长江是中华人民共和国内河。为维护中华人民共和国主权，保障船舶安全，维持长江水域及其港口秩序，依据《中华人民共和国对外国籍船舶管理规则》，制定本规定。
The Yangtze River is an inland river of the People's Republic of China. To safeguard the sovereignty of the People's Republic of China, ensure vessel safety, and maintain order in the Yangtze River waters and its ports, these Provisions are formulated in accordance with the Rules of the People's Republic of China for the Control of Foreign Vessels.
在中华人民共和国长江水域及其港口航行、停泊的外国籍机动船、非机动船和其他水上运输工具(以下简称船舶)，必须遵守本规定和中华人民共和国的一切有关法律、行政法规和规章。
Foreign motor vessels, non-motor vessels, and other waterborne transport facilities (hereinafter referred to as vessels) navigating, berthing, or operating in the Yangtze River waters and ports of the People's Republic of China must comply with these Provisions and all relevant laws, administrative regulations, and rules of the People's Republic of China.
本规定所称长江水域，是指浏河口下游的浏黑屋(北纬31°30′、东经121°18′)与崇明岛施翘河口下游的施信杆(北纬31°37′、东经121°22′)联线沿长江向上至长江中游的北岸窑咀(北纬29°29′、东经113°6′)与南岸七洲(北纬29°28′、东经113°6′)联线及洞庭湖口湘江的南岸七里山(北纬29°24′、东经113°7′)与北岸芦席洲(北纬29°25′、东经113°6′)联线之间的干线水域。
The term 'Yangtze River waters' as used in these Provisions refers to the main stem waters between the line connecting Liuheiwu (31°30′N, 121°18′E) downstream of Liuhekou and Shixin'gan (31°37′N, 121°22′E) downstream of Shiqiaokou on Chongming Island, extending upstream to the line connecting Beian Yaozui (29°29′N, 113°6′E) and Nan'an Qizhou (29°28′N, 113°6′E) in the middle reaches of the Yangtze River, and the line connecting Nan'an Qilishan (29°24′N, 113°7′E) and Beian Luxizhou (29°25′N, 113°6′E) on the Xiangjiang River at the mouth of Dongting Lake.
本规定所称港口，是指前款长江水域中对外国籍船舶开放的港口。
The term 'ports' as used in these Provisions refers to ports open to foreign vessels within the Yangtze River waters mentioned in the preceding paragraph.
本规定由中华人民共和国港务监督负责实施，任何船舶都必须接受港务监督的监督管理。
These Provisions shall be implemented by the Harbor Superintendency Administration of the People's Republic of China, and all vessels must accept the supervision and management of the Harbor Superintendency Administration.
船舶进入长江水域及其港口，必须经中华人民共和国港务监督批准。
Vessels entering the Yangtze River waters and its ports must obtain approval from the Harbor Superintendency Administration of the People's Republic of China.
经批准进入长江水域及其港口的船舶，应当接受港务监督、边防检查、海关等部门的检查，并办理有关手续。必要时，上述有关部门有权进行随船监督。
Vessels approved to enter the Yangtze River waters and its ports shall undergo inspection by the Harbor Superintendency Administration, border inspection, customs, and other authorities, and complete relevant procedures. When necessary, the said authorities have the right to conduct onboard supervision.
进入长江水域的船舶，不得经营沿长江各港口之间以及长江各港口与上海港之间的运输或者其他未经批准的业务。
Vessels entering the Yangtze River waters shall not engage in transportation between ports along the Yangtze River or between Yangtze River ports and Shanghai Port, or any other business not approved.
进入长江港口的船舶，必须遵守下列规定：
Vessels entering Yangtze River ports must comply with the following provisions:
(一)在预定经过上海港区1星期之前，委托有关港口外轮代理公司向所要到达的长江港口港务监督办理进口申请批准手续；
(1) At least one week before the scheduled passage through the Shanghai port area, entrust the relevant port foreign vessel agency to apply to the Harbor Superintendency Administration of the destination Yangtze River port for entry approval;
(二)在经过上海港区24小时之前(航程不足24小时的，在驶离前一港口时)，将预计经过上海港区和到达长江港口的时间、船舶尺度、前后吃水及实际吃水线以上最大高度等情况，通过外轮代理公司向上海港和所要到达港港务监督报告；
(2) At least 24 hours before passing through the Shanghai port area (if the voyage is less than 24 hours, at the time of departure from the previous port), report the expected time of passing through the Shanghai port area and arrival at the Yangtze River port, vessel dimensions, forward and aft drafts, and maximum height above the actual waterline to the Harbor Superintendency Administration of Shanghai Port and the destination port through the foreign vessel agency;
(三)前款所报时间如有变化，应当随时报告。
(3) If the time reported in the preceding paragraph changes, it shall be reported immediately.
船舶在长江水域及其港口航行或移泊，必须向中华人民共和国长江港口港务监督申请指派引航员引航；途经上海港水域必须向中华人民共和国上海港务监督申请指派引航员引航。
Vessels navigating or shifting berths in the Yangtze River waters and its ports must apply to the Harbor Superintendency Administration of the Yangtze River port for assignment of a pilot; when passing through Shanghai port waters, they must apply to the Harbor Superintendency Administration of Shanghai Port for assignment of a pilot.
船舶抵港后，应即呈报进口报告书及其他有关表报，同时交验船舶证书及有关文件，并接受检查。船舶出港前，应当通过外轮代理公司向港务监督预报开航时间、驶往港等情况，并办理出口手续，取得出口许可证后，方可出港。
Upon arrival at port, vessels shall immediately submit an entry report and other relevant forms, and at the same time present vessel certificates and relevant documents for inspection. Before departure, vessels shall, through the foreign vessel agency, report the scheduled departure time, destination port, etc., to the Harbor Superintendency Administration, complete departure formalities, and obtain an exit permit before departing.
船舶在长江水域及其港口航行、停泊，白天应当在前桅顶部悬挂中华人民共和国国旗，船尾悬挂船籍国国旗，有引航员在船时应当加挂“H”旗。进出港口或在港内移泊，应当加挂船名呼号旗和其他规定的信号。
Vessels navigating or berthing in the Yangtze River waters and its ports shall, during the daytime, fly the national flag of the People's Republic of China at the top of the foremast, fly the flag of the vessel's nationality at the stern, and when a pilot is on board, additionally fly the 'H' flag. When entering or leaving port or shifting berths within the port, they shall additionally fly the vessel's call sign flag and other prescribed signals.
船舶在长江水域及其港口使用甚高频无线电话，按《中华人民共和国交通部关于外轮使用甚高频无线电话暂行办法》办理。
The use of VHF radiotelephones by vessels in the Yangtze River waters and its ports shall be handled in accordance with the Interim Measures of the Ministry of Communications of the People's Republic of China on the Use of VHF Radiotelephones by Foreign Vessels.
船舶的无线电报、无线电话发射机，在长江水域期间只准与中华人民共和国江岸、海岸电台通讯；在港口期间只有在危急情况下才可以使用，并且使用后必须向港务监督报告。
The radio telegraph and radiotelephone transmitters of vessels shall, while in the Yangtze River waters, only communicate with the riverine and coastal radio stations of the People's Republic of China; while in port, they may only be used in emergency situations, and after use, a report must be made to the Harbor Superintendency Administration.
船舶的火箭信号、火焰信号、信号枪，在长江水域及其港口期间，只有在危急情况下才可以使用，并且使用后必须向港务监督报告。
Rocket signals, flare signals, and signal guns on vessels may only be used in emergency situations while in the Yangtze River waters and its ports, and after use, a report must be made to the Harbor Superintendency Administration.
船舶在长江水域及其港口航行、停泊时，禁止进行下列活动：
Vessels navigating or berthing in the Yangtze River waters and its ports are prohibited from engaging in the following activities:
(一)对军事设施和军用船舶摄影、写生、录像和测绘；
(1) Photographing, sketching, video recording, or surveying military installations and military vessels;
(二)射击、游泳、钓鱼、鸣放鞭炮或焰火；
(2) Shooting, swimming, fishing, setting off firecrackers or fireworks;
(三)其他危害中华人民共和国安全、权益或安全秩序的活动。
(3) Other activities that endanger the security, rights, or safety and order of the People's Republic of China.
船舶在长江水域航行，如遇恶劣气象、洪峰等特殊情况需要临时停泊，应当尽量靠航道一侧的边缘停泊，不得占用主航道，并应及时向就近港务监督报告抛锚时间、位置和驶离时间，未经当地公安部门批准，船上的人员不得登陆。
If a vessel navigating in the Yangtze River waters needs to temporarily anchor due to adverse weather, flood peaks, or other special circumstances, it shall anchor as close as possible to the edge of the navigable channel, shall not occupy the main channel, and shall promptly report the anchoring time, position, and departure time to the nearest Harbor Superintendency Administration. Without approval from the local public security authorities, personnel on board shall not go ashore.
船舶不得以危及其他船舶和两岸设施安全的速度航行。
Vessels shall not navigate at speeds that endanger the safety of other vessels or facilities on both banks.
船舶在长江水域及其港口期间，有关航行、停泊和避让事宜，按照中华人民共和国交通部颁布的《内河避碰规则》执行。
While a vessel is in the Yangtze River waters and its ports, matters concerning navigation, berthing, and collision avoidance shall be executed in accordance with the Inland Navigation Collision Regulations promulgated by the Ministry of Communications of the People's Republic of China.
船舶使用信号应当遵守中华人民共和国交通部颁布的《内河避碰规则》和其他有关信号的规定；未作规定的依照有关国际信号规则办理。
The use of signals by vessels shall comply with the Inland Navigation Collision Regulations and other relevant signal provisions promulgated by the Ministry of Communications of the People's Republic of China; matters not specified therein shall be handled in accordance with relevant international signal rules.
船舶在长江水域及其港口期间，不得任意排放和抛弃油类、油性混合物，以及其他污染物质和废弃物。
While a vessel is in the Yangtze River waters and its ports, it shall not arbitrarily discharge or discard oil, oily mixtures, or other polluting substances and wastes.
本规定已列事项按照本规定执行；未列事项按照《中华人民共和国对外国籍船舶管理规则》及其他有关规定执行。
Matters specified in these Provisions shall be executed in accordance with these Provisions; matters not specified shall be executed in accordance with the Rules of the People's Republic of China on the Administration of Foreign Vessels and other relevant provisions.
本规定自发布之日起施行。
These Provisions shall come into force as of the date of promulgation.
