任职条件，并按规定的手续聘任。兼职人员应履行相应的职责。
1. Administrative leaders generally should not concurrently hold professional technical positions. If truly necessary, they must be confirmed by the evaluation committee as meeting the correspondinghold a post conditions and be appointed through the prescribed procedures. Concurrent personnel shall fulfill corresponding duties.
2．专业技术人员兼任行政领导职务的，任职期间的工资待遇，在专业技术职务工资和行政职务工资中，按较高的职务工资标准执行。
2. For professional technical personnel concurrently holding administrative leadership positions, the salary treatment during the term of office shall be based on the higher of the professional technical position salary and the administrative position salary.
八、已获得职称人员的安排
VIII. Arrangements for Personnel Who Have Obtained Titles
对于过去已获得职称的人员，原则上应承认他们具备担任相应专业技术职务的条件。在专业技术岗位上的合格人员，要给予妥善安排，根据需要聘任他们担任相应的专业技术职务，其中水平偏低的，应帮助其尽快提高水平；完全不合格的，不能承认其具备担任相应专业技术职务的条件；对个别弄虚作假骗取职称的，应严肃处理。
For personnel who have previously obtained titles, in principle, they shall be recognized as meeting the conditions for holding corresponding professional technical positions. Qualified personnel in professional technical positions shall be properly arranged and appointed to corresponding professional technical positions as needed. Those with relatively low levels shall be helped to improve; those completely unqualified shall not be recognized as meeting the conditions; those who fraudulently obtained titles shall be seriously dealt with.
一九八三年九月一日前，经过职称评定组织评定了相应职称，并已上报到有关部门“待批”或“待授”的人员，在这次专业技术职务聘任工作中，也按上述规定对待。
Personnel who, before September 1, 1983, had their titles evaluated by a title evaluation organization and reported to the relevant department for 'pending approval' or 'pending conferral' shall also be treated according to the above provisions in this professional technical position appointment work.
九、待聘人员的安排和待遇
IX. Arrangements and Treatment of Personnel Awaiting Appointment
1．实行聘任制后，对暂时未被聘任的专业技术人员，原单位要继续关心他们，并区别情况，妥善安排。要鼓励他们到更需要或更能发挥他们专长的单位去工作。待聘人员应积极应聘到其它单位工作，原单位科技干部管理部门要积极帮助联系，提供应聘方便。待聘人员在尚未应聘到其他单位工作以前，应做好原单位所安排的临时性工作。
1. After implementing the appointment system, for professional technical personnel who are temporarily not appointed, the original unit shall continue to care for them and make proper arrangements according to the situation. They shall be encouraged to work in units that need them more or where they can better utilize their expertise. Personnel awaiting appointment shall actively apply to other units, and the unit's science and technology cadre management department shall actively assist in contacting and provide convenience for application. Before being appointed to another unit, they shall do the temporary work arranged by the original unit.
2．长期未受聘用的专业技术人员的工资待遇，原则上应低于受聘专业技术人员的工资待遇，以促进人才流动，具体办法由劳动人事部门另行规定。
2. The salary treatment of professional technical personnel who have not been appointed for a long time shall, in principle, be lower than that of appointed personnel to promote talent mobility. Specific measures shall be separately stipulated by the labor and personnel departments.
十、“待聘高级职务”的设置
X. Establishment of 'Senior Positions Awaiting Appointment'
在少数人才密集的部门或单位，为解决历史遗留问题，鼓励人才合理流动，凡确实符合相应高级职务任职条件的中年专业技术骨干，由于限额已满，未受聘任的，可有控制地确定“待聘高级职务”，领取相应的职务工资，同时鼓励他们到其它单位任职。设置“待聘高级职务”一定要严格保证质量，绝不能降低标准，更不能滥竽充数。拟设“待聘高级职务”的单位和数额，经国务院有关部门或各省、自治区、直辖市核定后，报中央职称改革领导小组批准。宣布聘任结果时，应同时宣布确定的“待聘高级职务”人员名单。确定“待聘高级职务”的人员都应根据国家需要提出志愿去向，由单位帮助联系；到外地的，户口、家属可以不迁。
In a few departments or units with a high concentration of talent, to resolve historical issues and encourage rational talent mobility, for middle-aged professional technical backbone who truly meet the conditions for senior positions but are not appointed due to quota limits, 'senior positions awaiting appointment' may be determined under control, and they shall receive corresponding position salaries, while being encouraged to work in other units. The establishment of 'senior positions awaiting appointment' must strictly ensure quality, never lower standards, and never include unqualified personnel. The units and numbers intending to set up 'senior positions awaiting appointment' shall be verified by the relevant State Council departments or provinces, autonomous regions, and municipalities directly under the Central Government, and then reported to the Central Leading Group for Professional Title Reform for approval. When announcing the appointment results, the list of personnel determined for 'senior positions awaiting appointment' shall also be announced. Personnel determined for 'senior positions awaiting appointment' shall propose their preferred destinations based on national needs, and the unit shall assist in contacting; for those moving to other places, household registration and family members may not be relocated.
十一、离休、退休问题
XI. Retirement Issues
1．在实行专业技术职务聘任制的同时，应坚决执行国务院有关离休、退休的规定；
1. While implementing the professional technical position appointment system, the State Council's provisions on retirement shall be resolutely implemented.
2．在这次专业技术职务聘任工作中，达到规定离休、退休年龄的专业技术人员，凡符合专业技术职务聘任条件的，可在确定相应专业技术职务后，办理离休、退休手续。

In this professional technical position appointment work, professional technical personnel who have reached the statutory retirement age and meet the conditions for professional technical position appointment may, after being confirmed for the corresponding professional technical position, go through retirement procedures.
十二、聘任专业技术职务，必须实事求是，严格按照政策办事。对于借聘任之机打击迫害专业技术人员的，应按情节轻重，严肃处理；对于伪造学历、资历，谎报成果，骗取专业技术职务的，应予解聘，免除其担任的专业技术职务，并视情节轻重，严肃处理。
XII. The appointment of professional technical positions must be practical and realistic, strictly in accordance with policy. Those who take advantage of the appointment to persecute professional technical personnel shall be seriously dealt with according to the severity of the case; those who forge academic qualifications, seniority, falsely claim achievements, or fraudulently obtain professional technical positions shall be dismissed from their professional technical positions and dealt with seriously according to the severity of the case.
十三、本规定适用于国家机关、事业单位。
XIII. These Provisions apply to state organs and public institutions.
国务院各部门和各省、自治区、直辖市应根据有关专业技术职务条例和实施意见，结合本部门、本地区的工作需要，制订实施细则。
State Council departments and provinces, autonomous regions, and municipalities directly under the Central Government shall, based on relevant professional technical position regulations and implementation opinions, formulate implementation rules in light of the work needs of their departments and regions.
企业单位也应参照上述规定，结合企业特点逐步实行专业技术职务聘任制度。
Enterprises shall also refer to the above provisions and gradually implement the professional technical position appointment system in light of enterprise characteristics.
十四、本规定自发布之日起实行。过去由国务院或国务院各部门颁发的有关职称评定的规定，即行废止。
XIV. These Provisions shall take effect from the date of issuance. Previous regulations on title evaluation issued by the State Council or its departments shall be abolished simultaneously.
