为了加强军用饮食供应站、军用供水站(以下统称军供站)的管理，保障军队平时、战时在运输途中的饮食饮水供应，制定本办法。
These Measures are formulated to strengthen the management of military food supply stations and military water supply stations (hereinafter collectively referred to as military supply stations) and to ensure the supply of food and drinking water for troops during peacetime and wartime transit.
军供站是人民政府支援过往部队的组织机构和战备设施，在人民政府领导下，由退役军人事务部门负责管理。
Military supply stations are organizational structures and wartime preparedness facilities established by the people's governments to support troops in transit. They shall be managed by the veterans affairs department under the leadership of the people's government.
军供站的任务是保障成批过往的部队、入伍的新兵、退伍的老兵和支前民兵、民工等在运输途中的饮食饮水的供应以及军运马匹的草料和饮水的供应。
The tasks of military supply stations are to ensure the supply of food and drinking water for troops in batches in transit, new recruits, demobilized veterans, and civilian support personnel and laborers, as well as the supply of fodder and water for military horses.
军供站由省、自治区、直辖市人民政府根据军区的要求，在铁路、公路、水路沿线设置。
Military supply stations shall be established by the people's governments of provinces, autonomous regions, and municipalities directly under the Central Government along railway, highway, and waterway routes based on the requirements of the military region.
军供站分为常设站和临时站。常设站设置在主要铁路和公路干线的大站、水路的重要港口等军事运输繁忙地方；临时站设置在大批或者紧急军事运输任务需要的地方，任务完成后即行撤销。
Military supply stations are divided into permanent stations and temporary stations. Permanent stations shall be established at major railway and highway trunk line stations, important waterway ports, and other places with heavy military transportation. Temporary stations shall be established where large-scale or urgent military transportation tasks require, and shall be dissolved after the task is completed.
常设军用饮食供应站的基本建设项目应当有厨房、餐厅、仓库、锅炉房、办公室、宿舍、厕所、汽车库、平场、盥洗设施，并根据需要设置遛马场和饮马设备。常设军用供水站的基本建设项目应当有锅炉房、办公室、宿舍、厕所、盥洗设施。
The basic construction projects of permanent military food supply stations shall include kitchens, dining halls, warehouses, boiler rooms, offices, dormitories, toilets, garages, flat grounds, and washing facilities, and shall include horse-walking grounds and horse-watering equipment as needed. The basic construction projects of permanent military water supply stations shall include boiler rooms, offices, dormitories, toilets, and washing facilities.
军供站的基本建设、设施维修、设备购置和用于过往部队接待工作的经费，军供站固定编制人员的工资、福利费和公用经费，按照国家规定的开支渠道，由地方财政安排解决。
The funds for basic construction, facility maintenance, equipment procurement, and reception work for troops in transit of military supply stations, as well as the wages, welfare, and public expenses of permanent staff of military supply stations, shall be arranged and resolved by local finance in accordance with the expenditure channels stipulated by the state.
常设军供站应当有少量固定编制的人员，其名额由省、自治区、直辖市人民政府根据军供站的军供任务和所处战略位置的需要确定，并在省、自治区、直辖市的行政编制总额中解决。
Permanent military supply stations shall have a small number of permanent staff, the quota of which shall be determined by the people's government of the province, autonomous region, or municipality directly under the Central Government based on the military supply tasks and strategic location of the station, and shall be resolved within the total administrative staffing of the province, autonomous region, or municipality directly under the Central Government.
遇到大批军供任务，军供站工作人员不足时，由当地人民政府临时抽调人员协助工作。
When encountering large-scale military supply tasks and insufficient staff at military supply stations, the local people's government shall temporarily assign personnel to assist.
国家在新建、改建车站和港口时，铁路、交通部门应当根据总后勤部军事交通部的要求，将军供站列入工程计划之内一并修建。工程竣工后，铁路、交通部门应当将军供站移交给人民政府的退役军人事务部门。退役军人事务部门对军供站的房屋和设备负责维修。
When the state constructs or renovates stations and ports, the railway and transportation departments shall, in accordance with the requirements of the Military Transportation Department of the General Logistics Department, include military supply stations in the project plan for simultaneous construction. After project completion, the railway and transportation departments shall transfer the military supply stations to the veterans affairs department of the people's government. The veterans affairs department shall be responsible for the maintenance of the buildings and equipment of military supply stations.
中国人民解放军派驻铁路、交通部门的军事代表办事处负责对军供站的业务指导。在有大批军供任务时，军事交通部门应当向军供站预先通报供应任务和注意事项，并指定专人与军供站保持联系。必要时，应当派遣军事代表常驻军供站协助工作。
The military representative offices of the People's Liberation Army stationed in railway and transportation departments shall be responsible for providing professional guidance to military supply stations. When there are large-scale military supply tasks, the military transportation department shall notify the military supply station in advance of the supply tasks and precautions, and designate a dedicated person to maintain contact with the station. When necessary, military representatives shall be dispatched to reside at the station to assist.
军供站应当根据有关法律、法规，经常对工作人员进行保卫和保密教育，建立、健全保卫和保密工作制度。
Military supply stations shall, in accordance with relevant laws and regulations, regularly conduct security and confidentiality education for staff, and establish and improve security and confidentiality work systems.
军供站按照正规化建设要求，实现工作制度化、程序化、标准化，加强对工作人员的思想教育和业务培训，不断提高应变能力和快速保障能力，做好军供工作。
Military supply stations shall, in accordance with the requirements of standardized construction, achieve work institutionalization, proceduralization, and standardization, strengthen ideological education and professional training for staff, continuously improve response capability and rapid support capability, and do a good job in military supply work.
对军供站供应工作的基本要求：
Basic requirements for the supply work of military supply stations:
(一)军供站应当根据供应通报和军事代表的要求，做到保质保量供应，保证部队按时用餐、用水；
(1) Military supply stations shall, based on supply notifications and the requirements of military representatives, ensure supply in terms of quality and quantity, and ensure that troops dine and drink on time;
(二)军供站必须严格执行食品卫生的法律、法规，做好供应部队的饮食饮水的检查工作，防止食物中毒；
(2) Military supply stations must strictly implement food hygiene laws and regulations, conduct inspections of food and drinking water supplied to troops, and prevent food poisoning;
(三)军供站应当贯彻勤俭办事的精神，厉行节约，反对铺张浪费，并建立严格的财务制度和物资管理制度，防止贪污、盗窃和挪用供应部队的物资等违法行为。每次供应任务完成后，军供站应当按照供应成本向部队核收伙食费、粮票及马料票、马草用款。
(3) Military supply stations shall implement the principle of frugality, practice economy, oppose waste, and establish strict financial and material management systems to prevent illegal acts such as embezzlement, theft, and misappropriation of materials supplied to troops. After each supply task is completed, military supply stations shall collect meal fees, food coupons, horse feed tickets, and horse forage fees from the troops based on supply costs.
军供站所在地人民政府的有关部门负责做好下列工作：
The relevant departments of the people's government where the military supply station is located shall be responsible for the following work:
(一)商业、粮食、供销、煤炭等部门，分别负责保证供应过往部队所需的主副食品、燃料、必要生活用品和马草、马料，并按国家和有关部门规定，在品种和价格等方面实行优待。
(1) The commerce, grain, supply and marketing, and coal departments shall respectively be responsible for ensuring the supply of staple and non-staple foods, fuel, necessary daily necessities, horse forage, and horse feed required by troops in transit, and shall provide preferential treatment in terms of variety and price in accordance with state and relevant department regulations.
(二)卫生部门负责过往部队的饮食饮水的检验和伤病员的急救等工作，对不能随部队行动的伤病员负责收治。留在当地医院治疗的伤病员的医疗费、伙食费、归队差旅费和死亡丧葬费，由当地的武装部门垫支后，向所在军区的后勤部门实报实销。
(2) The health department shall be responsible for the inspection of food and drinking water for troops in transit and the emergency treatment of sick and wounded personnel, and shall be responsible for the admission and treatment of sick and wounded personnel who cannot move with the troops. The medical expenses, meal expenses, travel expenses for returning to the unit, and funeral expenses for those who die in local hospitals shall be advanced by the local armed forces department and then reimbursed on a factual basis to the logistics department of the military region.
(三)铁路、交通部门负责解决铁路、公路、水路沿线的军供站的供电、通信、给水等设备。
(3) The railway and transportation departments shall be responsible for providing power supply, communication, and water supply equipment for military supply stations along railway, highway, and waterway routes.
(四)交通部门应当按照对行政机关的有关规定减免军供站编制内的机动车辆的养路费。
(4) The transportation department shall, in accordance with the relevant regulations for administrative organs, reduce or exempt the road maintenance fees for motor vehicles within the staffing of military supply stations.
(五)公安部门负责军供站周围的治安管理、交通管理和保卫、保密工作，防止可能发生的破坏活动。
(5) The public security department shall be responsible for public security management, traffic management, and security and confidentiality work around military supply stations, and prevent possible sabotage activities.
部队应当尊重地方工作人员，遵守军供站的供应制度和规定，凭供应通报就餐，并如数交付伙食费和粮票。使用马草马料，应如数交付马料票、马草用款。损坏餐具等物品应当照价赔偿。
Troops shall respect local staff, comply with the supply system and regulations of military supply stations, dine based on supply notifications, and pay meal fees and food coupons in full. When using horse forage and horse feed, they shall pay horse feed tickets and horse forage fees in full. Damaged tableware and other items shall be compensated at cost.
军供站在保证完成军供任务的前提下，实行平战结合，可以利用现有设施，为部队服务，为社会服务。
On the premise of ensuring the completion of military supply tasks, military supply stations shall implement peacetime-wartime integration and may utilize existing facilities to serve the military and society.
本办法由退役军人事务部和总后勤部共同解释。
These Measures shall be jointly interpreted by the Ministry of Veterans Affairs and the General Logistics Department.
本办法自发布之日起施行。一九六五年四月七日国务院批转总参谋部、内务部制定的《军用饮食供应站、供水站组织管理暂行办法》同时废止。
These Measures shall come into force as of the date of promulgation. The Interim Measures for the Organization and Management of Military Food Supply Stations and Water Supply Stations approved by the State Council on April 7, 1965 and formulated by the General Staff Department and the Ministry of Internal Affairs shall be repealed simultaneously.
