为了加强城市民族工作，保障城市少数民族的合法权益，促进适应城市少数民族需要的经济、文化事业的发展，制定本条例。
These Regulations are formulated to strengthen urban ethnic work, safeguard the legitimate rights and interests of urban ethnic minorities, and promote the development of economic and cultural undertakings that meet the needs of urban ethnic minorities.
本条例所称的城市，是指国家按照行政建制设立的直辖市、市。
The term "cities" as used in these Regulations refers to municipalities directly under the Central Government and cities established by the state according to administrative divisions.
城市民族工作坚持民族平等、团结、互助和促进各民族共同繁荣的原则。
Urban ethnic work adheres to the principles of ethnic equality, unity, mutual assistance, and promoting the common prosperity of all ethnic groups.
省、自治区、直辖市人民政府应当将城市民族工作作为一项重要职责，加强领导，统筹安排。
People's governments of provinces, autonomous regions, and municipalities directly under the Central Government shall regard urban ethnic work as an important responsibility, strengthen leadership, and make overall arrangements.
城市人民政府应当将适应当地少数民族需要的经济、文化事业列入国民经济和社会发展计划。
City people's governments shall include economic and cultural undertakings that meet the needs of local ethnic minorities in their national economic and social development plans.
城市人民政府对于发展适应当地少数民族需要的经济、文化事业的资金，可以根据财力给予适当照顾。
City people's governments may, based on financial capacity, provide appropriate support for funds to develop economic and cultural undertakings that meet the needs of local ethnic minorities.
城市人民政府根据实际情况，可以确定负责民族事务工作的部门或者配备专职干部，管理民族事务。
City people's governments may, based on actual conditions, designate departments responsible for ethnic affairs or assign full-time cadres to manage ethnic affairs.
少数民族人口较多的城市的人民政府、少数民族聚居的街道的办事处，以及直接为少数民族生产、生活服务的部门或者单位，应当配备适当数量的少数民族干部。
People's governments of cities with a relatively large ethnic minority population, subdistrict offices in areas where ethnic minorities live in concentrated communities, and departments or units directly serving the production and daily life of ethnic minorities shall employ an appropriate number of ethnic minority cadres.
城市人民政府应当重视少数民族干部的培养和选拔。
City people's governments shall attach importance to the cultivation and selection of ethnic minority cadres.
城市人民政府有关部门应当重视少数民族专业技术人员的培养和使用。
Relevant departments of city people's governments shall attach importance to the cultivation and utilization of ethnic minority professional and technical personnel.
城市人民政府鼓励企业招收少数民族职工。
City people's governments encourage enterprises to recruit ethnic minority employees.
城市人民政府应当重视发展少数民族教育事业，加强对少数民族教育事业的领导和支持。
City people's governments shall attach importance to the development of ethnic minority education and strengthen leadership and support for ethnic minority education.
城市人民政府应当采取适当措施，提高少数民族教师队伍的素质，办好各级各类民族学校(班)，在经费、教师配备方面对民族学校(班)给予适当照顾，并根据当地少数民族的特点发展各种职业技术教育和成人教育。
City people's governments shall take appropriate measures to improve the quality of ethnic minority teachers, run well all types and levels of ethnic schools (classes), provide appropriate support in funding and teacher allocation to ethnic schools (classes), and develop various types of vocational technical education and adult education based on the characteristics of local ethnic minorities.
地方招生部门可以按照国家有关规定，结合当地实际情况，对义务教育后阶段的少数民族考生，招生时给予适当照顾。
Local admissions departments may, in accordance with relevant state regulations and in light of local actual conditions, give appropriate consideration to ethnic minority examinees in the post-compulsory education stage during enrollment.
信贷部门对以少数民族为主要服务对象的从事食品生产、加工、经营和饮食服务的国有企业和集体企业，在贷款额度、还款期限、自有资金比例方面给予优惠。
Credit departments shall provide preferential treatment in terms of loan amounts, repayment periods, and self-owned capital ratios to state-owned and collective enterprises primarily serving ethnic minorities and engaged in food production, processing, operation, and catering services.
城市人民政府对本条例第十条所列企业以及生产经营少数民族用品企业的贷款，可以根据当地的实际需要和条件，予以贴息。
City people's governments may, based on local actual needs and conditions, provide interest subsidies on loans to enterprises listed in Article 10 of these Regulations and enterprises producing and operating ethnic minority products.
本条例第十条所列企业纳税确有困难的，税务机关依照有关税收法律、法规的规定，给予减税或者免税。
If enterprises listed in Article 10 of these Regulations have genuine difficulty in paying taxes, tax authorities shall grant tax reductions or exemptions in accordance with relevant tax laws and regulations.
城市人民政府应当根据实际需要，合理设置清真饭店和清真食品生产加工、供应网点，并在投资、贷款、税收等方面给予扶持。
City people's governments shall, based on actual needs, reasonably set up halal restaurants and halal food production, processing, and supply outlets, and provide support in terms of investment, loans, and taxation.
对城市民族贸易企业和民族用品定点生产企业的优惠，按照国家有关规定办理。
Preferential treatment for urban ethnic trade enterprises and designated ethnic product production enterprises shall be handled in accordance with relevant state regulations.
城市人民政府应当支持并组织有关经济、技术部门，加强同少数民族地区和农村散杂居少数民族开展横向经济技术协作。
City people's governments shall support and organize relevant economic and technical departments to strengthen horizontal economic and technical cooperation with ethnic minority areas and scattered ethnic minorities in rural areas.
城市人民政府有关部门对进入本市兴办企业和从事其他合法经营活动的外地少数民族人员，应当根据情况提供便利条件，予以支持。
Relevant departments of city people's governments shall, based on circumstances, provide convenient conditions and support to ethnic minority individuals from other places who enter the city to establish enterprises or engage in other lawful business activities.
城市人民政府应当加强对少数民族流动人员的教育和管理，保护其合法权益。
City people's governments shall strengthen the education and management of ethnic minority migrant populations and protect their legitimate rights and interests.
少数民族流动人员应当自觉遵守国家的法律、法规，服从当地人民政府有关部门的管理。
Ethnic minority migrant populations shall consciously abide by national laws and regulations and submit to the management of relevant local people's government departments.
城市人民政府应当教育各民族干部、群众相互尊重民族风俗习惯。宣传、报导、文艺创作、电影电视摄制，应当尊重少数民族风俗习惯、宗教信仰和民族感情。
City people's governments shall educate cadres and the masses of all ethnic groups to respect each other's ethnic customs and habits. Propaganda, reporting, literary and artistic creation, and film and television production shall respect ethnic minority customs, religious beliefs, and ethnic sentiments.
清真饮食服务企业和食品生产、加工企业必须配备一定比例的食用清真食品的少数民族职工和管理干部。清真食品的运输车辆、计量器具、储藏容器和加工、出售场地应当保证专用。
Halal catering service enterprises and food production and processing enterprises must employ a certain proportion of ethnic minority employees and management personnel who consume halal food. The transport vehicles, measuring instruments, storage containers, and processing and sales premises for halal food shall be exclusively used.
清真饮食服务企业和食品生产、加工企业实行承包、租赁时，一般应当由有关少数民族人员承包或者租赁。清真饮食服务企业和食品生产、加工企业兼并或者被兼并时，不得随意改变其服务方向，确实需要改变服务方向的，必须征得当地城市人民政府民族事务工作部门同意。
When halal catering service enterprises and food production and processing enterprises are contracted or leased, they shall generally be contracted or leased by relevant ethnic minority personnel. When halal catering service enterprises and food production and processing enterprises merge or are merged, their service direction shall not be changed arbitrarily; if a change in service direction is truly necessary, consent must be obtained from the local city people's government's ethnic affairs department.
少数民族人口较多的城市的人民政府，应当根据需要和条件，设立具有民族特点的文化馆(站)、图书馆。
The people's government of a city with a relatively large ethnic minority population shall, based on needs and conditions, establish cultural centers (stations) and libraries with ethnic characteristics.
城市人民政府应当保障少数民族使用本民族语言文字的权利，并根据需要和条件，按照国家有关规定加强少数民族文字的翻译、出版和教学研究。
The city people's government shall guarantee the right of ethnic minorities to use their own languages and scripts, and based on needs and conditions, strengthen the translation, publication, and teaching research of ethnic minority languages in accordance with relevant state regulations.
少数民族人口较多的城市的人民政府，应当根据实际需要和条件，建立民族医院、民族医药学研究机构，发展少数民族传统医药科学。
The people's government of a city with a relatively large ethnic minority population shall, based on actual needs and conditions, establish ethnic hospitals and ethnic medicine research institutions to develop traditional ethnic medicine science.
城市人民政府应当在少数民族中加强计划生育的宣传、教育和指导工作。
The city people's government shall strengthen the publicity, education, and guidance of family planning among ethnic minorities.
城市人民政府在少数民族聚居的街道，应当按照城市规划，保护和建设具有民族风格的建筑物。
The city people's government shall, in streets where ethnic minorities live in concentrated communities, protect and construct buildings with ethnic styles in accordance with urban planning.
城市人民政府应当保障少数民族保持或者改革民族风俗习惯的自由。
The city people's government shall guarantee the freedom of ethnic minorities to maintain or reform their ethnic customs and habits.
城市人民政府应当按照国家有关规定，对具有特殊丧葬习俗的少数民族妥善安排墓地，并采取措施加强少数民族的殡葬服务。
The city people's government shall, in accordance with relevant state regulations, properly arrange burial grounds for ethnic minorities with special burial customs and take measures to strengthen funeral services for ethnic minorities.
城市人民政府对少数民族人员自愿实行丧葬改革的，应当给予支持。
The city people's government shall support ethnic minority individuals who voluntarily adopt burial reforms.
少数民族职工参加本民族重大节日活动，可以按照国家有关规定放假，并照发工资。
Ethnic minority employees participating in major festivals of their own ethnic groups may take leave in accordance with relevant state regulations and receive their regular wages during the leave.
城市人民政府对于在城市民族工作中做出显著成绩和贡献的单位和个人，给予表彰、奖励。
The city people's government shall commend and reward units and individuals that have made outstanding achievements and contributions in urban ethnic work.
省、自治区、直辖市人民政府可以根据本条例，结合当地实际情况，制定实施办法。
The people's governments of provinces, autonomous regions, and municipalities directly under the Central Government may formulate implementation measures based on these Regulations and in light of local actual conditions.
本条例由国家民族事务委员会负责解释。
These Regulations shall be interpreted by the State Ethnic Affairs Commission.
本条例自发布之日起施行。
These Regulations shall come into force on the date of promulgation.
