为加强军民合用机场(以下简称机场)的统一使用管理，确保飞行安全，充分发挥现有机场的使用效率，从国家整体利益出发，既利于民用航空事业的发展，又保证军队战备、训练顺利进行，特制定本规定。
These provisions are formulated to strengthen the unified use and management of military-civilian airports (hereinafter referred to as airports), ensure flight safety, fully utilize the efficiency of existing airports, and, from the perspective of the overall national interest, facilitate the development of civil aviation while ensuring the smooth progress of military readiness and training.
机场的使用管理，原则上由机场产权单位负责，可根据双方需要和实际情况，划分区域，分区管理。场区建设，由产权单位统一规划，军民航专用设施应尽量分开修建，自成体系，自行管理。非产权单位在机场内(不含自征土地)修(扩)建永久性设施，应征得产权单位同意。非产权单位在机场内(不含自征土地)的一切固定建筑设施如不再使用时，可按质作价移交给机场产权单位使用(专用设备除外)，但不得出租、转借或转让给与本场飞行业务无直接关系的单位。机场的土地属国家所有，由机场产权单位统一规划使用，任何单位不得擅自处理。
The use and management of an airport shall, in principle, be the responsibility of the airport property rights unit. Based on the needs and actual conditions of both parties, areas may be divided and managed separately. Airport construction shall be uniformly planned by the property rights unit, and military and civil aviation dedicated facilities should, as far as possible, be built separately, forming independent systems managed by each party. Non-property rights units that construct (or expand) permanent facilities within the airport (excluding self-acquired land) must obtain consent from the property rights unit. If non-property rights units no longer use any fixed building facilities within the airport (excluding self-acquired land), such facilities may be transferred to the airport property rights unit at a quality-based price (excluding specialized equipment), but shall not be leased, lent, or transferred to units unrelated to the airport's flight operations. Airport land is owned by the state and shall be uniformly planned and used by the airport property rights unit; no unit may dispose of it without authorization.
机场允许起降的机型，应根据机场道面的承载能力，按国内有关规定并参照国际有关标准，由军民航双方商定。对符合条件的飞机，产权单位应允许使用。对超出道面承载能力的飞机，非紧急特殊情况，不准使用。
The types of aircraft permitted to take off and land at an airport shall be determined by both military and civil aviation parties through consultation, based on the bearing capacity of the airport pavement, in accordance with relevant domestic regulations and with reference to relevant international standards. The property rights unit shall permit the use of aircraft that meet the conditions. Aircraft exceeding the pavement bearing capacity shall not be permitted except in special emergency circumstances.
机场场道的翻修和维护，原则上由产权单位负责。因超过道面承载能力或其它意外原因造成机场损坏，进行修复所需的经费、材料，由造成损坏的单位负责。
The repair and maintenance of airport pavements shall, in principle, be the responsibility of the property rights unit. If airport damage is caused by exceeding the pavement bearing capacity or other accidental reasons, the funds and materials required for repair shall be borne by the unit that caused the damage.
机场扩建、翻修的设计和施工由产权单位统一规划，投资单位组织招标。机场扩建、翻修后，产权不变，但应保证投资单位使用，不收取场道工程折旧费。
The design and construction of airport expansion or renovation shall be uniformly planned by the property rights unit, and the investing unit shall organize the bidding. After airport expansion or renovation, the property rights shall remain unchanged, but the investing unit shall be guaranteed the right to use the airport without paying depreciation fees for pavement works.
机场使用和管理细则，由产权单位牵头，与有关单位共同制定，各方均应严格遵守。
The airport use and management rules shall be formulated by the property rights unit in conjunction with relevant units, and all parties shall strictly comply with them.
军民双方应签订机场合用协议，明确合用项目、设施和规模等，实行经济核算，合理收费。收费的范围、标准、方法，由财政部、总后勤部联合制定。
Both military and civil parties shall sign an airport joint-use agreement specifying the items, facilities, and scale of joint use, implement economic accounting, and charge reasonable fees. The scope, standards, and methods of charging shall be jointly formulated by the Ministry of Finance and the General Logistics Department.
凡经批准开放的机场，可采用国际民航组织和国内现行标准所规定的地面导航标志和夜航灯光设施，由使用单位投资装设。
For airports approved for opening, ground navigation aids and night lighting facilities as specified in international civil aviation organization and current domestic standards may be installed, with the investment borne by the using unit.
凡需新辟军民合用机场，按国办发〔1985〕49号文件规定办理。
The establishment of new military-civilian airports shall be handled in accordance with the provisions of Document No. 49 [1985] of the General Office of the State Council.
本规定由总参谋部、国家经委负责解释。
These provisions shall be interpreted by the General Staff Department and the State Economic Commission.
本规定自发布之日起施行。
These provisions shall come into force on the date of promulgation.
