本院于一九四九年十二月九日颁布了关于统一发布中央人民政府及其所属各机关重要新闻的暂行办法，该办法规定：一切公告及公告性的新闻，均由新华通讯社统一发布。现为进一步加强新闻发表的效果及其准确性，特指定：凡属中央人民政府及其所属各机关的一切公告及公告性新闻，均应交由新华通讯社发布，并由《人民日报》负责刊载；如各种报刊所发表的文字有出入时，应以新华通讯社发布、《人民日报》刊载的文字为准。其办法如下：
On December 9, 1949, this Council promulgated the Interim Measures on the Unified Release of Important News by the Central People's Government and Its Organs, which stipulated that all announcements and announcement-type news shall be uniformly released by Xinhua News Agency. Now, to further enhance the effectiveness and accuracy of news publication, it is hereby specified that all announcements and announcement-type news of the Central People's Government and its organs shall be submitted to Xinhua News Agency for release, and shall be published by People's Daily; in case of discrepancies in the text published by various newspapers and periodicals, the text released by Xinhua News Agency and published by People's Daily shall prevail. The measures are as follows:
一、关于法令者：
I. Regarding Decrees and Orders:
1．凡公告全国人民周知的重要法令，经政务院核定交新华通讯社发布后，《人民日报》应按其内容和重要性分别在各版发表；如有必要按一定日期刊出者，由政务院秘书厅注明。
1. For important decrees and orders that are to be made known to the entire nation, after being approved by the Government Administration Council and submitted to Xinhua News Agency for release, People's Daily shall publish them in respective sections according to their content and importance; if it is necessary to publish them on a specific date, the Secretariat of the Government Administration Council shall indicate so.
2．次要的法令如因《人民日报》篇幅拥挤得增刊发表；其中如有注明限期者必须如期刊出；未注明限期者，从接到稿件之日起，必须在一周之内刊出。
2. For less important decrees and orders, if People's Daily is short of space, they may be published in a supplement; if a deadline is indicated, they must be published on time; if no deadline is indicated, they must be published within one week from the date of receipt of the manuscript.
3．仅与一部分人或一部分地区有关的法令，而无普遍周知之意义者，除由政务院指定新华通讯社通知有关地方的报纸全文发表外，得由《人民日报》在增刊发表或摘要发表。
3. For decrees and orders that concern only a part of the people or a part of the region and are not of general knowledge significance, except that the Government Administration Council designates Xinhua News Agency to notify the relevant local newspapers to publish the full text, People's Daily may publish them in a supplement or in summary form.
二、关于报告者：
II. Regarding Reports:
1．凡政务院指定要《人民日报》发表的重要报告，《人民日报》应依其内容性质和重要性分别在各版刊载，或增刊刊载。其有限期者，应如期发表。
1. For important reports that the Government Administration Council designates to be published by People's Daily, People's Daily shall publish them in respective sections or in a supplement according to their content and importance. If there is a deadline, they shall be published on time.
2．一般的工作总结报告等，得由《人民日报》摘要写成新闻或改为论文等形式发表；但因发布机关的工作需要而提出要求时，亦得由《人民日报》在增刊上全文发表。
2. For general work summary reports, etc., People's Daily may condense them into news or rewrite them into articles for publication; however, if the issuing organ makes a request due to work needs, People's Daily may also publish the full text in a supplement.
三、关于任命名单者：
III. Regarding Appointment Lists:
1．凡中央人民政府委员会会议通过的任命名单(连同履历)，《人民日报》应于一周内增刊全部发表。
1. For appointment lists (including resumes) approved at meetings of the Central People's Government Committee, People's Daily shall publish them in full in a supplement within one week.
2．政务院政务会议通过的任命名单，一般的不在《人民日报》上发表；其重要者，经政务院批注，《人民日报》应照批注日期在新闻版或增刊上发表。
2. For appointment lists approved at executive meetings of the Government Administration Council, they shall generally not be published in People's Daily; for important ones, with the endorsement of the Government Administration Council, People's Daily shall publish them in the news section or in a supplement on the date indicated in the endorsement.
