总则
General Provisions
为了防止在体育运动中使用兴奋剂，保护体育运动参加者的身心健康，维护体育竞赛的公平竞争，根据《中华人民共和国体育法》和其他有关法律，制定本条例。
These Regulations are formulated in accordance with the Sports Law of the People's Republic of China and other relevant laws, for the purposes of preventing the use of doping in sports, protecting the physical and mental health of sports participants, and maintaining fair competition in sports competitions.
本条例所称兴奋剂，是指兴奋剂目录所列的禁用物质等。兴奋剂目录由国务院体育主管部门会同国务院药品监督管理部门、国务院卫生主管部门、国务院商务主管部门和海关总署制定、调整并公布。
For the purposes of these Regulations, "doping" refers to prohibited substances listed in the Prohibited List of Doping Substances. The Prohibited List of Doping Substances shall be formulated, adjusted, and published by the competent sports department of the State Council jointly with the drug regulatory department of the State Council, the health department of the State Council, the commerce department of the State Council, and the General Administration of Customs.
国家提倡健康、文明的体育运动，加强反兴奋剂的宣传、教育和监督管理，坚持严格禁止、严格检查、严肃处理的反兴奋剂工作方针，禁止使用兴奋剂。
The State advocates healthy and civilized sports, strengthens anti-doping publicity, education, and supervision and management, adheres to the anti-doping work policy of strict prohibition, strict inspection, and strict handling, and prohibits the use of doping.
任何单位和个人不得向体育运动参加者提供或者变相提供兴奋剂。
No unit or individual may provide or indirectly provide doping to sports participants.
国务院体育主管部门负责并组织全国的反兴奋剂工作。
The competent sports department of the State Council shall be responsible for and organize the national anti-doping work.
县级以上人民政府负责药品监督管理的部门和卫生、教育等有关部门，在各自职责范围内依照本条例和有关法律、行政法规的规定负责反兴奋剂工作。
The drug regulatory departments and the health, education, and other relevant departments of the people's governments at or above the county level shall be responsible for anti-doping work within their respective functions and duties in accordance with these Regulations and relevant laws and administrative regulations.
县级以上人民政府体育主管部门，应当加强反兴奋剂宣传、教育工作，提高体育运动参加者和公众的反兴奋剂意识。
The competent sports departments of the people's governments at or above the county level shall strengthen anti-doping publicity and education, and enhance the anti-doping awareness of sports participants and the public.
广播电台、电视台、报刊媒体以及互联网信息服务提供者应当开展反兴奋剂的宣传。
Radio stations, television stations, newspapers, periodicals, and Internet information service providers shall carry out anti-doping publicity.
任何单位和个人发现违反本条例规定行为的，有权向体育主管部门和其他有关部门举报。
Any unit or individual that discovers any act in violation of the provisions of these Regulations shall have the right to report to the competent sports department and other relevant departments.
兴奋剂管理
Doping Management
国家对兴奋剂目录所列禁用物质实行严格管理，任何单位和个人不得非法生产、销售、进出口。
The State implements strict management over the prohibited substances listed in the Prohibited List of Doping Substances, and no unit or individual may illegally produce, sell, import, or export them.
生产兴奋剂目录所列蛋白同化制剂、肽类激素(以下简称蛋白同化制剂、肽类激素)，应当依照《中华人民共和国药品管理法》(以下简称药品管理法)的规定取得《药品生产许可证》、药品批准文号。
The production of protein anabolic agents and peptide hormones (hereinafter referred to as protein anabolic agents and peptide hormones) listed in the Prohibited List of Doping Substances shall obtain the Drug Manufacturing License and drug approval number in accordance with the Drug Administration Law of the People's Republic of China (hereinafter referred to as the Drug Administration Law).
生产企业应当记录蛋白同化制剂、肽类激素的生产、销售和库存情况，并保存记录至超过蛋白同化制剂、肽类激素有效期2年。
Manufacturing enterprises shall record the production, sale, and inventory of protein anabolic agents and peptide hormones, and keep the records for at least 2 years beyond the validity period of the protein anabolic agents and peptide hormones.
依照药品管理法的规定取得《药品经营许可证》的药品批发企业，具备下列条件，并经省、自治区、直辖市人民政府药品监督管理部门批准，方可经营蛋白同化制剂、肽类激素：
A drug wholesale enterprise that has obtained the Drug Trading License in accordance with the Drug Administration Law may engage in the operation of protein anabolic agents and peptide hormones only if it meets the following conditions and has been approved by the drug regulatory department of the people's government of the province, autonomous region, or municipality directly under the Central Government:
(一)有专门的管理人员；
(1) Having dedicated management personnel;
(二)有专储仓库或者专储药柜；
(2) Having dedicated storage warehouses or dedicated storage cabinets;
(三)有专门的验收、检查、保管、销售和出入库登记制度；
(3) Having dedicated acceptance, inspection, storage, sale, and inbound/outbound registration systems;
(四)法律、行政法规规定的其他条件。
(4) Other conditions as prescribed by laws and administrative regulations.
蛋白同化制剂、肽类激素的验收、检查、保管、销售和出入库登记记录应当保存至超过蛋白同化制剂、肽类激素有效期2年。
The records of acceptance, inspection, storage, sale, and inbound/outbound registration of protein anabolic agents and peptide hormones shall be kept for at least 2 years beyond the validity period of the protein anabolic agents and peptide hormones.
除胰岛素外，药品零售企业不得经营蛋白同化制剂或者其他肽类激素。
Except for insulin, drug retail enterprises shall not engage in the operation of protein anabolic agents or other peptide hormones.
进口蛋白同化制剂、肽类激素，除依照药品管理法及其实施条例的规定取得国务院药品监督管理部门发给的进口药品注册证书外，还应当取得省、自治区、直辖市人民政府药品监督管理部门颁发的进口准许证。
For the import of protein anabolic agents and peptide hormones, in addition to obtaining the Import Drug Registration Certificate issued by the drug regulatory department of the State Council in accordance with the Drug Administration Law and its implementing regulations, an import permit issued by the drug regulatory department of the people's government of the province, autonomous region, or municipality directly under the Central Government shall also be obtained.
申请进口蛋白同化制剂、肽类激素，应当说明其用途。省、自治区、直辖市人民政府药品监督管理部门应当自收到申请之日起15个工作日内作出决定；对用途合法的，应当予以批准，发给进口准许证。海关凭进口准许证放行。
An application for the import of protein anabolic agents and peptide hormones shall state their intended use. The drug regulatory department of the people's government of the province, autonomous region, or municipality directly under the Central Government shall make a decision within 15 working days from the date of receipt of the application; if the use is lawful, it shall approve the application and issue an import permit. Customs shall release the goods upon presentation of the import permit.
申请出口蛋白同化制剂、肽类激素，应当说明供应对象并提交进口国政府主管部门的相关证明文件等资料。省、自治区、直辖市人民政府药品监督管理部门应当自收到申请之日起15个工作日内作出决定；提交进口国政府主管部门的相关证明文件等资料的，应当予以批准，发给出口准许证。海关凭出口准许证放行。
An application for the export of protein anabolic agents and peptide hormones shall state the intended recipients and submit relevant supporting documents such as those from the competent government department of the importing country. The drug regulatory department of the people's government of the province, autonomous region, or municipality directly under the Central Government shall make a decision within 15 working days from the date of receipt of the application; if the relevant supporting documents from the competent government department of the importing country are submitted, it shall approve the application and issue an export permit. Customs shall release the goods upon presentation of the export permit.
境内企业接受境外企业委托生产蛋白同化制剂、肽类激素，应当签订书面委托生产合同，并将委托生产合同报省、自治区、直辖市人民政府药品监督管理部门备案。委托生产合同应当载明委托企业的国籍、委托生产的蛋白同化制剂或者肽类激素的品种、数量、生产日期等内容。
Domestic enterprises that accept commissions from foreign enterprises to produce anabolic agents or peptide hormones shall sign a written commission production contract and file the commission production contract with the drug regulatory department of the provincial, autonomous region, or municipality directly under the Central Government. The commission production contract shall specify the nationality of the commissioning enterprise, the variety and quantity of anabolic agents or peptide hormones to be produced, the production date, and other relevant information.
境内企业接受境外企业委托生产的蛋白同化制剂、肽类激素不得在境内销售。
Anabolic agents or peptide hormones produced by domestic enterprises under commission from foreign enterprises shall not be sold within China.
蛋白同化制剂、肽类激素的生产企业只能向医疗机构、符合本条例第九条规定的药品批发企业和其他同类生产企业供应蛋白同化制剂、肽类激素。
Producers of anabolic agents or peptide hormones may only supply such substances to medical institutions, pharmaceutical wholesale enterprises that meet the requirements of Article 9 of these Regulations, and other similar producers.
蛋白同化制剂、肽类激素的批发企业只能向医疗机构、蛋白同化制剂、肽类激素的生产企业和其他同类批发企业供应蛋白同化制剂、肽类激素。
Wholesale enterprises of anabolic agents or peptide hormones may only supply such substances to medical institutions, producers of anabolic agents or peptide hormones, and other similar wholesale enterprises.
蛋白同化制剂、肽类激素的进口单位只能向蛋白同化制剂、肽类激素的生产企业、医疗机构和符合本条例第九条规定的药品批发企业供应蛋白同化制剂、肽类激素。
Importers of anabolic agents or peptide hormones may only supply such substances to producers of anabolic agents or peptide hormones, medical institutions, and pharmaceutical wholesale enterprises that meet the requirements of Article 9 of these Regulations.
肽类激素中的胰岛素除依照本条第一款、第二款、第三款的规定供应外，还可以向药品零售企业供应。
Insulin, a type of peptide hormone, may also be supplied to pharmaceutical retail enterprises in addition to the supply channels specified in paragraphs 1, 2, and 3 of this Article.
医疗机构只能凭依法享有处方权的执业医师开具的处方向患者提供蛋白同化制剂、肽类激素。处方应当保存2年。
Medical institutions may only provide anabolic agents or peptide hormones to patients based on prescriptions issued by licensed physicians with prescribing authority. Prescriptions shall be kept for two years.
兴奋剂目录所列禁用物质属于麻醉药品、精神药品、医疗用毒性药品和易制毒化学品的，其生产、销售、进口、运输和使用，依照药品管理法和有关行政法规的规定实行特殊管理。
If prohibited substances listed in the Doping List are narcotic drugs, psychotropic substances, toxic drugs for medical use, or precursor chemicals, their production, sale, import, transport, and use shall be subject to special management in accordance with the Drug Administration Law and relevant administrative regulations.
蛋白同化制剂、肽类激素和前款规定以外的兴奋剂目录所列其他禁用物质，实行处方药管理。
Anabolic agents, peptide hormones, and other prohibited substances listed in the Doping List other than those specified in the preceding paragraph shall be managed as prescription drugs.
药品、食品中含有兴奋剂目录所列禁用物质的，生产企业应当在包装标识或者产品说明书上用中文注明“运动员慎用”字样。
If drugs or foods contain prohibited substances listed in the Doping List, the producer shall indicate in Chinese on the packaging label or product instructions the words "Caution: Athletes Should Use with Care."
反兴奋剂义务
Anti-Doping Obligations
实施运动员注册管理的体育社会团体(以下简称体育社会团体)应当加强对在本体育社会团体注册的运动员和教练、领队、队医等运动员辅助人员的监督管理和反兴奋剂的教育、培训。
Sports organizations that implement athlete registration management (hereinafter referred to as sports organizations) shall strengthen the supervision and management of athletes registered with them, as well as coaches, team leaders, team doctors, and other athlete support personnel, and shall provide anti-doping education and training.
运动员管理单位应当加强对其所属的运动员和运动员辅助人员的监督管理和反兴奋剂的教育、培训。
Athlete management units shall strengthen the supervision and management of the athletes and athlete support personnel under their authority and shall provide anti-doping education and training.
体育社会团体、运动员管理单位和其他单位，不得向运动员提供兴奋剂，不得组织、强迫、欺骗运动员在体育运动中使用兴奋剂。
Sports organizations, athlete management units, and other entities shall not provide doping substances to athletes, nor organize, coerce, or deceive athletes into using doping substances in sports.
科研单位不得为使用兴奋剂或者逃避兴奋剂检查提供技术支持。
Research institutions shall not provide technical support for the use of doping substances or for evading doping tests.
运动员管理单位应当为其所属运动员约定医疗机构，指导运动员因医疗目的合理使用药物；应当记录并按照兴奋剂检查规则的规定向相关体育社会团体提供其所属运动员的医疗信息和药物使用情况。
Athlete management units shall arrange medical institutions for their athletes, guide athletes in the rational use of drugs for medical purposes, and shall record and provide to the relevant sports organizations, in accordance with the rules of doping control, the medical information and drug use of their athletes.
体育社会团体、运动员管理单位，应当按照兴奋剂检查规则的规定提供运动员名单和每名运动员的教练、所从事的运动项目以及运动成绩等相关信息，并为兴奋剂检查提供便利。
Sports organizations and athlete management units shall, in accordance with the rules of doping control, provide the list of athletes and relevant information such as the coach, sport event, and athletic performance for each athlete, and shall facilitate doping tests.
全国性体育社会团体应当对在本体育社会团体注册的成员的下列行为规定处理措施和处理程序：
National sports organizations shall prescribe handling measures and procedures for the following acts of members registered with them:
(一)运动员使用兴奋剂的；
(1) Athletes using doping substances;
(二)运动员辅助人员、运动员管理单位向运动员提供兴奋剂的；
(2) Athlete support personnel or athlete management units providing doping substances to athletes;
(三)运动员、运动员辅助人员、运动员管理单位拒绝、阻挠兴奋剂检查的。
(3) Athletes, athlete support personnel, or athlete management units refusing or obstructing doping tests.
前款所指的处理程序还应当规定当事人的抗辩权和申诉权。全国性体育社会团体应当将处理措施和处理程序报国务院体育主管部门备案。
The handling procedures referred to in the preceding paragraph shall also provide for the right of defense and the right to appeal of the parties concerned. National sports organizations shall report the handling measures and procedures to the sports administrative department of the State Council for record.
运动员辅助人员应当教育、提示运动员不得使用兴奋剂，并向运动员提供有关反兴奋剂规则的咨询。
Athlete support personnel shall educate and remind athletes not to use doping substances and shall provide athletes with advice on anti-doping rules.
运动员辅助人员不得向运动员提供兴奋剂，不得组织、强迫、欺骗、教唆、协助运动员在体育运动中使用兴奋剂，不得阻挠兴奋剂检查，不得实施影响采样结果的行为。
Athlete support personnel shall not provide doping substances to athletes, nor organize, coerce, deceive, instigate, or assist athletes in using doping substances in sports, nor obstruct doping tests, nor engage in acts that affect the results of sample collection.
运动员发现运动员辅助人员违反前款规定的，有权检举、控告。
Athletes who discover that athlete support personnel have violated the provisions of the preceding paragraph have the right to report and accuse.
运动员不得在体育运动中使用兴奋剂。
Athletes shall not use doping substances in sports.
在体育社会团体注册的运动员、运动员辅助人员凭依法享有处方权的执业医师开具的处方，方可持有含有兴奋剂目录所列禁用物质的药品。
Athletes and athlete support personnel registered with sports organizations may only possess medications containing prohibited substances listed in the Prohibited List if they have a prescription issued by a licensed physician with prescribing authority.
在体育社会团体注册的运动员接受医疗诊断时，应当按照兴奋剂检查规则的规定向医师说明其运动员身份。医师对其使用药品时，应当首先选择不含兴奋剂目录所列禁用物质的药品；确需使用含有这类禁用物质的药品的，应当告知其药品性质和使用后果。
When an athlete registered with a sports organization receives a medical diagnosis, they shall inform the physician of their athlete status in accordance with the doping control rules. When prescribing medication, the physician shall first choose medications that do not contain prohibited substances listed in the Prohibited List; if it is truly necessary to use such prohibited substances, the physician shall inform the athlete of the nature and consequences of using such medication.
在全国性体育社会团体注册的运动员，因医疗目的确需使用含有兴奋剂目录所列禁用物质的药品的，应当按照兴奋剂检查规则的规定申请核准后方可使用。
Athletes registered with national sports organizations who truly need to use medications containing prohibited substances listed in the Prohibited List for therapeutic purposes must apply for approval in accordance with the doping control rules before use.
运动员应当接受兴奋剂检查，不得实施影响采样结果的行为。
Athletes shall submit to doping control and shall not engage in conduct that affects the sample collection process.
在全国性体育社会团体注册的运动员离开运动员驻地的，应当按照兴奋剂检查规则的规定报告。
Athletes registered with national sports organizations who leave their athlete accommodation shall report in accordance with the doping control rules.
实施中等及中等以上教育的学校和其他教育机构应当加强反兴奋剂教育，提高学生的反兴奋剂意识，并采取措施防止在学校体育活动中使用兴奋剂；发现学生使用兴奋剂，应当予以制止。
Schools and other educational institutions providing secondary education or higher shall strengthen anti-doping education, enhance students' anti-doping awareness, and take measures to prevent the use of doping substances in school sports activities; if they discover students using doping substances, they shall stop it.
体育专业教育应当包括反兴奋剂的教学内容。
Physical education professional programs shall include anti-doping teaching content.
体育健身活动经营单位及其专业指导人员，不得向体育健身活动参加者提供含有禁用物质的药品、食品。
Operators of sports fitness activities and their professional instructors shall not provide medications or foods containing prohibited substances to participants in sports fitness activities.
兴奋剂检查与检测
Doping Control and Testing
国务院体育主管部门应当制定兴奋剂检查规则和兴奋剂检查计划并组织实施。
The sports administrative department of the State Council shall formulate doping control rules and doping control plans and organize their implementation.
国务院体育主管部门应当根据兴奋剂检查计划，决定对全国性体育竞赛的参赛运动员实施赛内兴奋剂检查；并可以决定对省级体育竞赛的参赛运动员实施赛内兴奋剂检查。
The sports administrative department of the State Council shall, in accordance with the doping control plan, decide to conduct in-competition doping control on athletes participating in national sports competitions; and may decide to conduct in-competition doping control on athletes participating in provincial sports competitions.
其他体育竞赛需要进行赛内兴奋剂检查的，由竞赛组织者决定。
For other sports competitions requiring in-competition doping control, the competition organizer shall decide.
国务院体育主管部门应当根据兴奋剂检查计划，决定对在全国性体育社会团体注册的运动员实施赛外兴奋剂检查。
The sports administrative department of the State Council shall, in accordance with the doping control plan, decide to conduct out-of-competition doping control on athletes registered with national sports organizations.
兴奋剂检查工作人员(以下简称检查人员)应当按照兴奋剂检查规则实施兴奋剂检查。
Doping control personnel (hereinafter referred to as control officers) shall conduct doping control in accordance with the doping control rules.
实施兴奋剂检查，应当有2名以上检查人员参加。检查人员履行兴奋剂检查职责时，应当出示兴奋剂检查证件；向运动员采集受检样本时，还应当出示按照兴奋剂检查规则签发的一次性兴奋剂检查授权书。
When conducting doping control, at least two control officers shall be present. When performing doping control duties, control officers shall present their doping control credentials; when collecting samples from athletes, they shall also present a one-time doping control authorization issued in accordance with the doping control rules.
检查人员履行兴奋剂检查职责时，有权进入体育训练场所、体育竞赛场所和运动员驻地。有关单位和人员应当对检查人员履行兴奋剂检查职责予以配合，不得拒绝、阻挠。
When performing doping control duties, control officers have the right to enter sports training venues, sports competition venues, and athlete accommodations. Relevant units and individuals shall cooperate with control officers in performing their doping control duties and shall not refuse or obstruct.
受检样本由国务院体育主管部门确定的符合兴奋剂检测条件的检测机构检测。
Samples shall be tested by testing laboratories designated by the sports administrative department of the State Council that meet the conditions for doping testing.
兴奋剂检测机构及其工作人员，应当按照兴奋剂检查规则规定的范围和标准对受检样本进行检测。
Doping testing laboratories and their staff shall test samples in accordance with the scope and standards specified in the doping control rules.
法律责任
Legal Liability
体育主管部门和其他行政机关及其工作人员不履行职责，或者包庇、纵容非法使用、提供兴奋剂，或者有其他违反本条例行为的，对负有责任的主管人员和其他直接责任人员，依法给予行政处分；构成犯罪的，依法追究刑事责任。
If sports administrative departments and other administrative organs and their staff fail to perform their duties, or cover up or condone the illegal use or provision of doping substances, or commit other violations of these Regulations, the responsible persons in charge and other directly responsible personnel shall be given administrative sanctions according to law; if a crime is constituted, criminal liability shall be pursued according to law.
违反本条例规定，有下列行为之一的，由县级以上人民政府负责药品监督管理的部门按照国务院药品监督管理部门规定的职责分工，没收非法生产、经营的蛋白同化制剂、肽类激素和违法所得，并处违法生产、经营药品货值金额2倍以上5倍以下的罚款；情节严重的，由发证机关吊销《药品生产许可证》、《药品经营许可证》；构成犯罪的，依法追究刑事责任：
Whoever, in violation of these Regulations, commits any of the following acts shall be subject to confiscation of illegally produced or operated anabolic agents and peptide hormones and illegal gains by the drug regulatory department of the people's government at or above the county level according to the division of responsibilities prescribed by the drug regulatory department of the State Council, and shall be fined not less than two times but not more than five times the value of the illegally produced or operated drugs; if the circumstances are serious, the licensing authority shall revoke the Drug Manufacturing License or Drug Distribution License; if a crime is constituted, criminal liability shall be pursued according to law:
(一)生产企业擅自生产蛋白同化制剂、肽类激素，或者未按照本条例规定渠道供应蛋白同化制剂、肽类激素的；
(1) A manufacturer produces anabolic agents or peptide hormones without authorization, or fails to supply anabolic agents or peptide hormones through the channels prescribed by these Regulations;
(二)药品批发企业擅自经营蛋白同化制剂、肽类激素，或者未按照本条例规定渠道供应蛋白同化制剂、肽类激素的；
(2) A drug wholesale enterprise operates anabolic agents or peptide hormones without authorization, or fails to supply anabolic agents or peptide hormones through the channels prescribed by these Regulations;
(三)药品零售企业擅自经营蛋白同化制剂、肽类激素的。
(3) A drug retail enterprise operates anabolic agents or peptide hormones without authorization.
体育社会团体、运动员管理单位向运动员提供兴奋剂或者组织、强迫、欺骗运动员在体育运动中使用兴奋剂的，由国务院体育主管部门或者省、自治区、直辖市人民政府体育主管部门收缴非法持有的兴奋剂；负有责任的主管人员和其他直接责任人员4年内不得从事体育管理工作和运动员辅助工作；情节严重的，终身不得从事体育管理工作和运动员辅助工作；造成运动员人身损害的，依法承担民事赔偿责任；构成犯罪的，依法追究刑事责任。
If a sports social group or athlete management unit provides doping substances to athletes, or organizes, coerces, or deceives athletes into using doping substances in sports, the sports administrative department of the State Council or the sports administrative department of the people's government of a province, autonomous region, or municipality directly under the Central Government shall confiscate the illegally held doping substances; the responsible persons in charge and other directly responsible persons shall be prohibited from engaging in sports management work and athlete support work for 4 years; if the circumstances are serious, they shall be prohibited from engaging in sports management work and athlete support work for life; if personal injury is caused to athletes, they shall bear civil liability for compensation in accordance with the law; if a crime is constituted, criminal liability shall be pursued in accordance with the law.
体育社会团体、运动员管理单位未履行本条例规定的其他义务的，由国务院体育主管部门或者省、自治区、直辖市人民政府体育主管部门责令改正；造成严重后果的，负有责任的主管人员和其他直接责任人员2年内不得从事体育管理工作和运动员辅助工作。
If a sports social group or athlete management unit fails to perform other obligations stipulated in these Regulations, the sports administrative department of the State Council or the sports administrative department of the people's government of a province, autonomous region, or municipality directly under the Central Government shall order correction; if serious consequences are caused, the responsible persons in charge and other directly responsible persons shall be prohibited from engaging in sports management work and athlete support work for 2 years.
运动员辅助人员组织、强迫、欺骗、教唆运动员在体育运动中使用兴奋剂的，由国务院体育主管部门或者省、自治区、直辖市人民政府体育主管部门收缴非法持有的兴奋剂；4年内不得从事运动员辅助工作和体育管理工作；情节严重的，终身不得从事运动员辅助工作和体育管理工作；造成运动员人身损害的，依法承担民事赔偿责任；构成犯罪的，依法追究刑事责任。
If an athlete support person organizes, coerces, deceives, or instigates an athlete to use doping substances in sports, the sports administrative department of the State Council or the sports administrative department of the people's government of a province, autonomous region, or municipality directly under the Central Government shall confiscate the illegally held doping substances; the person shall be prohibited from engaging in athlete support work and sports management work for 4 years; if the circumstances are serious, the person shall be prohibited from engaging in athlete support work and sports management work for life; if personal injury is caused to the athlete, civil liability for compensation shall be borne in accordance with the law; if a crime is constituted, criminal liability shall be pursued in accordance with the law.

体育社会团体、运动员管理单位违反本条例规定，负有责任的主管人员和其他直接责任人员属于国家工作人员的，还应当依法给予撤职、开除的行政处分。
If a sports social group or athlete management unit violates these Regulations, and the responsible persons in charge and other directly responsible persons are state functionaries, they shall also be given administrative sanctions of removal from office or expulsion in accordance with the law.
运动员辅助人员违反本条例规定，属于国家工作人员的，还应当依法给予撤职、开除的行政处分。
If an athlete support person violates these Regulations and is a state functionary, they shall also be given administrative sanctions of removal from office or expulsion in accordance with the law.
按照本条例第三十九条、第四十条、第四十一条规定作出的处理决定应当公开，公众有权查阅。
The decisions made in accordance with Articles 39, 40, and 41 of these Regulations shall be made public, and the public has the right to access them.
医师未按照本条例的规定使用药品，或者未履行告知义务的，由县级以上人民政府卫生主管部门给予警告；造成严重后果的，责令暂停6个月以上1年以下执业活动。
If a physician fails to use drugs in accordance with these Regulations or fails to fulfill the obligation to inform, the health administrative department of the people's government at or above the county level shall give a warning; if serious consequences are caused, the physician shall be ordered to suspend practice for a period of not less than 6 months and not more than 1 year.
体育健身活动经营单位向体育健身活动参加者提供含有禁用物质的药品、食品的，由负责药品监督管理的部门、食品安全监督管理部门依照药品管理法、《中华人民共和国食品安全法》和有关行政法规的规定予以处罚。
If a sports fitness activity operating unit provides drugs or food containing prohibited substances to participants in sports fitness activities, the drug regulatory department or food safety supervision and administration department shall impose penalties in accordance with the Drug Administration Law, the Food Safety Law of the People's Republic of China, and relevant administrative regulations.
运动员违反本条例规定的，由有关体育社会团体、运动员管理单位、竞赛组织者作出取消参赛资格、取消比赛成绩或者禁赛的处理。
If an athlete violates these Regulations, the relevant sports social group, athlete management unit, or competition organizer shall impose sanctions such as disqualification from competition, cancellation of competition results, or suspension.
运动员因受到前款规定的处理不服的，可以向体育仲裁机构申请仲裁。
If an athlete is dissatisfied with the sanction imposed under the preceding paragraph, they may apply for arbitration to a sports arbitration institution.
附则
Supplementary Provisions
本条例自2004年3月1日起施行。
These Regulations shall come into force as of March 1, 2004.
