为了保障旅馆业的正常经营和旅客的生命财物安全，维护社会治安，制定本办法。
These Measures are formulated to ensure the normal operation of the hotel industry and the safety of life and property of guests, and to maintain public security.
凡经营接待旅客住宿的旅馆、饭店、宾馆、招待所、客货栈、车马店、浴池等(以下统称旅馆)，不论是国营、集体经营，还是合伙经营、个体经营、外商投资经营，不论是专营还是兼营，不论是常年经营，还是季节性经营，都必须遵守本办法。
All establishments that receive guests for accommodation, including hotels, restaurants, guesthouses, hostels, freight and passenger stations, cart-and-horse inns, bathhouses, etc. (hereinafter collectively referred to as "hotels"), whether state-owned, collectively owned, partnership, individually owned, or foreign-invested, whether specialized or part-time, whether operating year-round or seasonally, must comply with these Measures.
开办旅馆，要具备必要的防盗等安全设施。
To open a hotel, necessary anti-theft and other safety facilities must be in place.
申请开办旅馆，应取得市场监管部门核发的营业执照，向当地公安机关申领特种行业许可证后，方准开业。
To apply for opening a hotel, a business license issued by the market supervision department must be obtained, and a special industry permit must be obtained from the local public security organ before commencing operations.
经批准开业的旅馆，如有歇业、转业、合并、迁移、改变名称等情况，应当在市场监管部门办理变更登记后3日内，向当地的县、市公安局、公安分局备案。
If an approved hotel suspends business, changes its line of business, merges, relocates, or changes its name, it shall file a record with the local county or municipal public security bureau or sub-bureau within three days after completing the change registration with the market supervision department.
经营旅馆，必须遵守国家的法律，建立各项安全管理制度，设置治安保卫组织或者指定安全保卫人员。
When operating a hotel, national laws must be observed, various safety management systems must be established, and a public security protection organization or designated security personnel must be set up.
旅馆接待旅客住宿必须登记。登记时，应当查验旅客的身份证件，按规定的项目如实登记。
Hotels must register guests for accommodation. During registration, the guest's identity document shall be inspected, and the registration shall be made truthfully according to the prescribed items.
接待境外旅客住宿，还应当在24小时内向当地公安机关报送住宿登记表。
When accommodating foreign guests, the hotel shall also submit the accommodation registration form to the local public security organ within 24 hours.
旅馆应当设置旅客财物保管箱、柜或者保管室、保险柜，指定专人负责保管工作。对旅客寄存的财物，要建立登记、领取和交接制度。
Hotels shall set up guest property safekeeping boxes, cabinets, or storage rooms, and safes, and designate special personnel to be responsible for safekeeping. For property deposited by guests, a registration, collection, and handover system shall be established.
旅馆对旅客遗留的物品，应当妥为保管，设法归还原主或揭示招领；经招领3个月后无人认领的，要登记造册，送当地公安机关按拾遗物品处理。对违禁物品和可疑物品，应当及时报告公安机关处理。
Hotels shall properly keep items left behind by guests, try to return them to the owner or post a notice for claim; if no one claims them after three months of notice, they shall be registered and sent to the local public security organ for disposal as lost property. Prohibited items and suspicious items shall be promptly reported to the public security organ for handling.
旅馆工作人员发现违法犯罪分子，行迹可疑的人员和被公安机关通缉的罪犯，应当立即向当地公安机关报告，不得知情不报或隐瞒包庇。
If hotel staff discover criminals, persons of suspicious behavior, or criminals wanted by public security organs, they shall immediately report to the local public security organ, and shall not withhold information or conceal or shield them.
在旅馆内开办舞厅、音乐茶座等娱乐、服务场所的，除执行本办法有关规定外，还应当按照国家和当地政府的有关规定管理。
If a hotel operates entertainment or service venues such as dance halls or music tea houses within its premises, in addition to complying with the relevant provisions of these Measures, it shall also manage them in accordance with the relevant regulations of the state and local governments.
严禁旅客将易燃、易爆、剧毒、腐蚀性和放射性等危险物品带入旅馆。
Guests are strictly prohibited from bringing dangerous goods such as flammable, explosive, highly toxic, corrosive, and radioactive items into the hotel.
旅馆内，严禁卖淫、嫖宿、赌博、吸毒、传播淫秽物品等违法犯罪活动。
Within hotels, illegal and criminal activities such as prostitution, whoring, gambling, drug use, and dissemination of pornographic materials are strictly prohibited.
旅馆内，不得酗酒滋事、大声喧哗，影响他人休息，旅客不得私自留客住宿或者转让床位。
Within hotels, no one shall engage in drunken brawls or make loud noises that disturb others' rest. Guests shall not privately keep guests overnight or transfer beds.
公安机关对旅馆治安管理的职责是，指导、监督旅馆建立各项安全管理制度和落实安全防范措施，协助旅馆对工作人员进行安全业务知识的培训，依法惩办侵犯旅馆和旅客合法权益的违法犯罪分子。
The duties of public security organs regarding hotel security management are to guide and supervise hotels in establishing various safety management systems and implementing safety prevention measures, assist hotels in training staff on safety business knowledge, and lawfully punish criminals who infringe upon the legitimate rights and interests of hotels and guests.
公安人员到旅馆执行公务时，应当出示证件，严格依法办事，要文明礼貌待人，维护旅馆的正常经营和旅客的合法权益。旅馆工作人员和旅客应当予以协助。
When public security personnel go to hotels to perform official duties, they shall present their credentials, strictly act in accordance with the law, be civilized and polite, and maintain the normal operation of the hotel and the legitimate rights and interests of guests. Hotel staff and guests shall provide assistance.
违反本办法第四条规定开办旅馆的，公安机关可以酌情给予警告或者处以200元以下罚款；未经登记，私自开业的，公安机关应当协助工商行政管理部门依法处理。
If a hotel is opened in violation of Article 4 of these Measures, the public security organ may, as appropriate, give a warning or impose a fine of not more than 200 yuan; if it is opened without registration, the public security organ shall assist the administrative department for industry and commerce in handling it according to law.
旅馆工作人员违反本办法第九条规定的，公安机关可以酌情给予警告或者处以200元以下罚款；情节严重构成犯罪的，依法追究刑事责任。
If hotel staff violate Article 9 of these Measures, the public security organ may, as appropriate, give a warning or impose a fine of not more than 200 yuan; if the circumstances are serious enough to constitute a crime, criminal liability shall be pursued according to law.
旅馆负责人参与违法犯罪活动，其所经营的旅馆已成为犯罪活动场所的，公安机关除依法追究其责任外，对该旅馆还应当会同工商行政管理部门依法处理。
If the person in charge of a hotel participates in illegal and criminal activities, and the hotel operated by him has become a venue for criminal activities, the public security organ shall, in addition to pursuing his responsibility according to law, also handle the hotel jointly with the administrative department for industry and commerce according to law.
违反本办法第六、十一、十二条规定的，依照《中华人民共和国治安管理处罚法》有关条款的规定，处罚有关人员；发生重大事故、造成严重后果构成犯罪的，依法追究刑事责任。
If Articles 6, 11, and 12 of these Measures are violated, the relevant persons shall be punished in accordance with the relevant provisions of the Law of the People's Republic of China on Public Security Administration Punishments; if a major accident occurs causing serious consequences constituting a crime, criminal liability shall be pursued according to law.
当事人对公安机关的行政处罚决定不服的，按照《中华人民共和国治安管理处罚法》第一百零二条的规定办理。
If a party is dissatisfied with the administrative penalty decision of the public security organ, it shall be handled in accordance with Article 102 of the Law of the People's Republic of China on Public Security Administration Punishments.
省、自治区、直辖市公安厅(局)可根据本办法制定实施细则，报请当地人民政府批准后施行，并报公安部备案。
The public security departments (bureaus) of provinces, autonomous regions, and municipalities directly under the Central Government may formulate implementing rules based on these Measures, which shall be implemented after approval by the local people's government and reported to the Ministry of Public Security for record.
本办法自公布之日起施行。1951年8月15日公布的《城市旅栈业暂行管理规则》同时废止。
These Measures shall come into force on the date of promulgation. The Interim Rules on the Administration of Urban Lodging Houses promulgated on August 15, 1951 shall be simultaneously abolished.
