总 则
General Provisions
为了促进全民阅读，推进书香社会建设，增强全民族思想道德素质和科学文化素养，提高全社会文明程度，推动建设社会主义文化强国，制定本条例。
This Regulation is formulated to promote nationwide reading, advance the construction of a scholarly society, enhance the ideological and moral quality as well as scientific and cultural literacy of the entire nation, improve the level of social civility, and promote the building of a socialist cultural power.
全民阅读促进工作坚持中国共产党的领导，坚持以习近平新时代中国特色社会主义思想为指导，贯彻落实习近平文化思想，坚持以人民为中心，坚定文化自信，发展社会主义先进文化，弘扬革命文化，传承中华优秀传统文化。
The work of promoting nationwide reading shall adhere to the leadership of the Communist Party of China, be guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, implement Xi Jinping's cultural thoughts, adhere to a people-centered approach, strengthen cultural confidence, develop advanced socialist culture, promote revolutionary culture, and inherit excellent traditional Chinese culture.
全民阅读促进工作坚持以社会主义核心价值观为引领，传播有益于公民全面发展和社会文明进步的科学文化知识，激发公民阅读兴趣，培养公民阅读习惯，增强公民阅读能力，提升公民阅读质量，形成全社会爱读书、读好书、善读书的浓厚氛围。
The work of promoting nationwide reading shall adhere to the guidance of socialist core values, disseminate scientific and cultural knowledge beneficial to citizens' comprehensive development and social civilization progress, stimulate citizens' interest in reading, cultivate citizens' reading habits, enhance citizens' reading ability, improve the quality of citizens' reading, and form a strong atmosphere of loving reading, reading good books, and being good at reading throughout society.
全民阅读促进工作由党委领导、政府主导、社会力量参与，按照公益性、基本性、均等性、便利性的要求，构建全民覆盖、普惠高效的全民阅读促进体系，涵育文明风尚，厚植家国情怀，增强实现中华民族伟大复兴的精神力量。
The work of promoting nationwide reading shall be led by Party committees, dominated by the government, and participated by social forces. In accordance with the requirements of public welfare, basic nature, equalization, and convenience, a nationwide reading promotion system that covers all and is universally efficient shall be constructed, to cultivate civilized customs, foster deep feelings for the family and the country, and enhance the spiritual strength to realize the great rejuvenation of the Chinese nation.
国家加强全民阅读促进工作。
The State shall strengthen the work of promoting nationwide reading.
县级以上地方人民政府应当加强对本行政区域内全民阅读促进工作的统筹协调。
Local people's governments at or above the county level shall strengthen the overall coordination of the work of promoting nationwide reading within their respective administrative regions.
国家新闻出版主管部门负责全国全民阅读促进工作。国务院有关部门在各自职责范围内负责相关全民阅读促进工作。
The National Press and Publication Administration shall be responsible for the work of promoting nationwide reading nationwide. The relevant departments of the State Council shall be responsible for related work of promoting nationwide reading within their respective functions and duties.
县级以上地方新闻出版主管部门负责本行政区域内全民阅读促进工作。县级以上地方人民政府有关部门在各自职责范围内负责相关全民阅读促进工作。
Local press and publication authorities at or above the county level shall be responsible for the work of promoting nationwide reading within their respective administrative regions. The relevant departments of local people's governments at or above the county level shall be responsible for related work of promoting nationwide reading within their respective functions and duties.
国家新闻出版主管部门会同国务院有关部门制定全民阅读促进工作方案，明确全民阅读促进工作的目标、任务、措施等内容。
The National Press and Publication Administration shall, together with the relevant departments of the State Council, formulate a work plan for promoting nationwide reading, specifying the objectives, tasks, measures, and other contents of the work of promoting nationwide reading.
县级以上地方新闻出版主管部门会同同级有关部门根据实际情况制定本行政区域的全民阅读促进工作实施方案。
Local press and publication authorities at or above the county level shall, together with the relevant departments at the same level, formulate implementation plans for the work of promoting nationwide reading in their respective administrative regions based on actual conditions.
县级以上人民政府应当结合实际情况将全民阅读促进工作所需经费纳入本级预算，完善阅读服务体系，创造良好阅读环境，提高阅读服务效能。
People's governments at or above the county level shall, based on actual conditions, incorporate the necessary funds for the work of promoting nationwide reading into their budgets, improve the reading service system, create a good reading environment, and enhance the efficiency of reading services.
工会、共产主义青年团、妇女联合会、文学艺术界联合会、作家协会、科学技术协会、残疾人联合会等群团组织结合自身特点开展全民阅读促进工作。
Trade unions, the Communist Youth League, women's federations, federations of literary and art circles, writers' associations, science and technology associations, disabled persons' federations, and other mass organizations shall carry out the work of promoting nationwide reading in light of their own characteristics.
国家支持和引导丰富出版品种，优化出版结构，提高出版质量，推出更多思想精深、艺术精湛、制作精良的优秀出版物，加大全民阅读优质内容供给。
The State supports and guides the enrichment of publication varieties, optimization of publication structure, improvement of publication quality, and the launch of more excellent publications with profound thoughts, exquisite art, and fine production, to increase the supply of high-quality content for nationwide reading.
对在全民阅读促进工作中做出突出贡献的单位和个人，按照国家有关规定予以表彰。
Units and individuals that have made outstanding contributions to the work of promoting nationwide reading shall be commended in accordance with the relevant provisions of the State.
全民阅读推广
Nationwide Reading Promotion
国家鼓励开展内容健康向上、展现文化底蕴、形式丰富多样的全民阅读推广活动，倡导将全民阅读推广活动与各地区各行业特色相结合，增强吸引力、提高参与度、注重实效性。
The State encourages the development of nationwide reading promotion activities that are healthy and uplifting in content, demonstrate cultural heritage, and are rich and diverse in form, and advocates combining nationwide reading promotion activities with the characteristics of various regions and industries to enhance appeal, increase participation, and focus on effectiveness.
县级以上新闻出版主管部门会同同级有关部门加强全民阅读推广工作，组织开展全民阅读推广活动，培育全民阅读活动品牌。
Press and publication authorities at or above the county level shall, together with the relevant departments at the same level, strengthen the work of promoting nationwide reading, organize and carry out nationwide reading promotion activities, and cultivate nationwide reading activity brands.
县级以上新闻出版主管部门应当组织开展全民阅读公益宣传，倡导公民多读经典、提升精神境界，引导公民树立终身阅读理念。
Press and publication authorities at or above the county level shall organize and carry out public welfare publicity for nationwide reading, advocate that citizens read more classics and enhance their spiritual realm, and guide citizens to establish the concept of lifelong reading.
每年4月第四周为全民阅读活动周。
The fourth week of April each year shall be the National Reading Promotion Week.
国家新闻出版等主管部门按照各自职责做好党的创新理论、哲学社会科学、文学艺术、科学技术等方面优秀出版物推介工作，引导公民阅读优质内容。
The National Press and Publication Administration and other relevant authorities shall, in accordance with their respective functions and duties, promote excellent publications in areas such as the Party's innovative theories, philosophy and social sciences, literature and art, and science and technology, guiding citizens to read high-quality content.
从事全民阅读推广应当具备相应领域的专业能力，推广优质阅读内容，弘扬社会主义核心价值观。
Those engaged in nationwide reading promotion shall possess professional competence in the relevant fields, promote high-quality reading content, and promote socialist core values.
报刊出版单位、通讯社、广播电台、电视台、新闻网站等新闻媒体应当通过新闻报道、专题栏目(节目)、公益广告等方式，宣传优秀出版物和全民阅读先进典型，推广全民阅读活动，营造全民阅读氛围。
News media such as newspaper publishing units, news agencies, radio stations, television stations, and news websites shall, through news reports, special columns (programs), public service advertisements, and other means, publicize excellent publications and advanced models of nationwide reading, promote nationwide reading activities, and create an atmosphere of nationwide reading.
国家鼓励促进全民阅读的新技术、新载体、新设施等开发与应用，支持利用信息技术开展全民阅读推广活动，扩大全民阅读推广活动影响力。
The State encourages the development and application of new technologies, new carriers, and new facilities that promote nationwide reading, supports the use of information technology to carry out nationwide reading promotion activities, and expands the influence of nationwide reading promotion activities.
县级以上人民政府应当按照国家有关规定，在规范和引导的基础上支持社会力量开展全民阅读推广活动。
People's governments at or above the county level shall, in accordance with relevant state regulations, support social forces in carrying out nationwide reading promotion activities on the basis of regulation and guidance.
社会力量开展全民阅读推广活动，应当接受县级以上新闻出版主管部门的指导、监督。
Social forces carrying out nationwide reading promotion activities shall accept the guidance and supervision of the competent press and publication departments at or above the county level.
全民阅读服务
Nationwide Reading Services
县级以上地方人民政府应当根据基本公共文化服务有关要求，加强相关场所、设施统筹利用，科学合理规划全民阅读设施建设，有计划地设置覆盖城乡、实用便利、服务高效的全民阅读设施。
Local people's governments at or above the county level shall, in accordance with the relevant requirements for basic public cultural services, strengthen the coordinated use of relevant venues and facilities, scientifically and rationally plan the construction of nationwide reading facilities, and plan to set up nationwide reading facilities that cover urban and rural areas, are practical and convenient, and provide efficient services.
全民阅读设施主要包括政府或者社会力量举办的向公众提供阅读服务的公共图书馆、新时代文明实践中心(所、站)、工人文化宫、青少年宫、妇女儿童活动中心、老年人活动中心、乡镇(街道)和村(社区)基层综合性文化服务中心、社区图书室、农家(职工)书屋、公共阅报栏(屏)、公共数字阅读终端等场所和设备。
Nationwide reading facilities mainly include public libraries, New Era Civilization Practice Centers (stations), workers' cultural palaces, youth palaces, women's and children's activity centers, elderly activity centers, township (street) and village (community) grassroots comprehensive cultural service centers, community book rooms, farm (staff) bookstores, public newspaper reading boards (screens), public digital reading terminals, and other venues and equipment that provide reading services to the public, whether run by the government or social forces.
全民阅读设施管理单位应当根据全民阅读设施的功能、特点，向公众提供阅读、借阅、阅读指导、阅读能力培训等服务，公示服务项目，改善服务条件，提高服务水平。公共图书馆应当免费向公众开放阅览室、自习室，配备书桌、座椅，提供相关阅读服务。
Management units of nationwide reading facilities shall, based on the functions and characteristics of the facilities, provide services such as reading, borrowing, reading guidance, and reading ability training to the public, disclose service items, improve service conditions, and enhance service levels. Public libraries shall open reading rooms and study rooms to the public free of charge, equip them with desks and chairs, and provide relevant reading services.
全民阅读设施管理单位应当按照国家规定的标准，配置和更新必需的服务内容和设备，加强全民阅读设施经常性维护管理工作，保障全民阅读设施的正常运行和使用。
Management units of nationwide reading facilities shall, in accordance with the standards prescribed by the state, configure and update necessary service contents and equipment, strengthen routine maintenance and management of the facilities, and ensure the normal operation and use of the facilities.
符合条件的全民阅读设施应当按照国家有关规定免费或者优惠向公众开放，公示开放时间；有条件的全民阅读设施可以在国家法定节假日、休息日和学校寒暑假期间适当延长开放时间。
Qualified nationwide reading facilities shall be open to the public free of charge or at a preferential rate in accordance with relevant state regulations, and shall disclose opening hours; qualified facilities may appropriately extend opening hours during statutory holidays, rest days, and school winter and summer vacations.
全民阅读设施管理单位应当建立健全安全管理制度，依法配备安全保护设备和人员，保障全民阅读设施和公众活动安全。
Management units of nationwide reading facilities shall establish and improve safety management systems, equip safety protection equipment and personnel in accordance with the law, and ensure the safety of the facilities and public activities.
新建、改建和扩建居民住宅区配套建设的公共文化设施应当包括全民阅读设施，为居民提供阅读服务。
Public cultural facilities constructed as supporting facilities for newly built, renovated, or expanded residential areas shall include nationwide reading facilities to provide reading services for residents.
任何单位和个人不得擅自拆除全民阅读设施，不得擅自改变全民阅读设施功能、用途或者妨碍其正常运行。因城乡建设确需拆除或者改变功能、用途的，应当依法重建、改建全民阅读设施。
No unit or individual may dismantle nationwide reading facilities without authorization, or change their functions or purposes, or hinder their normal operation. If dismantling or changing functions or purposes is truly necessary due to urban or rural construction, the facilities shall be rebuilt or renovated in accordance with the law.
国家鼓励车站、机场、港口客运站、游客中心、宾馆、银行、商场、医院等公共服务机构和场所设立相应的阅读设施，支持在有条件的飞机、轮船、火车等公共交通工具上提供便利可及的阅读服务。
The state encourages public service institutions and venues such as railway stations, airports, port passenger terminals, tourist centers, hotels, banks, shopping malls, and hospitals to set up appropriate reading facilities, and supports the provision of convenient and accessible reading services on qualified public transport vehicles such as airplanes, ships, and trains.
公园、旅游景区的管理单位可以根据自身条件，安排适宜的阅读设施。
Management units of parks and tourist attractions may arrange appropriate reading facilities based on their own conditions.
国家鼓励机关、学校、企业事业单位等结合自身条件和实际需要，通过设置图书馆、阅览室、报刊架、阅报栏(屏)等，提供多种形式的阅读服务。
The state encourages government organs, schools, enterprises, institutions, and other entities to provide various forms of reading services by setting up libraries, reading rooms, newspaper racks, newspaper reading boards (screens), etc., based on their own conditions and actual needs.
县级以上人民政府根据实际情况，采取政策措施支持实体书店发展；鼓励实体书店改善阅读条件、开展阅读活动，发挥全民阅读服务功能。
People's governments at or above the county level shall, based on actual conditions, adopt policies and measures to support the development of physical bookstores; encourage physical bookstores to improve reading conditions and carry out reading activities, and to play a role in nationwide reading services.
国家支持数字阅读与传统阅读相结合，推动优质数字阅读内容供给，提升数字阅读便利性和满意度。
The state supports the combination of digital reading and traditional reading, promotes the supply of high-quality digital reading content, and enhances the convenience and satisfaction of digital reading.
数字阅读服务提供者应当加强数字阅读内容管理，推送优质数字阅读内容，营造健康向上的数字阅读环境。
Digital reading service providers shall strengthen the management of digital reading content, push high-quality digital reading content, and create a healthy and uplifting digital reading environment.
国家鼓励和支持与全民阅读促进相关的文化产业高质量发展；鼓励和支持社会力量参与建设公共阅读空间，开展旧书交换流通，创新阅读服务模式，丰富全民阅读场景。
The state encourages and supports the high-quality development of cultural industries related to the promotion of nationwide reading; encourages and supports social forces to participate in building public reading spaces, carry out exchange and circulation of used books, innovate reading service models, and enrich nationwide reading scenarios.
国家鼓励和支持社会力量依法通过兴办实体、资助项目、赞助活动、提供设施、捐赠出版物等多种方式，参与提供阅读服务。
The state encourages and supports social forces to participate in providing reading services through various means such as establishing entities, funding projects, sponsoring activities, providing facilities, and donating publications, in accordance with the law.
全民阅读保障
Nationwide Reading Guarantees
国家加强全民阅读保障，扩大全民阅读覆盖面，重点扶助农村地区、革命老区、民族地区、边疆地区、欠发达地区的全民阅读，促进全民阅读均衡协调发展。
The state strengthens nationwide reading guarantees, expands the coverage of nationwide reading, and focuses on supporting nationwide reading in rural areas, old revolutionary base areas, ethnic minority areas, border areas, and underdeveloped areas, to promote balanced and coordinated development of nationwide reading.
国家新闻出版主管部门会同国务院有关部门制定少年儿童阅读计划，针对少年儿童的心智发展水平、认知理解能力推广阶梯阅读，开展与其阅读特点和规律相适应的阅读指导活动。
The National Press and Publication Administration, together with the relevant departments of the State Council, shall formulate a children's reading plan, promote graded reading based on children's mental development level and cognitive comprehension ability, and carry out reading guidance activities suitable for their reading characteristics and patterns.
出版单位应当根据阶梯阅读的要求，有针对性地出版适宜不同年龄段少年儿童阅读的出版物。
Publishing units shall, in accordance with the requirements of graded reading, publish targeted publications suitable for children of different age groups.
政府设立的公共图书馆应当设置少年儿童阅览区域，根据少年儿童的特点配备相应的专业人员，开展面向少年儿童的阅读指导。
Public libraries established by the government shall set up children's reading areas, equip them with appropriate professional personnel based on children's characteristics, and carry out reading guidance for children.
未成年人的父母或者其他监护人应当发挥言传身教作用，开展力所能及的家庭阅读、亲子阅读等，帮助未成年人养成良好阅读习惯。
Parents or other guardians of minors shall play a role of teaching by example, carry out family reading and parent-child reading to the extent possible, and help minors develop good reading habits.
幼儿园应当为幼儿提供适宜的读物，创设良好的阅读环境条件，培养幼儿阅读兴趣和阅读习惯。
Kindergartens shall provide suitable reading materials for children, create a good reading environment, and cultivate children's reading interest and reading habits.
中小学校应当按照素质教育的要求，加强书香校园建设，加大阅读在教学计划中的分量，开设阅读课程，开展阅读辅导，组织校园阅读活动，帮助学生养成阅读习惯，并加强对教师的阅读指导培训，提高教师的阅读指导能力。
Primary and secondary schools shall, in accordance with the requirements of quality education, strengthen the construction of scholarly campuses, increase the proportion of reading in teaching plans, offer reading courses, conduct reading guidance, organize campus reading activities, help students develop reading habits, and strengthen reading guidance training for teachers to improve their reading guidance ability.
高等学校应当将阅读作为重要的教育教学方式，组织学生开展多种形式的阅读活动，鼓励学生拓展阅读内容，丰富学生精神世界，提高学生综合素养。
Institutions of higher education shall take reading as an important educational and teaching method, organize students to carry out various forms of reading activities, encourage students to expand their reading content, enrich their spiritual world, and improve their comprehensive literacy.
国家新闻出版主管部门会同国务院有关部门制定乡村阅读计划。县级以上地方新闻出版主管部门会同同级有关部门强化农村阅读促进工作职责，增加农村阅读内容供给，优化农村阅读环境条件，提高农村阅读服务效能，加强农村妇女儿童阅读服务保障，推动城乡基本公共文化服务均等化，丰富农村地区精神生活。
The National Press and Publication Administration, together with the relevant departments of the State Council, shall formulate a rural reading plan. Local press and publication authorities at or above the county level, together with relevant departments at the same level, shall strengthen the responsibility for promoting reading in rural areas, increase the supply of reading content in rural areas, optimize the reading environment in rural areas, improve the efficiency of reading services in rural areas, strengthen the guarantee of reading services for rural women and children, promote the equalization of basic public cultural services between urban and rural areas, and enrich the spiritual life in rural areas.
面向农村提供的出版物应当符合农村特点和需求，提高针对性和时效性。
Publications provided to rural areas shall conform to rural characteristics and needs, and improve relevance and timeliness.
国家提高各民族群众使用国家通用语言文字阅读的能力，支持民族地区开展使用国家通用语言文字的阅读活动，促进民族团结进步，铸牢中华民族共同体意识。
The state shall improve the ability of people of all ethnic groups to read in the national common language and script, support ethnic regions in carrying out reading activities in the national common language and script, promote national unity and progress, and forge a strong sense of community for the Chinese nation.
国家将书香城市、书香村镇作为精神文明建设重要内容，持续涵育全社会阅读风尚，推进城市文明建设和文明乡风建设。
The state shall take scholarly cities and scholarly villages and towns as important contents of spiritual civilization construction, continuously cultivate the reading atmosphere of the whole society, and promote urban civilization construction and civilized rural custom construction.
国家鼓励为阅读障碍者提供有声、大字、盲文、电子等无障碍格式版本的出版物，支持全民阅读无障碍设施建设。
The state encourages the provision of accessible format versions of publications such as audio, large print, braille, and electronic versions for persons with reading disabilities, and supports the construction of barrier-free facilities for nationwide reading.
残疾人服务机构应当为残疾人提供必要阅读辅助设施和相应服务。
Disability service institutions shall provide necessary reading auxiliary facilities and corresponding services for persons with disabilities.
全民阅读设施管理单位应当考虑老年人阅读需求和特点，提供适老阅读内容，优化适老服务标准，为老年人提供阅读便利。
Management units of nationwide reading facilities shall consider the reading needs and characteristics of the elderly, provide age-appropriate reading content, optimize age-friendly service standards, and provide reading convenience for the elderly.
有条件的老年大学(学校)、为老服务机构等应当开展老年人阅读活动，提高阅读服务水平。
Where conditions permit, senior universities (schools) and elderly service institutions shall carry out reading activities for the elderly and improve the level of reading services.
国家鼓励开展全民阅读研究，指导开展公民阅读状况调查，支持开展全民阅读国际交流合作。
The state encourages research on nationwide reading, guides the conduct of citizen reading status surveys, and supports international exchanges and cooperation on nationwide reading.
通过公益性社会组织或者县级以上人民政府及其部门捐赠财产用于全民阅读服务的，依法享受税收优惠。
Donations of property for nationwide reading services through public welfare social organizations or people's governments at or above the county level and their departments shall enjoy tax incentives in accordance with the law.
县级以上新闻出版主管部门会同同级有关部门依法开展阅读活动监管，优化阅读环境。
Press and publication authorities at or above the county level shall, together with relevant departments at the same level, supervise reading activities in accordance with the law and optimize the reading environment.
任何单位和个人不得在阅读活动中损害国家利益、社会公共利益、他人合法权益或者公民身心健康。
No unit or individual shall harm national interests, public interests, the legitimate rights and interests of others, or the physical and mental health of citizens in reading activities.
法 律 责 任
Legal Liability
违反本条例规定，地方各级人民政府和县级以上有关部门及其工作人员未履行全民阅读促进工作职责，侵占、挪用全民阅读经费，或者有其他滥用职权、玩忽职守、徇私舞弊行为的，由其上级机关或者监察机关责令限期改正；情节严重的，对负有责任的领导人员和直接责任人员依法给予处分。
In violation of these regulations, if local people's governments at all levels and relevant departments at or above the county level and their staff fail to perform their duties in promoting nationwide reading, embezzle or misappropriate nationwide reading funds, or engage in other acts of abuse of power, dereliction of duty, or favoritism, their superior organs or supervisory organs shall order them to make corrections within a time limit; if the circumstances are serious, the responsible leaders and directly responsible personnel shall be given sanctions in accordance with the law.
违反本条例规定，全民阅读设施管理单位未按要求向公众开放，未公示服务项目、开放时间等事项，未建立安全管理制度或者未配备安全保护设备和人员，开展功能、用途不符的服务活动的，由其主管部门责令限期改正；造成严重后果的，对负有责任的领导人员和直接责任人员依法给予处分。
In violation of these regulations, if the management unit of a nationwide reading facility fails to open to the public as required, fails to disclose service items, opening hours, etc., fails to establish a safety management system or equip safety protection equipment and personnel, or carries out service activities that do not match its functions and purposes, its competent department shall order it to make corrections within a time limit; if serious consequences are caused, the responsible leaders and directly responsible personnel shall be given sanctions in accordance with the law.
违反本条例规定，损害他人民事权益的，依法承担民事责任；构成违反治安管理行为的，依法给予治安管理处罚；构成犯罪的，依法追究刑事责任。
In violation of these regulations, if the civil rights and interests of others are harmed, civil liability shall be borne in accordance with the law; if it constitutes a violation of public security administration, public security administration penalties shall be imposed in accordance with the law; if it constitutes a crime, criminal liability shall be investigated in accordance with the law.
附 则
Supplementary Provisions
本条例自2026年2月1日起施行。
These Regulations shall come into force on February 1, 2026.
