为了在对外活动中正确使用中华人民共和国国徽图案，根据《中华人民共和国国徽法》(以下简称国徽法)，制定本办法。
These Measures are formulated in accordance with the Law of the People's Republic of China on the National Emblem (hereinafter referred to as the National Emblem Law) for the purpose of correctly using the design of the National Emblem of the People's Republic of China in foreign affairs activities.
外事活动和国家驻外使馆、领馆以及其他外交代表机构对外使用国徽图案，适用本办法。
These Measures apply to the use of the design of the National Emblem in foreign affairs activities by foreign affairs activities and by the state's embassies, consulates, and other diplomatic missions abroad.
为全国人民代表大会常务委员会、国务院、中央军事委员会、国家监察委员会、最高人民法院、最高人民检察院印制的外交文书和对外使用的信封、信笺，应当印有国徽图案。
Diplomatic documents printed for the Standing Committee of the National People's Congress, the State Council, the Central Military Commission, the National Commission of Supervision, the Supreme People's Court, and the Supreme People's Procuratorate, as well as envelopes and letter paper used in foreign affairs, shall bear the design of the National Emblem.
为国徽法第八条第二项规定人员印制其使用的外交文书和以职务名义对外使用的信封、信笺、请柬、贺卡、赠礼卡等，应当印有国徽图案。
Diplomatic documents printed for the persons specified in Article 8, paragraph 2 of the National Emblem Law for their use, and envelopes, letter paper, invitation cards, greeting cards, gift cards, etc., used in foreign affairs in an official capacity, shall bear the design of the National Emblem.
外交部以及国家驻外使馆、领馆和其他外交代表机构使用的外交文书和对外使用的信封、信笺，应当印有国徽图案。
Diplomatic documents used by the Ministry of Foreign Affairs and the state's embassies, consulates, and other diplomatic missions abroad, as well as envelopes and letter paper used in foreign affairs, shall bear the design of the National Emblem.
外交部部长、国家和政府的特使，以及国家驻外使馆、领馆和其他外交代表机构的馆长使用的外交文书和以职务名义对外使用的信封、信笺、请柬、贺卡、赠礼卡等，应当印有国徽图案。
Diplomatic documents used by the Minister of Foreign Affairs, special envoys of the state and government, and the heads of the state's embassies, consulates, and other diplomatic missions abroad, as well as envelopes, letter paper, invitation cards, greeting cards, gift cards, etc., used in foreign affairs in an official capacity, shall bear the design of the National Emblem.
外交部副部长、部长助理使用的外交文书和以职务名义对外使用的信封、信笺，根据需要可以印有国徽图案。
Diplomatic documents used by the Vice Ministers of Foreign Affairs and Assistant Ministers, as well as envelopes and letter paper used in foreign affairs in an official capacity, may bear the design of the National Emblem as needed.
国防部使用的外交文书和对外使用的信封、信笺，国防部部长使用的外交文书和以职务名义对外使用的信封、信笺、请柬、贺卡、赠礼卡等，以及以国防部名义对外举行的建军节招待会请柬等，根据需要可以印有国徽图案。
Diplomatic documents used by the Ministry of National Defense and envelopes and letter paper used in foreign affairs, diplomatic documents used by the Minister of National Defense and envelopes, letter paper, invitation cards, greeting cards, gift cards, etc., used in foreign affairs in an official capacity, as well as invitation cards for the Army Day reception held in the name of the Ministry of National Defense, may bear the design of the National Emblem as needed.
中央人民政府驻香港特别行政区有关机构、中央人民政府驻澳门特别行政区有关机构使用的外交文书和对外使用的信封、信笺，以及上述机构的正职负责人使用的外交文书和以职务名义对外使用的信封、信笺、请柬、贺卡、赠礼卡等，根据需要可以印有国徽图案。
Diplomatic documents used by the relevant agencies of the Central People's Government in the Hong Kong Special Administrative Region and the relevant agencies of the Central People's Government in the Macao Special Administrative Region, as well as envelopes and letter paper used in foreign affairs, and diplomatic documents used by the principal responsible persons of the above-mentioned agencies and envelopes, letter paper, invitation cards, greeting cards, gift cards, etc., used in foreign affairs in an official capacity, may bear the design of the National Emblem as needed.
以省、自治区、直辖市人民政府名义对外举行的国庆招待会请柬等，根据需要可以印有国徽图案。
Invitation cards for the National Day reception held in the name of the people's governments of provinces, autonomous regions, and municipalities directly under the Central Government may bear the design of the National Emblem as needed.
下列机构对外使用的印章可以刻有国徽图案：
The seals used by the following institutions in foreign affairs may bear the design of the National Emblem:
(一)全国人民代表大会常务委员会、国家监察委员会、最高人民法院、最高人民检察院负责外事工作的内设机构；
(1) The internal institutions responsible for foreign affairs of the Standing Committee of the National People's Congress, the National Commission of Supervision, the Supreme People's Court, and the Supreme People's Procuratorate;
(二)外交部有关内设机构、外交部驻香港特别行政区特派员公署、外交部驻澳门特别行政区特派员公署；
(2) The relevant internal institutions of the Ministry of Foreign Affairs, the Office of the Commissioner of the Ministry of Foreign Affairs in the Hong Kong Special Administrative Region, and the Office of the Commissioner of the Ministry of Foreign Affairs in the Macao Special Administrative Region;
(三)国务院各有关部委负责外事工作的内设机构；
(3) The internal institutions responsible for foreign affairs of the relevant ministries and commissions under the State Council;
(四)各省、自治区、直辖市人民政府的外事办公室；
(4) The foreign affairs offices of the people's governments of provinces, autonomous regions, and municipalities directly under the Central Government;
(五)计划单列市、经济特区和沿海开放城市人民政府的外事办公室；
(5) The foreign affairs offices of the people's governments of cities with independent planning status, special economic zones, and open coastal cities;
(六)国家办理护照、签证等出入境证件的机关。
(6) The state organs handling passports, visas, and other entry-exit documents.
下列证件、文书等应当印有国徽图案或者印有带国徽图案的印章：
The following documents and credentials shall bear the design of the National Emblem or a seal bearing the design of the National Emblem:
(一)中华人民共和国护照和其他具有护照性质的证件；
(1) Passports of the People's Republic of China and other documents of a passport nature;
(二)中华人民共和国签证、停留证件、居留证件、永久居留身份证件；
(2) Visas, stay permits, residence permits, and permanent residence identity documents of the People's Republic of China;
(三)加入、退出和恢复中华人民共和国国籍的证书；
(3) Certificates of naturalization, renunciation, and restoration of Chinese nationality;
(四)中华人民共和国外交信使、领事信使的有关证件和外交邮袋、领事邮袋封印；
(4) Relevant documents of diplomatic couriers and consular couriers of the People's Republic of China, and seals of diplomatic bags and consular bags;
(五)外交部及其委托的地方人民政府外事办公室，以及外交部驻香港特别行政区特派员公署、外交部驻澳门特别行政区特派员公署出具的领事认证书、附加证明书等；
(5) Consular certificates, apostilles, etc., issued by the Ministry of Foreign Affairs and its entrusted foreign affairs offices of local people's governments, as well as the Office of the Commissioner of the Ministry of Foreign Affairs in the Hong Kong Special Administrative Region and the Office of the Commissioner of the Ministry of Foreign Affairs in the Macao Special Administrative Region;
(六)国家驻外使馆、领馆出具的公证书、领事认证书、婚姻登记证、临时船舶国籍证书等；
(6) Notarial certificates, consular certificates, marriage registration certificates, temporary ship nationality certificates, etc., issued by the state's embassies and consulates abroad.
(七)外交部为外国驻华外交领事机构、政府间国际组织在华设立的总部或者代表机构的人员和外国驻华新闻机构颁发的有关证件；
(7) Relevant documents issued by the Ministry of Foreign Affairs to personnel of foreign diplomatic and consular missions in China, headquarters or representative offices of intergovernmental international organizations established in China, and foreign news agencies stationed in China;
(八)各省、自治区、直辖市人民政府外事办公室为外国驻华领馆的人员和常驻当地的外国新闻机构颁发的有关证件。
(8) Relevant documents issued by the foreign affairs offices of the people's governments of provinces, autonomous regions, and municipalities directly under the Central Government to personnel of foreign consulates in China and foreign news agencies permanently stationed in the locality.
以中华人民共和国、中华人民共和国政府或者中华人民共和国政府部门名义缔结的条约、协定，可以加封带有国徽图案的火漆印；上述条约、协定的批准书、核准书、接受书、加入书以及条约夹的封面，应当印有国徽图案。
Treaties and agreements concluded in the name of the People's Republic of China, the Government of the People's Republic of China, or government departments of the People's Republic of China may be sealed with a wax seal bearing the pattern of the national emblem; the covers of the instruments of ratification, approval, acceptance, accession, and treaty folders for the aforementioned treaties and agreements shall be printed with the pattern of the national emblem.
国家体育、技能竞赛代表团、队参加国际体育比赛、技能竞赛时，可以按照有关规定在其人员的服装上使用国徽图案。
When participating in international sports or skills competitions, delegations and teams representing the state may use the pattern of the national emblem on their uniforms in accordance with relevant regulations.
标示国界线的界桩、界碑和标示领海基点方位的标志碑以及其他用于显示国家主权的标志物可以使用国徽图案。
Boundary markers and boundary tablets indicating national boundaries, markers indicating the base points of territorial seas, and other markers used to demonstrate national sovereignty may use the pattern of the national emblem.
外交部具体负责指导对外使用国徽图案有关工作。
The Ministry of Foreign Affairs shall specifically guide the work related to the use of the national emblem in foreign affairs.
本办法自公布之日起施行。
These Measures shall come into force on the date of promulgation.
