Regulations on the Protection of Submarine Cables

This regulation establishes rules for the protection of submarine cables to ensure national defense and prevent damage from maritime activities.

(一) 保护海底电缆是加强海防建设的重要措施。各舰艇部队、交通航运、水产打捞、海洋调查、沿海社队等有关部门,要经常教育所属人员明确保护海底电缆的重要意义,提高警惕,严防破坏。

Translation

(1) Protecting submarine cables is an important measure for strengthening coastal defense. All relevant departments, including naval units, transportation and shipping, fisheries and salvage, oceanographic survey, and coastal communes and production brigades, shall regularly educate their personnel on the significance of protecting submarine cables, heighten vigilance, and strictly prevent sabotage.

(二) 舰艇、商船、外轮等舰船锚泊,捕捞作业,要避开敷设有海底电缆的禁区抛锚(靠近码头的海缆登陆区可搞水面浮体标志)。海底勘察和码头建筑等大型工程要事先和当地驻军领导机关联系,以便采取相应措施,妥善解决。

Translation

(2) Vessels, including naval ships, merchant ships, and foreign vessels, when anchoring or conducting fishing operations, shall avoid areas where submarine cables are laid (surface buoy markers may be placed in cable landing zones near docks). Large-scale projects such as seabed surveys and dock construction shall coordinate in advance with local military leadership to take appropriate measures and resolve issues properly.

(三) 船锚或捕捞工具,因意外钩到海底电缆时,应将电缆慢慢提到水面,取下船锚(或钩挂物),查其确无损伤后把电缆放进海中;电缆提不到水面时,不得将电缆拖断或砍断,必要时可放弃船锚(或钩挂物)。

Translation

(3) If a ship's anchor or fishing gear accidentally hooks a submarine cable, the cable shall be slowly raised to the surface, the anchor (or hooked object) removed, and after confirming no damage, the cable shall be lowered back into the sea. If the cable cannot be raised to the surface, it shall not be dragged or cut; if necessary, the anchor (or hooked object) may be abandoned.

(四) 钩到或损伤电缆均要在该处做好水面浮体标志,并将位置和受损情况及时报告当地政府领导机关,或有关部门负责处理。

Translation

(4) If a cable is hooked or damaged, a surface buoy marker shall be placed at the location, and the position and extent of damage shall be promptly reported to the local government authorities or relevant departments for handling.

(五) 任何单位、船只和个人,不得擅自打捞、切断、撤收和盗窃海底电缆,否则以破坏论处。

(5) No unit, vessel, or individual shall unauthorizedly salvage, cut, remove, or steal submarine cables; violators shall be deemed as committing sabotage.

海底电缆遭受损伤或破坏后,当地公安、武装部门应大力协助使用单位,迅速查清原因。如因工作失职或措施不当而造成损坏者,损坏单位应负责赔偿并对肇事者进行批评教育,情节严重者应给予处分。

Translation

After a submarine cable is damaged or destroyed, local public security and armed forces departments shall vigorously assist the user unit in quickly ascertaining the cause. If damage results from dereliction of duty or improper measures, the damaging unit shall be liable for compensation, and the perpetrator shall be subject to criticism and education; if the circumstances are serious, disciplinary action shall be taken.
