Military Standardization Management Measures

军用标准化是国防现代化建设中一项综合性的技术基础工作，对促进国防科学技术进步，加速发展军事技术装备，增强部队战斗力，具有重要的战略意义。为了加强军用标准化的管理，根据国务院、中央军委有关国防现代化建设的方针、原则和《中华人民共和国标准化管理条例》，特制订本办法。

Military standardization is a comprehensive technical foundation work in the modernization of national defense. It has important strategic significance for promoting the progress of defense science and technology, accelerating the development of military technical equipment, and enhancing the combat effectiveness of the armed forces. In order to strengthen the management of military standardization, these Measures are formulated in accordance with the guidelines and principles of the State Council and the Central Military Commission concerning the modernization of national defense and the Regulations of the People's Republic of China on Standardization Management.

军用标准化工作应当认真贯彻“质量第一”的方针，坚持科研、生产、使用相结合的原则。

Military standardization work shall conscientiously implement the policy of 'quality first' and adhere to the principle of combining scientific research, production, and use.

军用技术标准(简称军用标准，下同)是为满足军用要求而制订的技术标准，是从事国防科研、生产和使用、维修活动的共同技术依据。

Military technical standards (hereinafter referred to as military standards) are technical standards formulated to meet military requirements and serve as the common technical basis for activities in national defense research, production, use, and maintenance.

国家标准凡能满足军用要求的，应当贯彻执行；各部门制订的专业标准(部标准，下同)，凡能满足军用要求的，可以直接采用。

National standards that can meet military requirements shall be implemented; professional standards (ministry standards, the same below) formulated by various departments that can meet military requirements may be directly adopted.

对国际标准和国外先进标准，必须结合我国的国情，认真研究，区别对待，积极采用。

International standards and advanced foreign standards shall be carefully studied, treated differently, and actively adopted in light of China's national conditions.

军用标准化规划、计划应当纳入各部门的军事技术装备发展和国防科研、生产规划、计划。

Military standardization plans and programs shall be incorporated into the plans and programs of various departments for the development of military technical equipment and national defense research and production.

制订、修订军用标准，应当充分考虑军事技术装备的发展和使用要求，密切结合我国的实际情况，做到技术先进，安全可靠，经济合理。

When formulating and revising military standards, full consideration shall be given to the development and use requirements of military technical equipment, closely combined with China's actual conditions, to achieve advanced technology, safety and reliability, and economic rationality.

军用标准包括国家军用标准和各部门、各单位为军事技术装备制定的专业标准和企业标准。专业标准和企业标准不得与国家军用标准相抵触；企业标准不得与专业标准相抵触。

Military standards include national military standards and professional standards and enterprise standards formulated by various departments and units for military technical equipment. Professional standards and enterprise standards shall not conflict with national military standards; enterprise standards shall not conflict with professional standards.

国家军用标准是指对国防科学技术和军事技术装备发展有重大意义而必须在国防科研、生产、使用范围内统一的标准。

National military standards refer to standards that are of great significance to the development of defense science and technology and military technical equipment and must be unified within the scope of national defense research, production, and use.

制订、修订国家军用标准，应当采取科研、生产、使用相结合的形式，按照标准的不同对象和部门的业务分工，由主管部门与有关部门协商确定主办部门和参加单位。

The formulation and revision of national military standards shall adopt the form of combining scientific research, production, and use. According to the different objects of standards and the division of business among departments, the competent department shall negotiate with relevant departments to determine the lead department and participating units.

国家军用标准，由主办部门提出草案，属于通用后勤技术装备(包括后勤专用车辆，下同)和军队医药卫生方面的，报总后勤部审批和发布；其余的报国防科学技术工业委员会(以下简称国防科工委)审批和发布；特别重大的，由国防科工委或总后勤部报国务院、中央军委审批后发布。

For national military standards, the lead department shall submit a draft. Those concerning general logistics technical equipment (including logistics special vehicles, the same below) and military medicine and health shall be submitted to the General Logistics Department for approval and release; the rest shall be submitted to the Commission of Science, Technology and Industry for National Defense (hereinafter referred to as COSTIND) for approval and release; for particularly important ones, COSTIND or the General Logistics Department shall submit to the State Council and the Central Military Commission for approval before release.

为军事技术装备制订的专业标准，由主管部门审批和发布，并分别报国防科工委、总后勤部备案。

Professional standards formulated for military technical equipment shall be approved and released by the competent department and filed with COSTIND and the General Logistics Department respectively.

军用标准应当根据国民经济和国防科学技术的发展，及时进行修订。

Military standards shall be revised in a timely manner in accordance with the development of the national economy and defense science and technology.

制订军用标准所需的经费和物资，应当列入各部门、各单位的科研计划。

The funds and materials required for formulating military standards shall be included in the research plans of various departments and units.

军用标准一经发布，各有关部门都必须严格贯彻执行。各级标准化管理部门负责督促检查。

Once military standards are released, all relevant departments must strictly implement them. Standardization management departments at all levels are responsible for supervision and inspection.

贯彻标准确有困难的，要说明理由，提出暂缓贯彻的期限和采取措施的报告，征得使用部门的同意后，经上级主管部门审查，报发布标准的部门批准。

If there are difficulties in implementing the standards, reasons shall be stated, and a report proposing a postponement period and measures shall be submitted. After obtaining the consent of the using department, it shall be reviewed by the superior competent department and submitted to the department that released the standard for approval.

研制军用新产品，必须认真执行标准化的要求。

When developing new military products, the requirements of standardization must be conscientiously implemented.

使用部门在提出新产品的战术技术指标时，必须同时提出标准化要求。

When the using department proposes tactical and technical indicators for new products, it must simultaneously propose standardization requirements.

新产品设计前，设计总负责人或技术总负责人应当会同标准化部门组织编制《新产品标准化综合要求》。

Before the design of new products, the chief designer or chief technical officer shall, together with the standardization department, organize the compilation of the 'Comprehensive Standardization Requirements for New Products'.

设计阶段的图样和技术文件，必须由设计单位的标准化专业人员进行标准化审查签字后，才能使用。

Drawings and technical documents in the design phase must be reviewed and signed by the standardization professionals of the design unit before they can be used.

新产品定型前，设计单位的标准化机构应当提出《新产品标准化审查报告》。

Before the finalization of new products, the standardization organization of the design unit shall submit the 'Standardization Review Report for New Products'.

已鉴定定型的产品，如因改用标准而影响产品的基本战术技术性能，应当由设计单位和同级标准化机构提出报告，征得使用部门同意，报有关军工产品定型委员会审批；如属改进或改型，其更改部分应当按研制新产品的要求进行标准化审查。

For products that have been identified and finalized, if the adoption of a standard affects the basic tactical and technical performance of the product, the design unit and the standardization organization at the same level shall submit a report, obtain the consent of the user department, and report to the relevant military product finalization committee for approval; if it is an improvement or modification, the changed part shall undergo standardization review as required for the development of a new product.

引进军事装备技术，必须进行标准化审查。一般的项目，由各国防工业部、军兵种和总部有关部(局)组织审查；重大的项目，由国防科工委或总后勤部组织审查。

The introduction of military equipment technology must undergo standardization review. General projects shall be reviewed by the relevant national defense industry ministries, military branches, and relevant departments (bureaus) of the headquarters; major projects shall be reviewed by the Commission of Science, Technology and Industry for National Defense or the General Logistics Department.

军用产品的原料、材料、协作件、外购件、半成品和自制件，均应由检验部门严格按照有关标准或图样和技术文件的规定进行验收或复验合格后，才能投产或参加整机的装配、测试和各种试验。

Raw materials, materials, collaborative parts, purchased parts, semi-finished products, and self-made parts of military products shall be strictly inspected by the inspection department in accordance with relevant standards or drawings and technical documents, and only after passing acceptance or re-inspection can they be put into production or participate in the assembly, testing, and various experiments of the complete machine.

贯彻标准所需的经费和物资，应当列入各部门、各单位的技术改造和技术措施计划。

The funds and materials required for implementing standards shall be included in the technical transformation and technical measures plans of each department and unit.

国防科工委、总后勤部、各国防工业部、军兵种、总部有关部(局)和承担军品任务的有关部门，应当建立或健全相应的标准化管理机构，配备专职人员，开展标准化工作。

The Commission of Science, Technology and Industry for National Defense, the General Logistics Department, the national defense industry ministries, military branches, relevant departments (bureaus) of the headquarters, and relevant departments undertaking military product tasks shall establish or improve corresponding standardization management institutions, equip them with full-time personnel, and carry out standardization work.

国防科工委标准化管理机构是在国家标准局的业务指导下，管理军用标准化工作的职能部门。其主要任务是：

The standardization management institution of the Commission of Science, Technology and Industry for National Defense is the functional department responsible for managing military standardization work under the professional guidance of the National Bureau of Standards. Its main tasks are:

(一)根据国家有关的方针、政策，负责提出军用标准化的方针、政策和制订必要的规章制度；

(1) Propose policies and formulate necessary regulations for military standardization in accordance with relevant national policies;

(二)组织编制和实施军用标准化规划、计划；

(2) Organize the formulation and implementation of military standardization plans and programs;

(三)组织制订和修订国家军用标准；

(3) Organize the formulation and revision of national military standards;

(四)组织协调军用标准化工作中的重大问题；

(4) Organize and coordinate major issues in military standardization work;

(五)督促检查军用标准的贯彻执行；

(5) Supervise and inspect the implementation of military standards;

(六)对重大的军事装备技术引进项目组织标准化审查；

(6) Organize standardization review for major military equipment technology introduction projects;

(七)承办上级机关交办的其他标准化任务。

(7) Undertake other standardization tasks assigned by higher authorities.

总后勤部标准化管理机构，负责归口管理全军通用后勤技术装备和军队医药卫生方面的标准化工作。

The standardization management institution of the General Logistics Department is responsible for the centralized management of standardization work related to general logistics technical equipment and military medicine and health throughout the armed forces.

各国防工业部、军兵种、总部有关部(局)和承担军品任务的有关部门的标准化管理机构，负责管理本部门的标准化工作。其主要任务是：

The standardization management institutions of the national defense industry ministries, military branches, relevant departments (bureaus) of the headquarters, and relevant departments undertaking military product tasks are responsible for managing the standardization work of their respective departments. Their main tasks are:

(一)贯彻国家军用标准化的方针、政策，制订本部门的规章制度；

(1) Implement the national military standardization policies and formulate departmental regulations;

(二)组织制订和实施本部门的标准化规划、计划；

(2) Organize the formulation and implementation of departmental standardization plans and programs;

(三)组织制订、修订和审查国家军用标准，并负责必要的协调工作；

(3) Organize the formulation, revision, and review of national military standards, and carry out necessary coordination work;

(四)督促检查标准的贯彻执行；

(4) Supervise and inspect the implementation of standards;

(五)负责组织对本部门引进军事装备技术进行标准化审查；

(5) Organize standardization review for the introduction of military equipment technology within the department;

(六)承办上级机关交办的其他标准化任务。

(6) Undertake other standardization tasks assigned by higher authorities.

各国防工业部、军兵种、总部有关部(局)和承担军品任务的有关部门所属企事业单位的标准化管理机构或专职人员，负责管理本单位的标准化工作和承办上级机关交给的标准化任务。

The standardization management institutions or full-time personnel of enterprises and institutions affiliated with the national defense industry ministries, military branches, relevant departments (bureaus) of the headquarters, and relevant departments undertaking military product tasks are responsible for managing the standardization work of their respective units and undertaking standardization tasks assigned by higher authorities.

各部门标准化研究机构的主要任务是：

The main tasks of departmental standardization research institutions are:

(一)开展军用标准化的科学研究；

(1) Conduct scientific research on military standardization;

(二)组织和承担军用标准的制订、修订工作；

(2) Organize and undertake the formulation and revision of military standards;

(三)参加新产品以及引进军事装备技术的标准化审查工作；

(3) Participate in the standardization review of new products and imported military equipment technology;

(四)负责军用标准情报资料的收集、研究和提供使用工作；

(4) Be responsible for the collection, research, and provision of military standard intelligence materials;

(五)承担上级机关交办的其他军用标准化技术工作。

(5) Undertake other military standardization technical work assigned by higher authorities.

根据军事技术装备的不同类别和各专业的特点，设立若干个由科研、生产、使用部门的代表组成的专业军用标准化技术组织。其章程和管理办法另行制订。

According to the different categories and professional characteristics of military technical equipment, several professional military standardization technical organizations composed of representatives from scientific research, production, and user departments shall be established. Their charter and management measures shall be formulated separately.

从事标准化工作的科技人员，要具有与其所任工作相适应的技术水平、政策水平、组织能力和实践经验，并应保持相对的稳定。

Scientific and technical personnel engaged in standardization work shall have the technical level, policy level, organizational ability, and practical experience commensurate with their work, and shall remain relatively stable.

对在标准化工作中做出显著成绩或有重大贡献的人员，各部门、各单位应当给予奖励。

Departments and units shall reward personnel who have made remarkable achievements or significant contributions in standardization work.

对违反本办法的单位或个人，各主管部门应当根据情节与后果的严重程度，按国家或军队的有关规定严肃处理。

For units or individuals violating these Measures, the competent departments shall handle them seriously according to the severity of the circumstances and consequences, in accordance with the relevant provisions of the state or the military.

本办法仅限于对军用技术标准的管理，属于装备的体制和系列、使用、管理等，按中央军委有关规定，分别由总参谋部、总后勤部负责归口管理。

These Measures are limited to the management of military technical standards. Matters concerning the system, series, use, and management of equipment shall be managed by the General Staff Department and the General Logistics Department respectively according to the relevant provisions of the Central Military Commission.

各国防工业部、军兵种、总部有关部(局)和承担军品任务的有关部门，可根据本办法的精神制订本部门的实施细则。

Each national defense industry department, military service, headquarters department (bureau), and relevant departments undertaking military product tasks may formulate implementation rules for their own departments based on the spirit of these Measures.

本办法由国防科工委负责解释。

These Measures shall be interpreted by the Commission of Science, Technology and Industry for National Defense.

本办法自发布之日起施行。

These Measures shall come into force on the date of promulgation.
