根据《中华人民共和国海关关衔条例》的规定，制定本办法。
These Measures are formulated in accordance with the provisions of the Regulations of the People's Republic of China on Customs Ranks.
海关工作人员佩带的关衔标志必须与所授予的关衔相符。
The rank insignia worn by customs officers must correspond to the customs rank conferred.
海关关衔标志：海关总监、海关副总监关衔标志由橄榄叶环绕的海关关徽和五角星下衬五边形的星花组成；关务监督关衔标志由橄榄叶、星花和海关关徽组成；关务督察、关务督办、关务员关衔标志由横杠、星花和海关关徽组成。海关关衔标志为金色。
Customs rank insignia: The rank insignia for Customs Director-General and Deputy Customs Director-General consists of the customs emblem surrounded by olive leaves and a five-pointed star underlaid with a pentagonal star flower; the rank insignia for Customs Supervisor consists of olive leaves, star flowers, and the customs emblem; the rank insignia for Customs Superintendent, Customs Inspector, and Customs Clerk consists of horizontal bars, star flowers, and the customs emblem. Customs rank insignia are golden in color.
关衔标志缀钉在肩章上，肩章为剑形，版面为黑色，分为硬肩章和软肩章。
Rank insignia are affixed to shoulder boards, which are sword-shaped with a black background, and are divided into hard shoulder boards and soft shoulder boards.
海关工作人员着制式上衣、制式大衣时，佩带硬肩章；着制式短袖衫、制式长袖衫、查验服时，佩带软肩章。
When customs officers wear the standard uniform jacket or standard uniform overcoat, they shall wear hard shoulder boards; when wearing the standard short-sleeved shirt, standard long-sleeved shirt, or inspection uniform, they shall wear soft shoulder boards.
海关总监关衔标志为一枚橄榄叶环绕的海关关徽和三枚星花；海关副总监关衔标志为一枚橄榄叶环绕的海关关徽和二枚星花。
The rank insignia for Customs Director-General consists of one customs emblem surrounded by olive leaves and three star flowers; the rank insignia for Deputy Customs Director-General consists of one customs emblem surrounded by olive leaves and two star flowers.
关务监督关衔标志为一枚橄榄叶和一枚海关关徽，一级关务监督关衔标志为三枚星花；二级关务监督关衔标志为二枚星花；三级关务监督关衔标志为一枚星花。
The rank insignia for Customs Supervisor consists of one olive leaf and one customs emblem; the rank insignia for First-Class Customs Supervisor consists of three star flowers; the rank insignia for Second-Class Customs Supervisor consists of two star flowers; the rank insignia for Third-Class Customs Supervisor consists of one star flower.

关务员关衔标志为一道横杠和一枚海关关徽，一级关务员关衔标志为三枚星花；二级关务员关衔标志为二枚星花。
The rank insignia for Customs Clerk consists of one horizontal bar and one customs emblem; the rank insignia for First-Class Customs Clerk consists of three star flowers; the rank insignia for Second-Class Customs Clerk consists of two star flowers.
海关工作人员晋升或者降低关衔的，由批准机关更换其关衔标志；取消或者不予保留关衔的，由批准机关收回其关衔标志。
When a customs officer is promoted or demoted in rank, the approving authority shall replace the rank insignia; when the rank is cancelled or not retained, the approving authority shall recover the rank insignia.
海关关衔标志由海关总署负责制作和管理。其他单位和个人不得制作、仿造、伪造、变造和买卖、使用关衔标志，也不得使用与关衔标志相类似的标志。
Customs rank insignia shall be manufactured and managed by the General Administration of Customs. No other unit or individual may manufacture, imitate, forge, alter, buy, sell, or use rank insignia, nor use insignia similar to rank insignia.
本办法自公布之日起施行。
These Measures shall be effective as of the date of promulgation.
