交通运输是国民经济的先行，是国防建设的重要组成部分。组织良好的军事 运输，对保证革命战争胜利具有重要作用。为使军队与铁路、水路交通部门密切协同，加 强国防交通建设和战时交通保障，完成平时、战时的军事运输任务，特在铁路、水路沿线 交通部门(以下简称铁路、水路部门)实行派驻军事代表制度，设置军事代表办事处。
Transportation is the forerunner of the national economy and an important component of national defense construction. Well-organized military transport plays a vital role in ensuring victory in revolutionary wars. To enable close coordination between the military and railway and waterway transportation departments, strengthen national defense transportation construction and wartime transport support, and accomplish military transport tasks in peacetime and wartime, a system of stationing military representatives in railway and waterway transportation departments (hereinafter referred to as railway and waterway departments) is hereby implemented, and military representative offices are established.
军事代表办事处，是中国人民解放军派出遂行军事交通任务的代表，也是铁 路、水路部门党委完成军事运输任务和做好交通战备、战时交通保障工作的助手。
Military representative offices are representatives dispatched by the Chinese People's Liberation Army to carry out military transportation tasks, and also serve as assistants to the Party committees of railway and waterway departments in accomplishing military transport tasks and in doing a good job of transportation war preparedness and wartime transport support.
军事代表办事处，要在党的一元化领导下，贯彻军、政、民运输统一指挥， 铁、水、公路综合运用，运输、抢修、防护紧密结合的方针，依靠铁路、水路部门，依靠 部队，依靠地方政府和广大人民群众，努力做好各项工作。
Military representative offices shall, under the unified leadership of the Party, implement the policy of unified command of military, government, and civilian transport, comprehensive use of railway, waterway, and highway, and close integration of transport, repair, and protection, rely on railway and waterway departments, the military, local governments, and the broad masses of the people, and strive to do a good job in all tasks.
军事代表办事处的任务
Tasks of Military Representative Offices
(一)坚决贯彻执行中共中央、国务院、中央军委关于国防交通建设和军事运输的方 针、政策和指示。
(1) Resolutely implement the principles, policies, and directives of the Central Committee of the Communist Party of China, the State Council, and the Central Military Commission regarding national defense transportation construction and military transport.
(二)计划、组织、指挥铁路、水路军事运输。组织铁路、水路部门和部队的协同， 保证迅速、准确、保密、安全、节约地完成军事运输任务。
(2) Plan, organize, and command railway and waterway military transport. Organize coordination between railway and waterway departments and the military to ensure rapid, accurate, confidential, safe, and economical completion of military transport tasks.
(三)根据总部和军区的意图，研究战时交通保障方案，向铁路、水路及有关部门提 出军事要求，并参与有关工作。
(3) Based on the intentions of the headquarters and military regions, study wartime transport support plans, put forward military requirements to railway, waterway, and relevant departments, and participate in related work.
(四)协助部队编制战备输送方案和进行输送训练。会同铁路、水路部门编制和落实 战备输送保障方案。
(4) Assist the military in formulating wartime transport plans and conducting transport training. Jointly with railway and waterway departments, formulate and implement wartime transport support plans.
(五)掌握有关交通运输情况，搜集研究有关交通资料。
(5) Keep abreast of relevant transportation situations, collect and study relevant transportation data.
(六)审核、结算并指导部队正确使用军事交通费。
(6) Review, settle, and guide the military in the proper use of military transportation funds.
(七)参与新建铁路军事专用线的设计审查和验收，检查指导铁路军事专用线的维修 管理。
(7) Participate in the design review and acceptance of newly built railway military sidings, and guide the maintenance and management of railway military sidings.
(八)协助地方政府有关部门做好铁路、水路沿线军用饮食供应站的工作。
(8) Assist relevant local government departments in doing a good job of military food supply stations along railways and waterways.
(九)协同车站、港口管理零星军人的运送事宜。
(9) Coordinate with stations and ports in handling the transportation of individual military personnel.
(十)执行中国人民解放军《纪律条令》规定的有关任务。
(10) Perform relevant tasks stipulated in the Discipline Regulations of the Chinese People's Liberation Army.
军事代表办事处的设置
Establishment of Military Representative Offices
(一)在铁路局、分局、主要车站派设驻局、分局、车站(地区)三级军事代表办事 处，分别相当于师、团、营级单位。
(1) At railway bureaus, sub-bureaus, and major stations, three levels of military representative offices (bureau, sub-bureau, station/area) shall be established, corresponding to division, regiment, and battalion levels respectively.
(二)根据工作需要，在沿海、长江、内河的港航部门派设相应的师、团、营级军事 代表办事处。在港航部门较多的地区，设置地区的师或团级军事代表办事处，其机构驻在 其中的一个港航部门。
(2) As needed, corresponding division, regiment, and battalion-level military representative offices shall be established at port and shipping departments along the coast, the Yangtze River, and inland waterways. In areas with multiple port and shipping departments, a regional division or regiment-level military representative office shall be established, with its office located in one of the port and shipping departments.
(三)军事代表办事处由军区或总部派出，称为“中国人民解放军驻×××军事代表 办事处”。其机构设置、撤销，由军区提出建议，上报审批。
(3) Military representative offices are dispatched by military regions or headquarters and are called "PLA Military Representative Office Stationed at ×××". Their establishment and dissolution shall be proposed by the military region and submitted for approval.
(四)师、团级军事代表办事处配主任、政治委员。师级军事代表办事处设科和政治 处。团级军事代表办事处配参谋和必要的政治、行政工作人员。营级军事代表办事处配主 任、参谋。
(4) Division and regiment-level military representative offices shall be staffed with a director and a political commissar. Division-level offices shall have sections and a political department. Regiment-level offices shall have staff officers and necessary political and administrative personnel. Battalion-level offices shall have a director and staff officers.
(五)军事代表办事处的后勤保障、军用通信，由军队负责。
(5) Logistics support and military communications for military representative offices shall be provided by the military.
军事代表办事处的领导关系
Leadership Relationships of Military Representative Offices
(一)军事代表办事处受军队派出机关领导，同时接受驻在的铁路、水路部门党委的 领导。
(1) Military representative offices are under the leadership of the military dispatching authority and simultaneously under the leadership of the Party committee of the railway or waterway department where they are stationed.
(二)各级军事代表办事处的党政、业务工作实行逐级垂直领导。
(2) The Party, political, and operational work of military representative offices at all levels shall be subject to vertical leadership at each level.
(三)师、团级军事代表办事处，由驻在的铁路、水路部门党委书记兼任第一政治委 员。铁路、水路部门党委应将派驻的军事代表办事处的主要负责同志选入党委(或常委) 。
(3) For division and regiment-level military representative offices, the secretary of the Party committee of the railway or waterway department where they are stationed shall concurrently serve as the first political commissar. The Party committee of the railway or waterway department shall elect the principal responsible person of the stationed military representative office into the Party committee (or standing committee).
(四)铁路、水路部门党委应积极领导和组织完成军事交通任务。军事代表办事处应 主动向铁路、水路部门党委请求报告工作，转达派出机关布置的任务和要求。
(4) The Party committees of railway and waterway departments shall actively lead and organize the completion of military transportation tasks. Military representative offices shall proactively report to and request instructions from the Party committees of railway and waterway departments, and convey the tasks and requirements assigned by the dispatching organs.
军事代表办事处与当地政府的关系
Relationship between Military Representative Offices and Local Governments
(一)军事代表办事处要主动向当地政府请示报告有关工作，取得领导和支持。地方 政府应关心和支持军事代表办事处的工作，提供有关交通资料，吸收他们参加有关的工作 和活动。
(1) Military representative offices shall proactively report to and request instructions from local governments regarding relevant work, and obtain leadership and support. Local governments shall care for and support the work of military representative offices, provide relevant transportation information, and involve them in relevant work and activities.
(二)军事代表办事处应及时向当地政府开设的军用饮食供应站提出供应任务。军用 饮食供应站应接受军事代表办事处对供应工作的指导，及时准确、保质保量地完成供应任 务。
(2) Military representative offices shall promptly submit supply tasks to the military food and beverage supply stations established by local governments. Military food and beverage supply stations shall accept guidance from military representative offices on supply work, and complete supply tasks accurately, timely, with quality and quantity guaranteed.
军事代表办事处与铁路、水路部门的关系
Relationship between Military Representative Offices and Railway and Waterway Departments
(一)军事代表办事处应和铁路、水路部门团结一致，互相配合，密切协商，主动通 报情况，共同完成任务。
(1) Military representative offices shall unite with railway and waterway departments, cooperate with each other, consult closely, proactively share information, and jointly complete tasks.
(二)军事代表办事处应关心和支持铁路、水路部门的生产建设，积极参加有关活动 ，听取他们的意见和建议，遵守铁路、水路部门的规章制度。
(2) Military representative offices shall care for and support the production and construction of railway and waterway departments, actively participate in relevant activities, listen to their opinions and suggestions, and comply with the rules and regulations of railway and waterway departments.
(三)铁路、水路部门应积极支持军事代表办事处的工作，吸收他们参加有关会议， 听取他们关于军事运输、交通战备和战时交通保障方面的要求和建议，征求他们对长远规 划、基本建设、车船制造等有关方面的意见，执行军事运输规章制度，严守军事机密。
(3) Railway and waterway departments shall actively support the work of military representative offices, involve them in relevant meetings, listen to their requirements and suggestions on military transportation, transportation readiness, and wartime transportation support, solicit their opinions on long-term planning, capital construction, vehicle and vessel manufacturing, etc., implement military transportation rules and regulations, and strictly guard military secrets.
(四)铁路、水路部门要关心军事代表办事处的工作、学习和生活，提供必要的工作 条件。免费提供办公房舍、办公设备和通信设备，提供有关文件资料，发给与其干部相同 规定的公用免费乘车、乘船凭证，协助解决住房、医疗等生活问题。
(4) Railway and waterway departments shall care about the work, study, and life of military representative offices, and provide necessary working conditions. They shall provide office premises, office equipment, and communication equipment free of charge, provide relevant documents and materials, issue free public transportation passes for trains and ships as per regulations for their cadres, and assist in solving housing, medical care, and other living issues.
(五)车站、港口应根据军事代表办事处的要求，保证执行紧急或特殊任务的零星军 人乘车、乘船的需要。
(5) Stations and ports shall, based on the requirements of military representative offices, ensure the boarding of individual military personnel on trains and ships for urgent or special missions.
军事代表办事处与部队的关系
Relationship between Military Representative Offices and Military Units
(一)军事代表办事处要熟悉管内驻军有关情况，帮助部队搞好军事运输工作，向部 队宣传有关运输的政策和规定，介绍情况，尽力解决部队运输中的困难。
(1) Military representative offices shall be familiar with the relevant conditions of stationed troops within their jurisdiction, assist units in military transportation work, publicize transportation policies and regulations to units, provide information, and do their best to solve difficulties in unit transportation.
(二)部队在组织实施军事运输时，应接受军事代表办事处的指导，与军事代表办事 处主动联系，及时向他们反映有关情况，听取他们的意见和要求，接受其传达的上级命令 和指示。
(2) When organizing military transportation, units shall accept guidance from military representative offices, proactively contact military representative offices, promptly report relevant information, listen to their opinions and requirements, and accept superior orders and instructions conveyed by them.
(三)军事代表办事处和执行铁路、水路抢修、防护任务的部队，要密切联系，互通 情况，搞好协同。
(3) Military representative offices and units performing railway and waterway emergency repair and protection tasks shall maintain close contact, exchange information, and coordinate well.
(四)驻车站、港口军事代表办事处，在执行《纪律条令》规定的任务时，受卫戍、 警备区或担任当地警备勤务的驻军的领导。派到车站、港口执勤的分队应与军事代表办事 处取得联系。
(4) Military representative offices stationed at stations and ports, when performing tasks stipulated in the "Discipline Regulations," shall be under the leadership of the garrison command or the stationed troops performing local garrison duties. Units dispatched to stations and ports for duty shall contact military representative offices.
对军事代表办事处的要求
Requirements for Military Representative Offices
(一)努力学习马列著作和毛主席著作，充分发挥党组织的核心领导作用，搞好军事 代表办事处的革命化建设。
(1) Diligently study the works of Marx, Lenin, and Chairman Mao, fully leverage the core leadership role of Party organizations, and promote the revolutionary construction of military representative offices.
(二)保持和发扬我党我军的优良传统，虚心向铁路、水路部门和人民群众学习，严 格执行三大纪律八项注意，搞好军政、军民团结。
(2) Maintain and promote the fine traditions of our Party and military, humbly learn from railway and waterway departments and the masses, strictly implement the Three Main Rules of Discipline and the Eight Points for Attention, and foster unity between the military and government and between the military and civilians.
(三)树立全局观念、政策观念，正确处理平时与战时、民运与军运、国民经济建设 与国防交通建设的关系，全心全意为部队服务，为战争服务。
(3) Establish a holistic view and policy awareness, correctly handle the relationships between peacetime and wartime, civilian transportation and military transportation, and national economic construction and national defense transportation construction, and wholeheartedly serve the troops and serve the war.
(四)发扬一不怕苦、二不怕死的革命精神，谦虚谨慎、积极主动、准确及时、认真 负责地做好本职工作。
(4) Carry forward the revolutionary spirit of fearing neither hardship nor death, and perform duties with modesty, prudence, initiative, accuracy, timeliness, and conscientiousness.
(五)努力学习军事和铁路、水路有关业务知识，认真研究现代战争中军事交通保障 的课题，提高军事素质，精通职业务，做到又红又专。
(5) Diligently study military knowledge and relevant railway and waterway business knowledge, seriously research topics on military transportation support in modern warfare, improve military quality, master professional skills, and become both red and expert.
(六)保持高度的革命警惕，严守国家军事机密，增强战备观念，时刻准备打仗。
(6) Maintain high revolutionary vigilance, strictly guard national military secrets, enhance war preparedness awareness, and be ready to fight at all times.
