为了规范现役军人、人民武装警察居民身份证的申领和发放，依照《中华人民共和国居民身份证法》的有关规定，制定本办法。
These Measures are formulated in accordance with the relevant provisions of the Law of the People's Republic of China on Resident Identity Cards in order to regulate the application and issuance of resident identity cards for active-duty soldiers and members of the People's Armed Police.
现役军人、人民武装警察居民身份证的申领和发放，适用本办法。
These Measures apply to the application and issuance of resident identity cards for active-duty soldiers and members of the People's Armed Police.
现役军人、人民武装警察居民身份证登记项目包括：姓名、性别、民族、出生日期、长期固定住址、公民身份号码、本人相片、证件的有效期和签发机关。
The registered items of resident identity cards for active-duty soldiers and members of the People's Armed Police include: name, gender, ethnicity, date of birth, permanent fixed address, citizen identity number, personal photograph, validity period of the card, and issuing authority.
现役军人、人民武装警察居民身份证登记项目内容，以本人档案记载内容和公安机关编制的公民身份号码为基础，由本人所在团级以上单位统一组织文字信息和人像信息的采集、录入、审核。
The content of the registered items of resident identity cards for active-duty soldiers and members of the People's Armed Police shall be based on the records in their personal files and the citizen identity numbers compiled by the public security organs, and the collection, entry, and verification of text information and portrait information shall be uniformly organized by the unit at or above the regimental level to which they belong.
现役军人、人民武装警察申请领取、换领、补领居民身份证，应当填写《现役军人、人民武装警察居民身份证申领登记表》，由本人所在团级以上单位向本人长期固定住址所在地的县级人民政府公安机关代为申请。
Active-duty soldiers and members of the People's Armed Police who apply for, renew, or reissue resident identity cards shall fill in the "Application Registration Form for Resident Identity Cards of Active-Duty Soldiers and People's Armed Police" and shall be represented by the unit at or above the regimental level to which they belong to apply to the public security organ of the county-level people's government at the location of their permanent fixed address.
现役军人、人民武装警察居民身份证由本人长期固定住址所在地的县级人民政府公安机关签发。
Resident identity cards for active-duty soldiers and members of the People's Armed Police shall be issued by the public security organ of the county-level people's government at the location of their permanent fixed address.
现役军人、人民武装警察申请领取、换领、补领居民身份证的，公安机关应当依照《中华人民共和国居民身份证法》第十二条第一款的规定办理。
When active-duty soldiers and members of the People's Armed Police apply for, renew, or reissue resident identity cards, the public security organ shall handle the matter in accordance with the provisions of Article 12, Paragraph 1 of the Law of the People's Republic of China on Resident Identity Cards.
现役军人、人民武装警察在服役前已经领取居民身份证，服役期间居民身份证仍在有效期内的，不再换领新证；但是，应当向其所在团级以上单位登记备案。
If active-duty soldiers and members of the People's Armed Police have already received resident identity cards before active service and the resident identity cards remain within the validity period during active service, they shall not be required to renew the cards; however, they shall register and file with the unit at or above the regimental level to which they belong.
现役军人、人民武装警察申请领取临时居民身份证的，由本人所在团级以上单位代为申请；公安机关应当依照《中华人民共和国临时居民身份证管理办法》的规定办理。
If active-duty soldiers and members of the People's Armed Police apply for temporary resident identity cards, the unit at or above the regimental level to which they belong shall apply on their behalf; the public security organ shall handle the matter in accordance with the provisions of the Measures of the People's Republic of China for the Administration of Temporary Resident Identity Cards.
军队、武装警察部队团级以上单位代现役军人、人民武装警察领取居民身份证、临时居民身份证后，应当及时发给本人。
After the unit at or above the regimental level of the military or armed police forces receives the resident identity cards or temporary resident identity cards on behalf of active-duty soldiers and members of the People's Armed Police, it shall promptly issue them to the individuals.
现役军人、人民武装警察从事有关社会活动，需要证明公民身份的，凭居民身份证证明；执行任务、办理公务、享受抚恤优待等，需要证明现役军人或者人民武装警察身份的，凭军队、武装警察部队制发的身份证件证明。
When active-duty soldiers and members of the People's Armed Police engage in relevant social activities and need to prove their citizen identity, they shall do so with their resident identity cards; when performing tasks, handling official business, or enjoying preferential treatment and pensions, and need to prove their identity as active-duty soldiers or members of the People's Armed Police, they shall do so with identity documents issued by the military or armed police forces.
军队、武装警察部队团级以上单位应当建立健全所属人员居民身份证的申领登记、备案等制度；在所属人员的本人档案中，应当载明其公民身份号码。
Units at or above the regimental level of the military or armed police forces shall establish and improve systems for the application registration and filing of resident identity cards for their personnel; in the personal files of their personnel, their citizen identity numbers shall be recorded.
公安机关、军队、武装警察部队及其有关人员，在现役军人、人民武装警察居民身份证申领和发放工作中，对所涉及的国家秘密和知悉的个人信息，应当予以保密。
Public security organs, military and armed police forces, and their relevant personnel shall keep confidential the state secrets and personal information they become aware of in the course of applying for and issuing resident identity cards for active-duty soldiers and members of the People's Armed Police.
现役军人、人民武装警察有下列行为之一的，依照《中国人民解放军纪律条令》的有关规定，给予处分：
If active-duty soldiers and members of the People's Armed Police commit any of the following acts, they shall be given sanctions in accordance with the relevant provisions of the Regulations of the Chinese People's Liberation Army on Discipline:
(一)使用虚假证明材料骗领居民身份证的；
(1) Using false supporting materials to fraudulently obtain a resident identity card;
(二)出租、出借、转让居民身份证的；
(2) Renting, lending, or transferring a resident identity card;
(三)非法扣押他人居民身份证的；
(3) Unlawfully detaining another person's resident identity card;
(四)冒用他人居民身份证或者使用骗领的居民身份证的；
(4) Using another person's resident identity card or using a fraudulently obtained resident identity card;
(五)购买、出售、使用伪造、变造的居民身份证的。
(5) Purchasing, selling, or using forged or altered resident identity cards.
对伪造、变造的居民身份证和骗领的居民身份证予以收缴。
Forged or altered resident identity cards and fraudulently obtained resident identity cards shall be confiscated.
现役军人、人民武装警察伪造、变造居民身份证的，依法追究刑事责任。
If active-duty soldiers and members of the People's Armed Police forge or alter resident identity cards, they shall be investigated for criminal liability in accordance with the law.
现役军人、人民武装警察有本办法第十四条所列行为之一，从事犯罪活动的，依法追究刑事责任。
If active-duty soldiers and members of the People's Armed Police commit any of the acts listed in Article 14 of these Measures and engage in criminal activities, they shall be investigated for criminal liability in accordance with the law.
军队、武装警察部队有关人员在现役军人、人民武装警察居民身份证申领和发放工作中有下列行为之一的，依照《中国人民解放军纪律条令》的有关规定，给予处分；构成犯罪的，依法追究刑事责任：
If relevant personnel of the military or armed police forces commit any of the following acts in the course of applying for and issuing resident identity cards for active-duty soldiers and members of the People's Armed Police, they shall be given sanctions in accordance with the relevant provisions of the Regulations of the Chinese People's Liberation Army on Discipline; if a crime is constituted, criminal liability shall be investigated in accordance with the law:
(一)对居民身份证登记项目审查不严，致使登记信息失实造成严重后果的；
(1) Failing to conduct strict review of the registered items of resident identity cards, resulting in inaccurate registration information and causing serious consequences;
(二)利用办理居民身份证工作的便利，收受财物或者谋取其他利益的；
(2) Taking advantage of the convenience of handling resident identity card work to accept property or seek other benefits;
(三)故意提供居民身份证登记项目虚假信息的；
(3) Intentionally providing false information in resident identity card registration items;
(四)泄露国家秘密或者个人信息的。
(4) Disclosing state secrets or personal information.
公安机关人民警察在现役军人、人民武装警察居民身份证申领和发放工作中有前款第(四)项行为的，依法给予处分；构成犯罪的，依法追究刑事责任。
If a people's police officer engages in the conduct specified in item (4) of the preceding paragraph during the application and issuance of resident identity cards for active-duty servicemen and People's Armed Police, they shall be given sanctions according to law; if a crime is constituted, criminal liability shall be pursued according to law.
军队、武装警察部队管理的离休退休干部和待移交人民政府安置的离休退休干部、退休士官居民身份证的申领和发放，依照本办法执行。
The application and issuance of resident identity cards for retired cadres managed by the military and armed police forces, as well as retired cadres and retired non-commissioned officers awaiting transfer to local governmentresettle, shall be handled in accordance with these Measures.
本办法自2008年1月1日起施行。
These Measures shall come into effect as of January 1, 2008.
